There is no justice in Jackson for a police officer who survived a deadly traffic stop at a South Jackson gas station three years ago. Two men tried to shoot JPD Officer Mike Tarrio but he managed to kill one assailant and arrest the other one. He received an "Officer of the Year" award for his heroism. This being Jackson, such bravery did not go unpunished as Jackson suspended him with pay for over a year. To add insult to injury, the man who repeatedly shot at him was never indicted for the crime thanks to some bureaucratic bumbling.
Officer Tarrio spotted Elliot Reed driving erratically as he pulled into a gas station on Cooper Road at 1 AM on May 8, 2018. The patrolman saw several weapons in the car as he approached the vehicle and told Elliot to get out of the SUV. Unfortunately for all, Reed resisted and put Officer Tarrio in a headlock. Chauncy jumped out of the passenger seat to assist his brother. Elliot tried to take away the police officer's sidearm while he told his brother to shoot Tarrio. Elliot grappled with Tarrio while Chauncy pulled out a firearm and fired several rounds. He somehow missed the officer. Tarrio ran behind his cruiser for cover, fired off his rounds, reloaded, and continued to fire. Elliot was killed in the exchange.
The two videos posted below show the entire struggle as well as the police officer's good luck.
Reed was arrested in 2017 for trafficking meth, cocaine, and marijuana. A Hinds County grand jury indicted him for the charges on May 16, 2018 - just a week after the shootout. He pleaded guilty in 2019 and is serving a ten-year prison sentence.
The Mississippi Law Enforcement Officers Association presented Officer Tarrio with the 2019 "Officer of the Year" award.
While his peers saw him as a hero, Jackson saw him as the enemy. JPD placed Officer Tarrio on administrative leave per JPD policy when an officer shoots a suspect. JPD referred the investigation to MBI. MBI cleared the police officer within a few weeks but unfortunately, his problems were just beginning.
JPD refused to allow Officer Tarrio to return to his precinct but instead kept him on administrative leave with pay for over a year. The suspension prevented him from earning much-needed overtime pay or working private details as a JPD officer. He was eventually stuck working the impound lot before he finally returned to the precinct. Unfortunately for Mike Tarrio, the insults continued.
JPD charged Reed with first-degree murder in the death of his brother and attempted murder of a law enforcement officer. Hinds County Court Judge Johnny McDaniels denied Reed bond and bound him over to the grand jury on March 7, 2019.
Unfortunately for Tarrio, Reed has never been indicted for the first-degree murder and attempted murder of a law enforcement officer charges. Read that again. There is no prosecution of Chauncy Reed for trying to kill Mike Tarrio and killing his brother (Felony-murder rule).
The District Attorney's office said it never received the case from JPD. Thus, Reed's case was never submitted to a grand jury. No submission means no indictment for Reed. The case just sits in limbo.
Tarrio and ten other JPD officers involved in shootings sued the city in July 2019. They claimed the city unfairly sidelined or fired them even after they were cleared by the grand jury or civil service.
Kingfish note: Apparently there is no justice for an Officer of the Year in Jackson, Mississippi. In any other city in Mississippi, Mike Tarrio would be treated as a hero while Chauncy Reed received the justice he so richly deserves. Unfortunately, Tarrio is a police officer in a city where the cowardly cut down the courageous. The lack of an indictment for Chauncy Reed is not just inexcusable but is an assault on Mike Tarrio by the city he swore to protect and serve. Officer Tarrio received more punishment for the events of that deadly night than did Chauncy Reed. Social justice indeed.
Such is the fruit of the Lumumba administration.
This case is a perfect example of why there is a shortage of police officers in Jackson as crime spirals out of control. However, this is Jackson where the competent are trashed and the trash is exalted. That, my friends, is the bottom line.

What I don't get is for Lumumba there is no way out. He can take Jackson all the way to the bottom but what does it buy him? The notion that rampant across-the-board failure in Jackson strengthens any hypothetical bid for Thompson's seat is laughable. In Jackson and Hinds County murder is simply a routine run of the mill offense given no more priority than a burglary, maybe less, depending on WHO was burglarized. They would just as soon lose the paperwork, forget a deadline, or simply release the perpetrator in a murder case as in any other case which they routinely handle. Police shootings are nothing special...unless of course the races get involved so that BLM and the national media take a liking to the case. But otherwise it's just not that important.

If it were not for the State Gov't and medical facilities Jackson would be an ideal place to fence off and let nature take it's course. BUT as a practical matter the state is going to have to address having this pathetic, third world banana republic in it's midst. I hate to see the state have to bear the expense of doing this but it's appearing to be more and more inevitable. Maybe some sort of martial law encompassing only the areas that are vital to the rest of the state (hospitals and gov't) and let the rest rot ? It's coming so might as well starting planning now.

