Deputy Charged with DUI

The hits keep coming for the Rankin County Sheriff's Department. Brandon police arrested Rankin County Deputy Joe Quinn for a first-offense DUI last Friday night.

JJ obtained a copy of the police report through a public records request.  The report states:

The Rankin County Sheriff Department is investigating the incident as well and placed the Mighty Joe Quinn on paid administrative leave.

The arrest is not Quinn's first brush with the law.  The Pearl Police Department arrested him for domestic assault on June 13, 2021.  However, the case was dismissed in November 2022.

I believe they forgot to add the child endangerment charge.

Anonymous said...

A couple of observations.

1. His pupils were dilated because it was nighttime.
2. License plate/date redacted in report, but...
3. Home address is clearly visible.
4. No professional courtesy

Anonymous said...

Rules for thee but not for me.

Anonymous said...

It seems the good Sheriff has more clowns on the force that need to be gone. The sheriff needs to go ahead and resign. @126 what is this about professional courtesy. He almost killed someone before the Brandon PD stopped him.

I hate that for Quinn. I don’t know him well but has always been super friendly and seems to be just a nice guy. He’s been an LEO for 25 years. I’m sure he’s just ground down. Quinn, we are all doing the best we can. Take your licks, pay the fine, take your pension put it in the past. One screw up doesn’t define you or your career. Brandon PD is a joke any way.

Anonymous said...

Is it too much to ask for the sheriffs department to not be a bunch of damn degenerates?

Anonymous said...

This is the same deputy who had his Glock stolen from his unlocked county SUV parked in his drive. Fortunately they didn’t get the AR also left unsecured in his vehicle. These 3 incidents are not a good pattern for a LEO.

Anonymous said...

Par for the course. I wonder how many times he’s been let off with a warning for his previous crimes? What loser drunk drives their daughter around town? Feel sorry for that kid.

Anonymous said...

Looks like his gang tattoo is showing through his v neck. I wonder what elite task force he serves? Sheriff, you are a laughing stock. Your officers are so embarrassed by their department, they are drinking themselves to death and are willing to take their own kids with them. Resign and let a qualified and decent person take a turn at cleaning up your shit department. You’ve done enough damage to policing and you’re only going to make it worse.

Anonymous said...

No one who knows Joe will accuse him of being a super bright guy, but he's always been a nice guy when I've been around him.

He definitely made a bad decision that I've made many times in my past and was fortunate not to get caught for. The timing is awful. Brandon PD did its job. Unfortunately, Joe will probably pay the consequences more than most would given his role at RCSO and the timing.

Power to the people! BLM! Defund the police! Off with his head! Blah, blah, blah....

Anonymous said...

Looks like Joe got weighed on the Trump booking scales.

Anonymous said...

how many F#%k ups can one department have?????????????

Anonymous said...

Why would the Sheriff need to resign? If you go out on a weekend drinking and get a DUI, should your supervisor resign? What a Dumbass!

Anonymous said...

Joe is a super nice guy. Always making folks laugh. Everyone has a past or skeletons in their closet, some however get revealed before others.

bpd didn't say in his report he did any kind of field sobriety test. He arrested him for dui for the smell of alcohol and dilated pupils and "swerving" I bet this one gets thrown out quickly. Ive rode with WAAAAAYYYYY to many officers who use a little swerve of the car to stop them for pc.

That department was a place that people were proud of and wanted to finish their careers at, but the Bailey regime ruined that after his first term. Folks I know him and he isn’t going to retire not for a damn minute! He has had four undersheriffs that I know of and they have all been promised a run at the job but he ll never give it up, scared his phone won’t ring anymore.

There seems to be a theme with the RCSD. They stick up for each other no matter how crooked and stupid they are. I mean Brandon PD is a joke. Are they a joke because they have to arrest a drunk deputy who almost killed someone. I beleive if the FBI took a closer look the whole dept is corrupt. We know who the Bailey sympathizers are for sure.

