NYT Drops Big One on Rankin Sheriff

 The New York Times and Jerry Mitchell dropped the bomb on the Rankin County Sheriff's Office today.  The story portrays a group of  deputies aptly named "The Goon Squad" as they allegedly terrorized people, black and white, since 2004.  Mississippi Today reported: 

For nearly two decades, a loose band of sheriff’s deputies roamed impoverished neighborhoods across a central Mississippi county, meting out their own version of justice.

Narcotics detectives and patrol officers, some who called themselves the Goon Squad, barged into homes in the middle of the night, accusing people inside of dealing drugs. Then they handcuffed or held them at gunpoint and tortured them into confessing or providing information, according to dozens of people who say they endured or witnessed the assaults.

They described violence that sometimes went on for hours and seemed intended to strike terror into the deputies’ targets.

In the pursuit of drug arrests, deputies of the Rankin County Sheriff’s Department shocked Robert Jones with a Taser in 2018 while he lay submerged in a flooded ditch, then rammed a stick down his throat until he vomited blood, he said.

During a raid the same year, deputies choked Mitchell Hobson with a lamp cord and waterboarded him to simulate drowning, he said, then beat him until the walls were spattered with his blood. That raid took place at the home of Rick Loveday, a sheriff’s deputy in a neighboring county, who said he was dragged half-naked from his bed at gunpoint, before deputies jabbed a flashlight threateningly at his buttocks and then pummeled him relentlessly.

The string of violence might have continued unchecked if not for one near-fatal raid in January....

Reporters examined hundreds of pages of court records and sheriff’s office reports and interviewed more than 50 people who say they witnessed or experienced torture at the hands of the Rankin County Sheriff’s Department. What emerged was a pattern of violence that was neither confined to a small group of deputies nor hidden from department leaders.

Many of those who said they experienced violence filed lawsuits or formal complaints, detailing their encounters with the department. A few said they had contacted Sheriff Bailey directly, only to be ignored.

The Times and Mississippi Today identified 20 deputies who were present at one or more of the incidents — many assigned to narcotics or the night-shift patrol.  Read the rest of the article.

It is a certainty the Feds are investigating these cases and more.  The only question will be when the federalis drop the hammer on the Rankin County Sheriff's Office.  Will the feds indict the Sheriff? More deputies?  Will the feds seek a consent decree? If so, what would the terms be? 

Given the Biden Administration's proclivity to coordinate with the media behind the scenes on high-profile cases, it won't be a surprise to see something come down in the next few days.

The most notable thing to me was LLoyd Jones going by Goon. The story doesn't say that he was shot in his front yard when he was Simpson County Sherriff. This certainly all sounds like some Simpson County trash.

"After several studies linking prolonged Taser exposure to severe medical problems and even death, the Police Executive Research Forum developed national guidelines advising against shocking a person for more than 15 seconds during an encounter.

The logs contain dozens of instances of Tasers being fired for at least double the recommended time limit over the course of an hour. In April 2016, a device assigned to a deputy who participated in Goon Squad raids was triggered nine times in four minutes, delivering 31 seconds of current.

Several experts in police use of force said the logs showed abnormal Taser use that was hard to explain. Seth Stoughton, from the University of South Carolina, said the frequency of the deputies’ Taser triggers suggested they were not using the weapons for their intended purpose: to quickly subdue a combative person."


On the other hand, some people probably think the excessive taser use might be all too easy to explain.

Deputies of this department are sworn to protect and serve the public and uphold all federal and state laws. We have approximately 230 men and women with this department who report to work every day and perform their duties in accordance with department standards. Based on today’s arrests, five former deputies violated all such standards, their training, and my expectations of them. The badge worn by so many has been tarnished by the criminal acts of these few individuals.

Based on the facts in their guilty pleas, all former deputies lied to me the night of the incident. We have cooperated fully with all outside investigative agencies to uncover the truth and bring justice to the victims. We have also sought assistance from outside agencies and consultants to help us with repairing the trust within our community.

I truly have tried my best to make the Rankin County Sheriff's Office one of the top departments in Mississippi. This incident and the crimes of these individuals has been devastating not only to the victims but also to the sheriff’s office and the hundreds of men and women that work here. Ultimately, I believe we all want a safe place to live and raise our family. We all also want to have faith and trust in those who wear the sheriff’s badge. You have my sincere promise that I along with every employee at the sheriff's office will work nonstop to obtain these goals.

