Oops!!!

Hinds County Detention Officer Teryn Bowles wrecked two vehicles at the Mississippi Law Enforcement Officer Training Academy (MLEOTA) in Rankin County nearly two weeks ago.

The wreck happened at an in-service training session held at MLEOTA. Ms. Bowles was driving the Hinds County cruiser and somehow crashed into the MHP cruiser on the driving "range". Both vehicles were obviously totaled. Ms. Bowles is the step-daughter of Hinds County Sheriff Victor Mason. She is a detention officer at the Raymond Detention Center. She began her employment on the same day that Sheriff Mason assumed office.

Kingfish note: JJ attempted to obtain a copy of a report on this incident through a public records request. Unfortunately, the Boobs in Blue said no. The response stated:

The Department of Public Safety has received you letter requesting records relating to an accident involving a Mississippi Highway Patrol and a Hinds County Sheriff’s Department vehicle.

In Mississippi, accident records are confidential and are not subject to disclosure except to parties involved in the accident or their representative. See, Miss. Code Ann. §63-3-417. Also, Miss. Code Ann §25-61-11 exempts records made confidential by another law from the Public Records Act.

Based on these statutes, the Department cannot grant your request.

I wonder if she made a "one call, that's all" to Richard Schwartz after the accident. I'm sure they can figure out a way to make some money off this "training accident".

Neither of those vehicles were privately owned or operated and both drivers were pupblic employees. I am not in agreement that the accident report is shielded from public access.

In state of Mississippi there is also a racket that you have to purchase accident reports through called Report Beam. Every municipality/law enforcement entity uploads their accident reports to their system and everyone that needs an accident report can get one, at $25 a pop. Huge racket and I would love for you, Kingfish, to see who's getting a kick back for using their service. I can see $5 or so for printing a copy at the policy station but $25/each is absurd and insane. They know you have to have them and it will cost every party involved in the accident $25. Ludacris...and I'm not talking about the rapper.

Why does an on site detention officer have access to a sheriff dept.'s car in the first place. Also did both parties have to take a breathalyzer test. I think I have the answers. !. No comment. 2. No comment.

The correct terminology nowadays is 'crashed'. MHP and DOT use the word 'crash'. They used to use the word 'accident' or 'wreck' but those are politically incorrect now. I heard Mr Morgan of Morgan ah Morgan ah Morgan on a commercial explain that the word 'accident' suggests nobody is at fault and that bogs down things in court.

He went on to explain that if you are drunk or smoking weed and get yourself into a collision, that is NOT an accident, it is a crash.

Agree that accident report doesn't seem to be the uniform crash report type of document that is shielded from production. Ethics Commission complaint time!

I'm with 3:51, her duties as a corrections officer don't involve operating an emergency vehicle. She had no business being on the driving range. Unless of course, HCSO has sponsored her to become a certified LEO. That information should be available through FOIA,especially for who is footing the bill.

The accident did not occur on a public road or highway, therefore it is highly unlikely that a formal accident report was conducted. The formal accident report is what is protected under the law. Having said that, MLEOTA should have created their own report or memo (or at least an emailed report) regarding the incident and that report would not be protected.

As for the comment about Report Beam, make your insurance company get the report for you. They work for you, not the other way around. It's a statewide database used by a state that has no money, it's gotta be funded somehow. It has the benefit of centralizing all crash and domestic violence records and putting them in a standardized, easily consumable format. For reference, I once paid $15 for a crash report in Waco Texas, they cost money everywhere.

Also, if you think that's bad go try and file certain affidavits with the county, you're going to pay for that as well. Want a restraining or protection order, pay up.

She's actually going through the reserve academy which is against the law for people that are employed by the Sheriff's Office. She also has a take home vehicle. It's a black chevy impala. She drives it to work as a detention officer.

Regarding report beam, I work for an insurance company. It hasn't been that way "for technology developed 30 years ago". This has only started happening in the past 5 or so years. So you're telling me an electronic copy of a police report, should multiple companies/parties be involved, should cost $50+ to print on my own? Get out of here with that mess. It doesn't cost that much, trust me. Someone is making money hand over fist, for something your tax dollars are already paying for. The municipality already have to compile a report. So it costs $25 each copy to print on my own for an officer to upload the report?

its is not at all illegal for a non certified sheriff's department employee to go to the reserve officer certification class. I did along with several others from multiple agencies.

The whole thing is in place to discourage its use. Can't you people see that?

It's the insurance industry that insists we call the po po if we have a fender bender on private property. If it weren't for that, how many would do it? All they do is document the names and ID of the parties and visible damage. They are prohibited from citing one of the drivers unless the po po officer witnessed the, ah, crash.

For full time HCSO employees it is! ALL employees that attempted to get in the reserve class before her were told they could NOT be a full time employee and a reserve deputy.

If you will check the referenced MS Code Section 63-3-417, it does make all those reports confidential.

While I agree that it may not have been properly reported, if you will check MS Code 63-3-411, a formal report appears to be required for all accidents (over $500).


Further, MC 63-3-5 states that "The provisions of Articles 9 (which includes the above-referenced sections) and 25 shall apply upon highways and elsewhere throughout the state. "Elsewhere" would seem to include private parking lots and garages, front yards, farm pastures, alleys, racetracks, and MHP academies.

I see a lot of hater comments regarding sheriff Mason and his decisions to allow take home cars and who goes to what class, academy etc. Do you people live in a tiny bubble? It may not be fair or not seem right in your eyes, but friends, family members and campaign givers and workers have a edge over the hires who just fill out an application. This happens in all counties and all states after an election! I was a Mac supporter and so was my family, we had preference, " we worked to get him elected". When he lost, we lost! I suggest you enjoy your time working for the S.O. When you get frustrated, move on with your lives and count it as an experience of a lifetime. I sure other Sheriff Depts will be glad to have you!!!

Life ain't fair, find a profession that suits you or campaign like hell to get your candidate elected! They win you win!!!

Don't stroke yourself out thinking about how Mac, Tyrone or Victor treated you, MOVE ON !!!

6:09 Someone who touts working for an insurance company (yawn) as the reason why anyone should care about their opinion should know that ReportBeam has been in use in Mississippi since 2006. I know this because I was at the MHP training that taught us how to teach the patrol officers how to use the new system to get away from the old paper form. I also know it is common for a reproduction price to be some ridiculously high amount because you're also replacing the rest of the taxpayers' dollars for those public employee's time in researching and complying with your records request, not just the paper and toner used to produce a copy. IMO it was also set that high to prevent the one or two records clerks in most agencies from doing nothing all day long but responding to an avalanche of FOIA requests by keyboard warriors with nothing better to do. Not hating on folks who go out and get reports to make them public for good cause; just saying I know how some folks would be if suddenly every report cost 10 cents instead of 25 bucks.

Nothing in this chapter shall be construed to exempt from public disclosure a law enforcement incident report. An incident report shall be a public record. A law enforcement agency may release information in addition to the information contained in the incident report.

Exactly 10:14. Its a part of the public service you pay your taxes for. Imagine if they started charging you for police calls to robberies, home invasions, or thefts. Its the same thing. BUT, they have found a way to charge for it.

Also, to 9:40, the clerks aren't printing a thing. They are giving you a link to print it yourself. $25 to download and print a form from your computer and printer that has to be filled out anyway if the police are called.

Most likely its because the municipalities think of insurance companies as an open checkbook like the body shops do. But that's another discussion for another day.

Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time.