Anonymous said...

We call these goons “Bailey’s Best” which is another reason Bryan Bailey should resign. Remember these when he gives CYA platitudes about how a few bad apples destroyed his reputation!

Anonymous said...

Two observations:

1) That's a hard 48 years look...
2) Is that some kind of kinky tattoo on his chest?

Anonymous said...

He is obviously not a member of the Goon Squad, hence no professional courtesy (wink, wink, nudge, nudge).

Anonymous said...

No field sobriety test or discussion of same in presence of his child = 'professional courtesy'?

No field sobreity test = 'professional courtesy'?

No BAC = Accused covered his bases!

Soon to be pled down to a defective tail light fixit ticket!

PROFESSIONAL COURTESY!

“The arrest is not Quinn's first brush with the law. The Pearl Police Department arrested him for domestic assault on June 13, 2021. However, the case was dismissed in November 2022.”

Ole Quinn doesn’t have a wife to beat anymore so he opts to endanger his child.. Old habits die hard.
I wonder how fast he’ll bully his way out of this one.

There is no law stating a FST must be performed, just suggested. He did admit to drinking and his driving and ambulation alone may have been enough for the arresting Officer. You know, watching Cop shows/Movies is not the same as attending the Academy.

Anonymous said...

I have noticed in the past a lot of LEO and government big-wig-types all refusing the Breathylizer testing. Is there something these types know that I and the rest of us don’t?

Just Say No Thanks said...

@4:18 PM - Field Sobriety Tests (FST where you walk a line, touch your nose, etc.) are not required in MS, nor is the roadside breathalyzer test.

I think it is only seven states that require these.

I don't drink and couldn't pass a FST due to arthritis.

The FST test is designed for failure, and the officer's conclusions are subjective and full of confirmation bias.

Anonymous said...

Fat, drunk and stupid is no way to go through life, Joe.

Anonymous said...

3:07: Everyone is laughing at Ole Joe now!

What a fat clown.

Anonymous said...

The patrolman 'started the breathalyzer test and asked if he wanted to take it'? Typically, a patrolman is not trained to run or interpret the machine. This junior Columbo better hope he's been trained and certified. Otherwise, the guy walks.

Anonymous said...

“No one who knows Joe will accuse him of being a super bright guy”
No wonder our LEO forces are so fucked up.

Anonymous said...

This is getting beyond ridiculous. It’s time for a full scope employee review at RCSO. Is it that hard to get rid of the bad ones BEFORE they get in trouble with…..the law?

Anonymous said...

Is it safe to assume the challenge coins have no value at this point?

Anonymous said...

Had he been a coin carrying member of the Goon Squad this case would have never been filed, right Bailey?

Oh Bailey, the next time that the Feebs come to your office it's not to discuss organized crime, but rather to put the bracelets on you.

So who are you going to rat on?

Anonymous said...

5:45

The Intoxilyzer must go through a power on self test (POST) then it has to get a clear air sample so, you generally start it as soon as you have your test subject near it. Even if they have already advised you they will not provide a breath sample you still need to run their information through the machine for documentation. It has been a couple of decades since I went to the academy but everyone got certified on the intoxyler. Your certification must be regularly updated as well. So to say “a patrolman is not trained to run or interpret the machine”, is just plain dumb! So, whatever your chosen profession is, please stick with it because it’s obviously not criminal law.

Anonymous said...

Wow. For this person from Rankin County, it is time for Bailey to step down. This department needs a new direction.

Anonymous said...

Never take any test offered. They get you on implied consent on the machine test though. But a good DUI cop will find other ways to testify against you if you refuse to take any field test. I would always talk to the person I arrested the day of court and shake their hand and wish them good luck and carry on a conversation. Then I could testify the way they were when I arrested them and the way they were on the day of court. Except sometimes the person was just as drunk at court as they were when I arrested them.