Im glad the writer acknowledged the fact that RCSO has targeted all races in the past. Growing up as a teenager in 39047, the SOs would follow us around and try to search our vehicles. Multiple people I know personally were violated. For what? They would pressure you to let them look in the vehicle, then claim they found a cannabis seed or smell an odor. Next thing you know you are dropping your pants. Literally, detain you and order you to bend over and shine a flashlight in your butt. I hope that my kids never have to go through this. The boot lickers will rationalize things and say “they keep us safe” or “they only go after criminals”. Well if you are an 18 year old standing on the side of the highway getting stripped down because you were riding passenger in a truck that gets stopped and they claim the have some sort of suspicion, you will never forget it. This trauma affects you for a very long time. The cops that do this stuff don’t respect our constitution or their fellow citizens. It’s all about making some big bust so they can be a hero around the office. It’s about a bunch of little men, that have a thirst for power and dominance. You don’t have to violate people to be a good officer. These people are way worse then any non violent drug user that may just need some treatment. This went on for years and years, the big scandal was a matter of time.

Lloyd Jones! No surprise that he's at the root of this. Maybe the worst human being in Mississippi history. The fates went out of their way to make sure that he would be murdered by a Black jail trustee who had been ordered out to mow Jones' yard. Possibly quid pro quo for the killing of two JSU students in 1970 after some campus protests. Jones was there along with many other LEOs. Word went around afterwards that Jones was the trigger man for at least one death.

There needs to be an organized effort to recall the sheriff and move forward. There is a chance that the county may become uninsurable because of Bailey. The county has suffered long enough and the citizens shouldn’t have to pay the price. Then there is the lawsuit. The faster he is gone, the sooner we can heal. We want a safe county, but we want our citizens treated with respect.

After reading the full article, I can't say that I have much sympathy for the victims, except the guy who was shot in the mouth.

And I have no sympathy for the officers involved, who are now going to prison.

I can't help wondering, is this what's really required to keep these drug-heads from breaking into my car or house? Is it possible for the criminal justice system to just enforce the laws already on the books, without the gaping holes that come with trying to play social worker/caretaker for criminal defendants?

As to the "non violent drug user" distinction, burglarizing a place where someone lives is, by definition, a "crime of violence" under Mississippi law.

As parents, you want nothing more than to see your son or daughter succeed in life. They’re finally out on their own, and you pray they do something great. Trusting them, encouraging them and being there as a cheerleader makes all the difference in their success.
Then. They make it to their dream, their life, their fulfilling career. ONLY to see the person they believed in, the person they trusted with their career choice, turn something great into something to become not-so-proud of.
I sit here worried yet hoping that my son realizes how great he is, how much above all of this he is, how HE encourages ME every day with his mindset and positive attitude through all of this. Knowing that he made all the right choices in his career.
He is one of the few good ones left in that county to stand tall and be proud of his career choice and know that the ones who are guilty will soon face their end, their demise.
If you are in law enforcement and are one of the good ones, you know who and what I am speaking of. You know the pain, the anger, the frustration. You also know the difference between right and wrong or you would not be reading this.
Thank you to the REAL Officers at work and for being true to yourself and your uniform.

As a defense attorney I have brought dozens of allegations of abuse, planted drugs, etc etc to various ADA’s handling the cases brought by these members of the “Goon Squad”… All of my complaints fell
on deaf ears much like the complaints made to Bailey himself. I was dismissed, ignored and sometimes threatened with “no plea offer then, we can let a jury decide if they believe your client or the deputy”…. Knowing damn well a Rankin jury will
believe a “decorated” officer over a defendant 99.9999% of the time which would result in significant prison time.

So my question is: If Bailey is either incompetent or complicit because he either didn’t know what was going on or he knew and didn’t stop it what about the ADA’s? ADA Joey Mayes 100% has known of allegations yet continued to hand out some of the harshest plea offers in the state despite knowing that it was a “no win” situation for defendants whose testimony would be weighed by Rankin Jurors and sentenced by the likes of Chapman, Emfinger, Arthur, Richardson all of whom are known as extremely prosecution sided judges.