There is definitely a strong streak of "hate the police" running through Lumumba's administration, and particularly through the mayor's actions as chief executive. Actions which have led to a tolerance of lawlessness, if not a fomenting of such.
My suspicion is that a man who was raised by a militant black separatist was fed a healthy dose of "police are the enemy of the black man" through his formative years. That attitude has taken root and manifested itself in a warped view of law enforcement and the notion that restraining LEOs is tantamount to promoting civil rights in the black community, hence his boast of Jackson becoming "the most radical city in America".
The problem is we have seen the outworking of this policy and it is produced lawlessness and criminal activity primarily against the people he purports to benefit from this restraint.
The endgame is perplexing, but I believe it will be a State takeover of the city administration, and Lumumba will blame everyone but himself, but his contempt for law and order will be the cause of it all.

The video clearly shows Officer Tarrio doing his job. It clearly shows resisting arrest and an assault by the driver on Tarrio. It clearly shows the passenger shooting at him at almost point blank range.
While Officer's Tarrio's heavenly angels were protecting him on earth, there apparently no such angels with the City of Jackson or JPD working to restore him to his position and to prosecute the criminal.
I made a comment on social media about not going into Jackson because of the crime. I was immediately branded a racist when race was never mentioned in either the post or my comment (or any other comments) - that is, until I was called a racist.
The video shown is exactly why I don't go into Jackson unless I absolutely have to.

Career officers and investigators are leaving by leaps and bounds. Officers aren't going to fight crime if they get suspended, transferred, fired, or even prosecuted for properly doing their job. Why would they? Precinct 4 (rich people land) is frequently running four units or less on a shift, when it should have ten. How many people are starting in the next Jackson police academy? 12? No, I think it is less than that.
Where is the community? Where is the 'back the blue' crowd? There's no investigative media (not the reporters' faults, look up the tree there too).

Most of the JPD officers still employed (not all) are paid by one of the gangs in the metro to "protect" them. This means anything from making sure no charges are filed after an "arrest", showing up to clean up a mess after run-ins with rival gang members, getting drugs, money and guns from being turned over, to personal protection during drug deals.
This causes a hell of a lot of confrontation within the department, especially with the Mayor being paid by Detroit and St Louis gangs to take care of them

Jackson police department needs to be investigated and taken over by the state. There are so many discriminatory and cowardly things that go on in this agency. There are great officers, but they are not allowed to do their jobs. Criminals are allowed to run on foot and in vehicles from officers everyday and night. The only ones that agree with allowing criminals and traffic violators to run and get away without chase are scared and incompetent officers and the clowns that run the mayors office and police department. Wake up and let officers fo their jobs, before it really is too late.
Anyone who thinks this is just a Jackson problem isn’t looking at the big picture. Sure anyone with eyesight and half a brain can see what’s happening because it’s close. But the police, both black and white have been under fire for years. Last year was a record nationwide for police officers shot and killed while on duty. There is no way Jackson will dig it's way out of its current fiscal pit, so the City Council needs to go ahead and cut a deal with Gunn and Hoseman as to the plan to emerge and then declare bankruptcy. Otherwise, Jackson will be a corpse instead of in intensive care.

@338. Don't understand. When the city was without water for nearly a month, the cry was structural racism because it is predominantly black city....so money is requested from state. Wait, what....the city wants money from the state. Well, if I were the state, I would want to control where my money went. Seems logical to me. Yes, emergency managers can be directed to take over a city that is in emergent need. I would say a city who can't supply water/sewer services...much less bill for those failing services...is a sign of an emergency. A city that has 1/2 of the police force needed to protect the citizens is emergent.

Despite the false narrative many push on here that Mayor Lumumba is some militant leader who hates his own police force, I know for a fact that that narrative is untrue.. He works hard to put in place the correct measures to reduce crime, which is a problem in all big cities, not just Jackson.
False narrative? Everything posted is backed up by court documents. The D.A.'s office was asked about this case and said on the record it had not yet received the case. Not the first time this has happened.
I thought it took too long for him to go back to work? He was cleared within a few weeks. What do YOU think is too long? 2 years? 5 years? 10 years? Then he was stuck on impound lot for a while when he returned to work when we desperately need veteran cops on the street.
No one is persecuting him? I would argue allowing Reed to escape unpunished is a form of persecution especially when Tarrio was suspended with pay for over a year and saw his income cut substantially. Who has paid a price for that night? Not Reed.
As for calling JPD. Nope, I'm not wasting my time. Sam Brown does not respond to emails or phone calls. Period. He has blacklisted me, Therese Apel, and CJ Lemasters from receiving emailed press releases. He told JPD officers that talking to me or CJ was a fireable offense. If JPD doesn't like the way the facts play out or written, all it has to do is contact me but I'm not going to bang my head against a wall either. Brown has made it quite clear he wants the crime reporters to get lost.