Anonymous said...

I predict Bailey will soon be standing in front of WLBT / WAPT cameras with a fake tear running down his cheek,
saying "Ole Joe told me he never drank".

" I was lied to again" !

(said Bailey) .

Anonymous said...

All of you sitting on your thrones of judgment: where does your empathy lie? A personal mistake such as this one, although bearing potential harm to others, his child, or himself, is not a reflection of a man’s heart or intention. He made a mistake and will suffer consequences. I bet y’all are the types that judge others’ clothing while you sit on your pew in church instead of closing your eyes and praying for your own forgiveness.

Anonymous said...

Just imagine if this fat drunk sack of shit killed your family out in the county and Bryan Bailey had been covering it up. Thank god he got caught in the city and the RCSO are under the magnifying glass right now.

Anonymous said...

@6:54 AM
I have never and will never get behind the wheel of my car while under the influence. It is very much a reflection on the individual. It doesn’t matter how many of you admit you’ve driven drunk many times before. You are literal human trash if you drive drunk.

Anonymous said...

A deputy sheriff is like any other human - he or she WILL make mistakes in their lives. But a deputy sheriff driving drunk enough to weave enough to attract the attention of law enforcement AND doing it with his juvenile daughter in the vehicle is not a "mistake" that anyone currently competent to be a local cop with a badge, gun, and powers of arrest would make. If he knew he had enough to drink that the breathalyzer MIGHT prove DUI, he knew he was well past the limit for getting behind the wheel. This wasn't some 21-year-old kid somewhere along the spectrum from rich and handsome, ten feet tall and bulletproof, to invisible, or a cop who was seen drinking a single bottle of beer with a big plate of fried fish and fixings a couple of hours before heading home, this was a 48-year-old deputy sheriff who knew blowing would be a problem for him.

There are certain things in every profession that those competent in that profession simply will not do because of their professional experience. As that is relevant here, competent professionals in state and local law enforcement, ER personnel, surgical specialists called in for emergencies, and others that have repeatedly seen the after-effects of drunk driving "up close and personal" simply will not do it as long as they remain competent. A cop getting drunk may have been "a mistake" and subject to reasonable debate but his getting behind the wheel, and with his kid in the car, absolutely is not.

Anonymous said...

So...does this mean Rankin County folks will be less quick to judge Hinds County?
I mean, geez, we don't seem to have a large number of arrests of law enforcement, but a lot by law enforcement ...especially given how small their numbers are.
I guess they are too busy catching criminals to be one.
The good people of Rankin deserve better...which is what all of those commenting on this site should have being saying about Hinds. Instead, most of you like to hurl insults.
Looks like you should have been tending to your own dirty laundry. I guess bright white blinds you!

Anonymous said...

Was he heading to or from the secret Good Squad clubhouse?

Anonymous said...

at 6:54 AM - Forgiveness does not excuse the bad deed. He is a LEO that put others in harms way by his own selfish, dangerous, and illegal act. He has earned the right to be judged by others.

Anonymous said...

"So...does this mean Rankin County folks will be less quick to judge Hinds County?"

Nope - we call out incompetence and failure wherever and whenever we see it. However, you appear to still be caught-up in some kind of racial divide with your "bright white blinds you". Maybe you should get help so you can move past that. It's affecting your ability to see things clearly.

Anonymous said...

Quinn has always been a drunk!! He will never change. Let’s drive around drunk and. It only endanger the public, but your own kid. How pathetic of an individual!!

Anonymous said...

The last time I had to call the sheriff's office the deputy that showed up was drunk. After telling him several times there was a couple of thieves who had broken into my neighbor's home I finally told him to go sober up and called the sheriff's office and asked for a sober deputy. They sent the same drunk one back but did have a sober one come with him.

Anonymous said...