As much as Bailey needs to go, some of the remedies suggested in the comments aren't available under Mississippi law. The governor (or anyone, for that matter) cannot remove an elected sheriff, and Mississippi has no recall process. The only way -- short of resignation -- is a felony conviction.

Either way, this is about Rankin County, MS, not a SEAL team stalking Al Qaeda and Bin Laden in the caves of Tora Bora or actual men storming Utah and climbing at Omaha, and the victims of these disgraces to the uniform were fellow citizens who in at least some cases were factually innocent and in others were guilty of relatively minor non-violent mala prohibita crimes. As a long time resident of Rankin County I’m embarrassed by these events and the cover up by the Sheriff and the department. I’m also embarrassed by some of the comments that the perpetrators were “keeping our county safe”. BS I am completely supportive of any LEO doing what is necessary to protect themselves when dealing with a violent individual but their actions were reminiscent of the Nazis in WWII. The Sheriff illegally wire taping his married girl friend doesn’t exactly show leadership so his excuse that he didn’t know what was going on doesn’t hold up.

Rankin and Simpson are not the only counties that need to be investigated. Jerry Mitchell and the New York Times should look into what goes on in some of the other rural counties near Jackson such as Carroll, Montgomery, Grenada, Webster and some others. The largest strip club in the state was until recent years in Carroll County at Vaiden. Owner Blake Owens had an VIP section that took care of the wealthy and elite who came from all over the state. There are a lot of stories out there that have not been told about "law and order" in Mississippi.

Little bailey has now taken our state back to the terrible times of the late 60s and is a HUGE liability not only for the state but for the county. Yes, his days are numbered. Let’s just hope,his lack of leadership and cover ups will be rewarded by a lengthy stint in prison. Like others, have suggested, his cowardly actions suggest he will take the easiest way out… I agree.

5:45, I was an officer with 25 years experience. I spent a large part of that career in units focused on drug enforcement and gang crimes. We accomplished a great deal of results without making ourselves criminals. I am speaking of the Jackson metro area but not the Jackson you see today. The crime problem in Jackson is not due to the tactics of officers over the last 25 years. It’s because of the the elected leaders, thier policies, and the people they place in positions of power. If you believe officers have to torture and violate the rights of drug dealers or other criminals to make Rankin county safe then you are ignorant. It can be done within the limit of constitutional law, but it takes a leader who understands the constitution. It takes a leader who puts the needs of the people in Rankin county over his own selfish desires. I see these posts about men on a wall. You watch too many movies or you think to highly of yourself. Law enforcement is an extremely hard profession but the primary objective is simple. Honor your oath.

NYT & Jerry Mitchell as a Christian we see and recognize these same actions throughout all 50 states, whether reported or not. We saw it in the looting and burning od cities during BLM protest. We saw it yesterday when two officers were run over in another state and killed rendering aid to a sleeping motorist. There good and bad people in all walks of life no matter what. This is our encouragement that if you know something to say something & to pray without ceasing as God tells us. KF we thank you for. Reporting the truth as you can’t make this up but just report the facts. I encourage the NYT to report on the travesty of Allison Conaway’s death & her son as that too happens too often across our land. For those MADD members seeing a blind eye turned everyday to this crime again if you see something, say something. Saving a life is never a waste of time IMO. Never again should Ms. White be given an opportunity to get behind the wheel of a drivers seat either. There is not enough LEO’s anywhere to stop this if family members don’t step up and address this such as reporting to have license revoked.

I get that there is def some corruption and things need to change but please don’t buy into all the NYT and media BS (ie hunter Biden laptop). They don’t always tell the truth either. Several things don’t make sense of the stories. Lovelady just having his female friends and their three boyfriends over for a sleepover to watch tv??? No investigation from his sheriffs department he works at? Weird….. The old white man that has a young black man not related living with him that keeps his cake icing in a safe so guests with a sweet tooth don’t eat it….. What????? I again agree these are thug cops that crossed the line and will be punished, but they are also dealing with thug criminals that are poisoning our children and county! Just remember there’s not a lot of good innocent people fleeing Rankin County!

In 1988 Hattiesburg PD pulled me over for speeding, gave me no choice while they illegally searched my vehicle. Chief laughed me out of his office when I tried to file a complaint.
5 years ago, black female jpd cop stopped me for speeding? No, failing to yield? No. Reckless driving, that was her excuse at the time, 4 years later at trial she said it was multiple reasons, when in reality it was because I was white driving a fancy car, her admission. Case thrown out.
Bad apples everywhere.

