The hits keep coming for the Rankin County Sheriff's Department. Brandon police arrested Rankin County Deputy Joe Quinn for a first-offense DUI last Friday night.
JJ obtained a copy of the police report through a public records request. The report states:
The Rankin County Sheriff Department is investigating the incident as well and placed the Mighty Joe Quinn on paid administrative leave.
The arrest is not Quinn's first brush with the law. The Pearl Police Department arrested him for domestic assault on June 13, 2021. However, the case was dismissed in November 2022.

1. His pupils were dilated because it was nighttime.

It seems the good Sheriff has more clowns on the force that need to be gone. The sheriff needs to go ahead and resign. @126 what is this about professional courtesy. He almost killed someone before the Brandon PD stopped him.
I hate that for Quinn. I don’t know him well but has always been super friendly and seems to be just a nice guy. He’s been an LEO for 25 years. I’m sure he’s just ground down. Quinn, we are all doing the best we can. Take your licks, pay the fine, take your pension put it in the past. One screw up doesn’t define you or your career. Brandon PD is a joke any way.

This is the same deputy who had his Glock stolen from his unlocked county SUV parked in his drive. Fortunately they didn’t get the AR also left unsecured in his vehicle. These 3 incidents are not a good pattern for a LEO.

No one who knows Joe will accuse him of being a super bright guy, but he's always been a nice guy when I've been around him.
He definitely made a bad decision that I've made many times in my past and was fortunate not to get caught for. The timing is awful. Brandon PD did its job. Unfortunately, Joe will probably pay the consequences more than most would given his role at RCSO and the timing.

bpd didn't say in his report he did any kind of field sobriety test. He arrested him for dui for the smell of alcohol and dilated pupils and "swerving" I bet this one gets thrown out quickly. Ive rode with WAAAAAYYYYY to many officers who use a little swerve of the car to stop them for pc.

That department was a place that people were proud of and wanted to finish their careers at, but the Bailey regime ruined that after his first term. Folks I know him and he isn’t going to retire not for a damn minute! He has had four undersheriffs that I know of and they have all been promised a run at the job but he ll never give it up, scared his phone won’t ring anymore.
There seems to be a theme with the RCSD. They stick up for each other no matter how crooked and stupid they are. I mean Brandon PD is a joke. There is no law stating a FST must be performed, just suggested. He did admit to drinking and his driving and ambulation alone may have been enough for the arresting Officer. You know,watching Cop shows/Movies is not the same as attending the Academy.
I have noticed in the past a lot of LEO and government big-wig-types all refusing the Breathylizer testing. Is there something these types know that I and the rest of us don’t?
@4:18 PM - Field Sobriety Tests (FST where you walk a line, touch your nose, etc.) are not required in MS, nor is the roadside breathalyzer test.
I think it is only seven states that require these.
I don't drink and couldn't pass a FST due to arthritis.
The FST test is designed for failure, and the officer's conclusions are subjective and full of confirmation bias.

The patrolman 'started the breathalyzer test and asked if he wanted to take it'? Typically, a patrolman is not trained to run or interpret the machine. This junior Columbo better hope he's been trained and certified. Otherwise, the guy walks.

The Intoxilyzer must go through a power on self test (POST) then it has to get a clear air sample so, you generally start it as soon as you have your test subject near it. Even if they have already advised you they will not provide a breath sample you still need to run their information through the machine for documentation. It has been a couple of decades since I went to the academy but everyone got certified on the intoxyler. Your certification must be regularly updated as well. So to say “a patrolman is not trained to run or interpret the machine”, is just plain dumb! So, whatever your chosen profession is, please stick with it because it’s obviously not criminal law.
Wow. For this person from Rankin County, it is time for Bailey to step down. This department needs a new direction.
Never take any test offered. They get you on implied consent on the machine test though. But a good DUI cop will find other ways to testify against you if you refuse to take any field test. I would always talk to the person I arrested the day of court and shake their hand and wish them good luck and carry on a conversation. Then I could testify the way they were when I arrested them and the way they were on the day of court. Except sometimes the person was just as drunk at court as they were when I arrested them.

