The Justice Department issued the following statement.
A Jackson man was arrested today and taken into federal custody for illegal possession of a machinegun by possessing a Glock pistol that had a machinegun conversion device (MCD) attached to it, commonly known as a “switch.”
According to court documents, on Friday, February 9, 2024, Kylin Demond Russell, 22, led Capitol Police officers on a high-speed chase, reaching speeds of up to 120 mph, after failing to yield for a traffic stop. When his vehicle ultimately came to a stop, he attempted to flee on foot, was detained, and two Glock pistols with attached MCDs were found in the vehicle. Capitol Police contacted the United States Bureau of Alcohol, Tobacco, Firearms, and Explosives. The vehicle driven by Russell appears to match the description of a vehicle seen in a video, taken by a citizen in Jackson and widely distributed on-line, showing a person firing a weapon from the vehicle.
Russell had his initial court appearance today before a United States Magistrate Judge. He was denied bond and ordered detained. If convicted, he faces up to 10 years in prison.
U.S. Attorney Todd W. Gee and Special Agent in Charge Joshua Jackson of the Bureau of Alcohol, Tobacco, Firearms and Explosives made the announcement.
The case is being investigated by the ATF and Capitol Police.
Assistant U.S. Attorney Matt Allen is prosecuting the case.
This arrest is a result of Operation Unified and Project Safe Neighborhoods (PSN), both of which are coordinated efforts between state, local, and federal law enforcement agencies. Agencies participating in Operation Unified include the Mississippi Department of Public Safety’s Bureau of Narcotics, Capitol Police and Office of Homeland Security; the Jackson Police Department; the Hinds County District Attorney and Hinds County Sheriff’s Office; the Mississippi Department of Corrections; and the FBI, DEA, and ATF, as well as the U.S. Attorney’s Office.
The PSN Program is the centerpiece of the Department of Justice’s violent crime reduction efforts. PSN is an evidence-based program proven to be effective at reducing violent crime. Through PSN, a broad spectrum of stakeholders work together to identify the most pressing violent crime problems in the community and develop comprehensive solutions to address them. As part of this strategy, PSN focuses enforcement efforts on the most violent offenders and partners with locally based prevention and reentry programs for lasting reductions in crime.

FYI, like fentanyl, these devices are mass produced by the Communist Chinese and distributed cheaply in the USA. Also like fentanyl, these devices are illegal for your average Chinese person to possess as well. Mass manufacture and distribution of these serves no purpose except to cause disruption in the USA.
Also, this isn’t the first time the Chicoms have done this. There is a reason Norinco firearms are no longer imported. The Chicoms were delivering full automatic weapons directly to street gangs in the 1980s and 1990s.
To be completely fair, the ATF was distributing weapons to gangs in Indianapolis at the same time they were running guns to Mexico.
To these thugs it's like playing a video game. Sociopaths.
Thankful the feds have this one.

Exactly as you say for Jackson punks whose existence isn't real unless on phone screens mirroring favorite gang executions and video games.
This arrest by Capitol Police and prosecution by the Feds in federal court is a direct result of the joint operation announced by the Governor yesterday - an operation that was actually started in mid-January.
The Mayor and the District Attorney were not read in on the operation that stated a month ago until 24 hours before yesterday’s press conference. In the face of incompetence, go around it, then let them get their picture taken on stage. Meanwhile, good work
Amazing it takes Capitol Police and the Feds less than a week to solve a crime that JPD and the DA were oblivious to for 5 months. It's like real time confirmation for the need for the State and Feds to take over criminal justice in Jackson.
These thugs can order a “switch” basically from Amazon, and it takes me damn near a year and a bunch of headache to posses a can to protect my hearing. Unbelievable. The alphabet boys would probably blow my door open for googling solvent trap or 5/8ths thread oil filter adapter.
I firmly believe if the Mayor of Jackson wanted less crime in his city, he'd do something about it. He has an entire city Police Department at his disposal for Pete's sake! When I worked for JPD in the old days these street criminals would be met with force, That's all a thug can understand anyway.
Where's Dad?
Where's Auntie?
Where's Grandma?
If you have a 3D printer you can make them in your bedroom.
Now how many innocent people could this act of craziness kill! To the Mayor and Police Chief of Jackson Ms you got to get a handle on these acts of violence in your city before someone really important gets killed! Then you will put the big dogs on the streets and crush these fools!
“The really important”; gets attention!
Judges could be your family next, take heed!
"Assistant US Attorney, Matt Allen, is prosecuting this case."
Go get 'em, Matt. Make Ben an even prouder Dad.
These fools thought they were going to get Hinds County Justice ( a blessing ). See you in 120 months!
These thugs can order a “switch” basically from Amazon ...
Link?
I agree, Jane. I was so glad to see US Atty listed on the press stuff yesterday. Cap Police to US ATF to US Magistrate Judge. This has worked in the past and will work again. Glad its back in place.
7:48 - Damned right. When I covering 2 Charlie 1 back in the 90's, we were putting in the work every night. I was in at least three pursuits a week and I've foot chased plenty of these knuckleheads. Broken quarter glass, punched out trunk lock was all the probable cause we needed. It was on.
9:10 google it then wait by the door
Don't see any mention of City personnel. Strange. Not.
Good job. Now lets come up with a public advertising campaign that shames these gangsta wannabes by putting their faces and sentences on billboards.
@8:00 PM "These thugs can order a “switch” basically from Amazon ..."
I raise a huge BS flag. It's a felony to possess, sell, give away, ship, install, etc.
Federal prisoners from Hinds County are typically booked into the Madison County Jail. Earlier comments that there is no room in the Hinds Co. Jail are moot.

Great job Capitol PD and others that assisted! Show these wanna he’s what the inside of a cell looks like!
I remember a post on Fondren Nextdoor from a person who's ring doorbell video showed a young guy standing on his porch with a glock, switch and extended magazine. He stood there smoking a swisher but they didn't answer and he got back in his car and left. She reported it to JPD and they refused to send someone out or even investigate. Their argument was that "they didn't do nothing".
Idiots.
11:06 there was a guy in CCJ selling them that was arrested recently. Some people get arrested, some don’t. Doesn’t mean they aren’t easily obtained.
@2:17
JJ posted that same video
We would like to take this opportunity to thank the Mississippi Department of Public Safety’s Bureau of Narcotics, Capitol Police and Office of Homeland Security; the Jackson Police Department; the Hinds County District Attorney and Hinds County Sheriff’s Office; the Mississippi Department of Corrections; and the FBI, DEA, and ATF, as well as the U.S. Attorney’s Office.
@ 6:47
You forgot the US Postal Service. Of course, if the Post Master General was invited the day of to a press conference about an operation they did not participate in and were only invited because the operation took place in a USPS parking lot they had neglected and it would be bad manners not to at least tell them THE DAY BEFORE, they probably would not have shown up to take fake credit.
But if there is a camera rolling, you can bet the mayor and DA will be there smiling
@10:59AM They’d probably be proud of how bad ass they are rather than being ashamed. Billboards along I-55 would be put to better use by displaying the faces of the Hinds County District Court judges who keep letting the thugs terrorize the City.