Bryan Bailey should resign. When is Dean Scott, Pearl Police Chief, gonna be investigated ? He was with RCSO for a few years during this corruption. Does anyone ever notice he doesn't do interviews ? Jake Windham does. Oh yeah, Jerry Mitchell lives in Rankin county, or at least he did a few years ago. As a long tome Rankin county resident, I am embarrassed and disappointed at all of this. But I will say I did not vote for Bailey as I did a write in.

§ 25-5-7. Demand for removal
Universal Citation: MS Code § 25-5-7

Before the Governor shall consider the removal from a county office of any elective county officer, there shall be first filed with him a petition signed by not less than thirty percent (30%) of the qualified electors of said county demanding the removal of said officer. Such petition shall contain a general statement, in not more than two hundred (200) words, of the ground or grounds on which such removal is demanded, which statement shall be for the information of the officer involved, for the information of the council hereinafter provided, and for the information of the qualified electors of the county.

All removal petitions with reference to only supervisors, justice court judges and constables must be signed by at least fifty-one percent (51%) of the qualified electors of the beat or district from which they were originally elected.

Upon the request of any qualified elector, it shall be the duty of the county and district prosecuting attorney to advise such person as to the provisions of Sections 25-5-3 through 25-5-37 and how to comply with the same.

4:21pm hit the nail on the head. Why is no one talking about the judges and DA's/ADA's that were in position through all of this? No way they didn't know or suspect and they all turned a blind eye and let it continue. Hopefully Bailey will keep holding on until the investigation goes everywhere it needs to go.

6:14 may have it covered in those statutes @6:42. I don't have time to look it up but I know of the statute where the governor can remove the sheriff for not keeping the courthouse in an orderly fashion and keeping it clean. LOL.

Please think before writing. You have Rankin County tags and/or are known to be a member of the community. You may have stickers on your car that also "give you a hall pass".

My experience with Rankin law enforcement as a white, upper class female is to bring them evidence of my stolen cell phone location ( thanks ATT). I go to the location with the officer. The door is opened and the resident greets the officer by name. He says he doesn't have my phone. I say,_" I have proof it's inside somewhere, go look". I describe it assuming by the resident's "attire" and tats that he may have more than 1 stolen phone. The officer says, "There's nothing I can do". I say" Here's the number, let's see if we hear the distinctive ring" which I hum (it was my out of state university's fight song). That will give you "probable cause" for a search. He refuses to call. He drives me back to the station.

He tells me to "get out of his vehicle" in the parking lot ( not even near to my car).

Thankfully, ATT was great in immediately deleting the phone's access the minute I got back home. They were appalled as they had helped others with stolen phones. In short order on the internet, I easily found that the "resident" was a known pick pocket with a long criminal history.

This was several years ago.
 
The reputation of Rankin County as corruption as " the Gold Coast" lives on!

On the other hand, Jackson police have been professional when responding to car accidents and church needs and to dealing with private school teens' "parties" getting out of control. The crime y'all harp on is seldom on my side of the I-55 until you cross into Rankin. And in Rankin, I did hear gunshots while coming back from a business over there. It was at a food mart/gas station and somehow never made the news.

Mr. Rosenfield was nice enough to come here and post his email address. He was very respectful so treat him with the same respect. His comment doesn't give you an excuse to just start trashing the NYT just for the hell of it. I remember when a copy editor made the mistake of posting a comment on the JFP website and you know who started throwing at her every sin, real or imagined, the CL committed.

Sheriff Bailey recently said, let’s put this behind us. Not exact quote. I pray these 6 officers actions are never put behind us! This is as bad as the three Civil Rights workers killed in Philadelphia MS, as bad as black hangings. We as citizens of Rankin Co. are left worrying which other deputies were involved in such”missions”, which other deputies carry drugs or guns to plant on people. Every past arrest made by these deputies are now suspect. I get very anxious now when I see a Rankin County Sheriff vehicle. I really hope, for all our safety and future security, the DOJ investigates the Rankin Co. Sheriff’s Department from top to bottom, fixes this, as is their duty. You notice, most of these comments are anonymous, and for very good reason, real fear of retaliation.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox.
