Jackson Mayor Chokwe Antar Lumumba is holding a press conference right now on the garbage contract. The press is live-streamed below.
* Mayor Lumumba said he tried to reach a compromise with the City Council on the garbage contract.
* The Mayor said the city is in litigation with Richard's Disposal. He said if the city lost after awarding a new contract, a judge could order the city to pay the cost of the contract to the new vendor, thus doubling the cost of the contract.
* Hizzoner said his whole concern is price. He raised the spectre of higher water prices means he must try to keep the price of garbage collection as low as possible.
* The cost of a new contract will be higher than the Richard's Disposal contract.
* He offered to allow Richard's Disposal to have a contract for two years before issuing another RFP. A third party would grade the new RFP. He said a majority of the Council agreed with his offer. He said "a slim minority" was able to convince a majority of the Council to reject the offer.
* He said the City Council issued a demand with a deadline, knowing he would be in China and could not respond.
* Mayor Lumumba said he is going to issue an RFP. He said it would be "incredibly unfair to this administration" for anyone to blame it for the price being higher. He said the cost will be the "most significant factor" in the RFP.
* WLBT's Anthony Warren asked how many options will be available as the previous one had four in terms of garbage carts and the number of collections per week.
* Mayor Lumumba said he will issue the RFP by November 21.

The mayor could get a Chinese contractor to replace the entire city water and sewer system for a fraction of the cost if he used an American firm.
He could also get the Chinese to construct several new skyscrapers downtown for cheap.

We hung in there for a long time. We thought that there was no way that a juvenile incompetent mayor would chase us out of Jackson.

Finally, after the water, sewer, street, crime disasters and lack of police, we got out.
Really, we left because of the mayor, whose leadership has been incompetent. It is sad.

According to the mayor, he had negotiated with Richard’s a two year extension of the current contract at the current cost. So if Richard’s responds to the RFP at their current contract with the city, then Richard’s would be awarded the contract at no additional cost to tax payers or if another company underbid Richard’s the taxpayers would benefit with lower garbage rate. Am I missing something here?

Sadly, with Jackson's reputation for not paying its contractors in a timely manner, I'd be surprised if many, or any, other than Richards submits a bid.

@3:11 Yes, according to the mayor, Richards would not raise rates. However, I recall reading a caveat in RD's prior contract (temporary one?) That they (RD) reserved the right to increase rates. And though they may agree to keeping rates at the same level to insure they get the contract (the mayor has stated cost will be the primary consideration), given the reality that everything is going up, they will not be able to perform their duties adequately, maintain staffing, etc. Another bamboozle and gas lighting effort by the mayor. A shame, but typical.

At 1:56, I concur. We lived in Jackson over 50 years and never intended to leave. After the chaos that the mayor has created and cultivated, we knew we had to save ourselves. I hated to leave my hometown, but I could no longer trust that there was any hope of a revival or lessening of the constantly increases taxes, utilities, and fees.