Brandon PD is led by liars and assholes anyway, it filters down to the officers. That whole department has become a laughing stock. Can’t manage even the simplest of investigations. The patrolman have no experience and adopt attitudes from shitty leaders. They hold themselves to no standard of serving and protecting. They think they are living in Fort Apache, the Bronx. It’s just Brandon Ms, dumbasses. Ask any cop or deputy about BPD.. The idiot Mayor hired retired moron troopers to do municipal policing. My dead grandmother knew more about city policing than those two clowns do. City cops in campaign hats. What a joke. IYKYK

Honestly, I’d Quinn the benefit of the doubt on this one.

Anonymous said...

I’m honestly surprised it took this long.

Anonymous said...

The quality of the Brandon police don't figure into Quinn's guilt or innocent. Regardless of the status of that department or its officers, it is far-fetched in the extreme to suggest that Quinn knew he was stone cold sober (the report states he admitted drinking) and knew that he would, or at least should, blow 0.0 on a properly-operating analyzer, but called someone to come get his daughter (an interesting bit of information by itself), and then, didn't claim complete innocence to that person and ask them to make a call, make or attempt to make an official call to RCSC, or even raise the issue with arresting BPD detective or at the BPD or Rankin County Jail, about being factually innocent and falsely accused of DUI.

Yes, it is true that defense attorneys (and even LEOs not involved) advise never to blow if you have any alcohol at all in your system, but few competent ones would give that same advice to a non-drinker or someone who hasn't touched a drop in the last 24-48 hours. The same is true of any other questioning by law enforcement. Even if you are innocent but don't have an ironclad alibi, don't speak without an attorney at your side. But if you were on the dais of a large event in front of 100s of witnesses, all on video, during the entire time whatever being investigated took place, providing a guest list and videos without bringing in counsel is safe enough. Of course, it would be unusual to say the least that a truly sober/innocent deputy sheriff or other law enforcement officer would find themselves in the position of being under official/reported suspicion of DUI and asked to blow by another police officer, and especially one from a city in the same county or region.

Don Drane said...

7:07 - I'm not understanding the relevance of your post. You've only posted well- known protocol.

3:55 - BAC is never required/mandated absent a fatality. BAC is an 'invasive medical procedure' and requires a court order or observance of the state law regarding fatality.

Prove me wrong.

I’m not crazy about driving at night, but I don’t start slurring my speech when it gets dark out. The DV arrest is bad enough but the child in the car is next level fucked up. He got some professional courtesy all right because BPD could’ve easily called DHS.

On a scale of 1-10, wonder where Sheriff Bailey’s state of shock and disbelief is? I mean, he does keep tabs on his rank and file, right?

As I sit and read all of these wonderful posts, I will not make excuses for anyone as we have a right to voice our opinions. However, as a parent of a few little tots that are protected by this man now and in the past I must say the RCSD will be hard pressed to replace him as a protector of the school. This man has asked for the position to protect Stone Bridge School as he was tired of the school shootings that was harming the kids throughout this country. The man has a selfless demeanor at the school and takes care of the kids he protects each and every day. That’s why I’m finding it very hard to believe he was drunk enough to use his car to hold himself up and drive his kid home. He has worked patrol and even been an investigator so he knows what to say and what to do but told the BPD officer he had a couple. I’m not saying what he did was right especially if he was truly drunk. However the arresting officer was not qualified to give any roadside tests but didn’t call anybody else to come and give the tests. He had time to call the Sheriff’s Department? Whatever, that doesn’t sound right! Here nor there people asking for officer courtesy…… how many of you have gotten pulled over and gotten a ticket and called someone to try and help you out? Breaking the law is breaking the law. So before you pass judgment don’t live in a glass house! I hope this man keeps his job as I would not want anyone else protecting my kids at that school. Can’t wait until I see him at the school again! B

A Parent!

The RCSO have been abusing rights and terrorizing the “non-elite” of Rankin County while covering up for the rich and covering up for themselves. It’s satisfying to finally see Bryan Bailey’s chickens coming home to roost.