A personal mistake such as this one, although bearing potential harm to others, his child, or himself, is not a reflection of a man’s heart or intention. I have never and will never get behind the wheel of my car while under the influence. It is very much a reflection on the individual. It doesn’t matter how many of you admit you’ve driven drunk many times before. You are literal human trash if you drive drunk.
A deputy sheriff is like any other human - he or she WILL make mistakes in their lives. But a deputy sheriff driving drunk enough to weave enough to attract the attention of law enforcement AND doing it with his juvenile daughter in the vehicle is not a "mistake" that anyone currently competent to be a local cop with a badge, gun, and powers of arrest would make. If he knew he had enough to drink that the breathalyzer MIGHT prove DUI, he knew he was well past the limit for getting behind the wheel. This wasn't some 21-year-old kid somewhere along the spectrum from rich and handsome, ten feet tall and bulletproof, to invisible, or a cop who was seen drinking a single bottle of beer with a big plate of fried fish and fixings a couple of hours before heading home, this was a 48-year-old deputy sheriff who knew blowing would be a problem for him.
There are certain things in every profession that those competent in that profession simply will not do because of their professional experience. As that is relevant here, competent professionals in state and local law enforcement, ER personnel, surgical specialists called in for emergencies, and others that have repeatedly seen the after-effects of drunk driving "up close and personal" simply will not do it as long as they remain competent. A cop getting drunk may have been "a mistake" and subject to reasonable debate but his getting behind the wheel, and with his kid in the car, absolutely is not.
So...does this mean Rankin County folks will be less quick to judge Hinds County?
I mean, geez, we don't seem to have a large number of arrests of law enforcement, but a lot by law enforcement ...especially given how small their numbers are.
I guess they are too busy catching criminals to be one.

The last time I had to call the sheriff's office the deputy that showed up was drunk. After telling him several times there was a couple of thieves who had broken into my neighbor's home I finally told him to go sober up and called the sheriff's office and asked for a sober deputy. They sent the same drunk one back but did have a sober one come with him.

The quality of the Brandon police don't figure into Quinn's guilt or innocent. Regardless of the status of that department or its officers, it is far-fetched in the extreme to suggest that Quinn knew he was stone cold sober (the report states he admitted drinking) and knew that he would, or at least should, blow 0.0 on a properly-operating analyzer, but called someone to come get his daughter (an interesting bit of information by itself), and then, didn't claim complete innocence to that person and ask them to make a call, make or attempt to make an official call to RCSC, or even raise the issue with arresting BPD detective or at the BPD or Rankin County Jail, about being factually innocent and falsely accused of DUI.
Yes, it is true that defense attorneys (and even LEOs not involved) advise never to blow if you have any alcohol at all in your system, but few competent ones would give that same advice to a non-drinker or someone who hasn't touched a drop in the last 24-48 hours. The same is true of any other questioning by law enforcement. Even if you are innocent but don't have an ironclad alibi, don't speak without an attorney at your side. But if you were on the dais of a large event in front of 100s of witnesses, all on video, during the entire time whatever being investigated took place, providing a guest list and videos without bringing in counsel is safe enough. Of course, it would be unusual to say the least that a truly sober/innocent deputy sheriff or other law enforcement officer would find themselves in the position of being under official/reported suspicion of DUI and asked to blow by another police officer, and especially one from a city in the same county or region.

As I sit and read all of these wonderful posts, I will not make excuses for anyone as we have a right to voice our opinions. However, as a parent of a few little tots that are protected by this man now and in the past I must say the RCSD will be hard pressed to replace him as a protector of the school. This man has asked for the position to protect Stone Bridge School as he was tired of the school shootings that was harming the kids throughout this country. The man has a selfless demeanor at the school and takes care of the kids he protects each and every day. That’s why I’m finding it very hard to believe he was drunk enough to use his car to hold himself up and drive his kid home. He has worked patrol and even been an investigator so he knows what to say and what to do but told the BPD officer he had a couple. I’m not saying what he did was right especially if he was truly drunk. However the arresting officer was not qualified to give any roadside tests but didn’t call anybody else to come and give the tests. He had time to call the Sheriff’s Department? Whatever, that doesn’t sound right! Here nor there people asking for officer courtesy…… how many of you have gotten pulled over and gotten a ticket and called someone to try and help you out? Breaking the law is breaking the law. So before you pass judgment don’t live in a glass house! I hope this man keeps his job as I would not want anyone else protecting my kids at that school. 4:52 The Goon Squad has damaged that sheriff's office to the point where the sheriff will need to step down to get that office back on track in the eyes of the public. An SRO being charged with a DUI doesn't mean there is a systemic problem in the sheriffs office. What the Goons did shows an underlying issue that won't and possibly can't be corrected with only court action. If Bailey has his time in there is no reason for him not to do the right thing and retire.

Everyone warned them about Myers…yet now he’s one of them!
