The Lumumba administration issued a brand spanking new request for proposals for the collection of residential garbage in Jackson. The highlights of the RFP are:
* The RFP warns there is pending litigation involving Richard's Disposal in Hinds County Circuit Court. Thus a court or the city may allegedly cancel contract awarded under this RFP.
* Only four holidays: New Year's Day, Martin Luther King Day, Thanksgiving Day, Christmas Day
* All collection vehicles must be two years old or less when collection begins under the contract. (3.3, p. 15). The requirement probably favors Richard's Disposal.
* The contract will apparently require the Mayor's good ole 96-gallon garbage carts. 3.3.7 (p. 19) The RFP states the city will own the carts. The RFP does not provide a cartless option.
* The vendor can raise or lower prices based upon the previous 12 months of the "annual CPI for all urban consumers in the South region." The adjustment is capped at 5% annually.
* Yard waste must be collected weekly on the second collection day. 3.9.5 (p.30). Limbs must be no more than four inches wide and four feet long, stacked neatly.
* The contract term is 6 years. The city may renew the contract up to four one-year terms.
* The Lumumba administration appoints the evaluation committee. There is no blind scoring of the proposals.
* The deadline to submit proposals is in December.
* The scoring factors are:
Cost: 80%
Minority participation: 5%
Technical proposal: 15%
The scoring factors apparently do not include history of performance, quality of service, or other similar factors. 4.3.2 (p.46)

The mayor is not even trying to get re-elected. If he was, he wouldn’t insist on carts given their unpopularity in Hinds County. I wonder how he plans to wet his beak in cart sales.

96 gallon carts are stupid if average per pick-up each of two days is 22 gallons and if the monsters don't fit in garage. Many will simply leave the ugly beasts by the street, bring garbage to it.
So Lumumba will require that the proposals don't observe July 4 (or Labor Day or Memorial Day)?

I would suggest reading the garbage contracts for any city in a red state with the same population. Pick one and keep picking, cause you just won't like what you see.
Or, you could just find the contract in towns in Mississippi that have 69 gallon trash containers. Go to them on their garbage days.
Or, you could actually find a 69 gallon trash container and see how light weight and easy to roll they are.
And, for some reason, some of you simply cannot understand that one garbage can is more efficient and cheaper. That it isn't as easy for critters to breach or drunk neighbors to run over and kids to knock over.

Will people be able to park on the street on trash days if we have 96 gallon containers? I’m assuming the point is to have robotic arm to pick up the trash cans, or is the 96 gallon container just going to be about the Mayor or a buddy of his to get to make money somehow? If I were a garbage man I rather move 2 or 3 lightweight containers than one big, heavy one.
Can MDEQ go after the Mayor personally for when we didn’t have trash pickup for about 3 weeks, or can they only fine the city?

Many people will leave them at the curb and bring trash bags to the cart, making for a messy neighborhood.
In other words, he fixed the RFP at terms that only Richards would fulfill. If in any snowball chance in hell there’s another company that legally beats them, they are gonna see to it that the contract is destroyed because of “pending litigation” and basically give it back to Richards anyway. This is clearly intended to result in proposals that are expensive as possible while at the same time ensuring that no one can underbid Richard's. Richard's will win (by design), the cost will be orders of magnitude higher than last time, the Council will be bullied into approving the contract because it came out of the new RFP they insisted on, Richard's will drop its suit against the City, and Lumumba's smarmy face will be saying "I told you so" to every camera he sees.
I don't know much about municipal procurement statutes, but the Council needs to find a way to object to this RFP before the process plays out.
City Council wanted an RFP issued, well here it is! Enjoy the 96 gal carts and you better not lose it!
The Council can reject the proposals after the City receives them, but better if Council says no now to owning carts and asks potential responders by separate letter to offer a service with two pick-ups per week and no cart.

So once the city council rejects Richards again, the mayor will approve the contract and we are back to square one with more litigation? The mayor will use this language to say he now has the authority to approve the contract without the city council’s authorization. He will lose again in court, but Richards gets another emergency contract!

Of course, in Madison, everybody supplies their own garbage cans, carts and we place some things in bags laid street-side and it has worked perfectly for years. But, Madison is not Jackson.

The only pickup method of dumping a 96 gallon, rolling garbage can, even half full, is by motorized arm that extends from the truck. Anybody who tries to lift and dump those cans will either blow out a hemorrhoid or a lumbar disc.
Once six of those trucks are in the shop, the cans sit streetside for weeks at a time.