Bailey could’ve done the hard work of serving and protecting them with the best and most ethical deputies. Instead he chose nepotism and good ol boy bullshit and the it’s starting to top the dam.

It’s going to break soon. The Feds have all of their parallel investigations. The MSGOP can’t protect them from the Feds. The DOJ is Democratic.

Anonymous said...

9:02- “If he was truly drunk”. OK, you have lost all credibility

Don’t come crying when you little angels get run over by a drunk driver.

Anonymous said...

All of you talking about his mistake obviously have never made one! We are not supposed to be the judge so leave the judging to Jesus and stop all the smart ass comments! If you have never made a mistake then you have the right, but I seriously doubt anyone on here has never made one.
Sheriff Bailey has done a lot for Rankin county including taking over the SRO’s to cover and take care of our RCSD when the BPD didn’t want some of the schools.
You can’t let the actions of 5 aka The Goon Squad take down the whole Sheriff’s Dept. There are far more good deputies than there are bad!! I know because I come from some of
The BEST! So if you don’t like Rankin County move to another county!

Anonymous said...

4:52- Actually, we need to judge MORE.

RCSO is a laughing stock. From the Goon Squad, to The KO Deputy on Flag Island, to this latest DUI, it’s all so embarrassing for the citizens of Rankin County.

Instead of leaving, how about we demand a change.

@4:52 PM
I would like to see how far I will get telling a Rankin County Sheriff’s Deputy to not judge my mistake. What a load of manure!
I’ve made mistakes but never getting behind the wheel of a car while intoxicated.

And as for loving Rankin County? I can do that just fine without being a bootlicker TYVM!

The RCSO has become a metastasized appendage and Bryan Bailey can’t be separated from it.
They have to be removed together!

Anonymous said...

"So if you don’t like Rankin County move to another county!"

That's the attitude! Even though as taxpayers you are paying for these services, don't question them, criticize them, or voice any opinion about their suspicious (and sometimes well documented) activities.

Pay no attention to the man behind the curtain!

Anonymous said...

4:52 The Goon Squad has damaged that sheriff's office to the point where the sheriff will need to step down to get that office back on track in the eyes of the public. An SRO being charged with a DUI doesn't mean there is a systemic problem in the sheriffs office. What the Goons did shows an underlying issue that won't and possibly can't be corrected with only court action. If Bailey has his time in there is no reason for him not to do the right thing and retire.

Anonymous said...

10:03 is obviously unaware of the number of black, Jackson cops who have been arrested and/or tried and convicted in the past four years, including the ones who traveled over to (GASP) Rankin to smoke their weed in a public park.

Oh, and at least one candidate for the County Sheriff's office who is under federal indictment. It's not 'bright white' that blinds me...it's ignorance on display.

Anonymous said...

Bailey isn’t leaving until he is removed from office , he is scared his phone won’t ring anymore!

Anonymous said...

All law enforcement in this county needs to be investigated. Can they not get anything right?

Anonymous said...

I’m sure the Chief and Asst. chief at Brandon PD regretted promoting someone whom was a fire fighter THEN became an officer to and an investigator…all within the last 18 months. Y’all say what you want the blue line looks out for the blue line…otherwise when you pull anything of this statue and arrest someone vs simply writing him the dui citation and doing a field release….had a trooper stopped any other officers they would call their spouse rather than all this. Everyone warned them about Myers…yet now he’s one of them!

Anonymous said...

@9:02 - I can assure you that this man has a huge drinking problem and has been the exact way you described for his entire life. He has a huge ego that thinks he is above the law. But leave it up to RCSO for getting him off this and he is still wearing uniform and driving a county vehicle. Way to fail Bailey

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.

In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. Just bring the hate. Bring the family, Trollfest '09 is for EVERYONE!!!

This is definitely a Beaver production.
