On July 26, 2023, the Department of Justice lodged a proposed Stipulated Order on Sewer System with the United States District Court for the Southern District of Mississippi in the lawsuit entitled United States and State of Mississippi v. City of Jackson, Mississippi, Civil Action No. 3:12–cv– 790–HTW–LGI (S.D. Miss.) [Docket No. 36].
The proposed Stipulated Order places the operation of the sewer system of the City of Jackson, Mississippi (‘‘City’’) under the control of an Interim Third- Party Manager. The proposed Stipulated Order requires the Interim Third-Party Manager to perform substantial work to address problems plaguing the City’s sewer system. The work required includes addressing more than 200 emergency sewer failure locations (many resulting in sanitary sewer overflows), addressing prohibited bypasses of treatment prior to discharging wastewater into the Pearl River, and implementing Management, Operations, and Maintenance Programs. The proposed Stipulated Order does not resolve any claims against the City or any non-compliance with the 2013 consent decree in this case.
The publication of this notice opens a period for public comment on the Stipulated Order. Comments should be addressed to the Assistant Attorney General, Environment and Natural Resources Division, and should refer to entitled United States and State of Mississippi v. City of Jackson, Mississippi, Civil Action No. 3:12–cv– 790–HTW–LGI (S.D. Miss.), D.J. Ref. No. 90–5–1–1–09841. All comments must be submitted or postmarked by August 31, 2023. The first public comment notice I saw a few weeks ago indicated that the comments would be published to the City of Jackson. I am going to comment regardless, but still it is is problematic because I have no doubt that Lumumba will retaliate by any means available even if someone is a complete stranger to him.
Every thinking person reading this has enough of a stake in the future of Jackson to submit a simple comment in support of the stipulated order as written, the JXN Water takeover of the sewer system. The future of the city, and therefore the future of the metro and the state, hinges on this one thing. Please do it.

My suggestion - Could someone provide us with suggested comments to submit? We can always customize them to our specific thoughts or ideas. The important thing is to help people get started. If we have to start from scratch, it'll take longer & be harder than it has to be. If you want someone to help, make it as easy as possible for them.

Remember you have to be specific about the email address, the individual to whom you address your comment, the specific federal identification you are responding to and the "the specific "proposed stipulated order".

Jackson's sewer issues affect thousands, if not hundreds of thousands, of folks who are not residents of the Bold New City. Besides the money that is going into he system, the shit that is currently being pumped out of it - both on the streets from the sanitary sewer overflows as well as the billions of untreated (albeit dialuted by rainwater) sewage into the Pearl and evenually making it to he Gulf Coast.
Antwar has mismanaged this system for his entire term of office, but now he, operating thru his sister as head of the kush and her minions are trying to keep those dollars flowing through his hands with pieces going to fund the kush operations - and it can't be done with Henifin operaing the sysem and awarding the contracts.
Thankfully, Judge Wingae has seen through this scam and has effectively put an end to this scam; a scam that not only profited Lumumba's clan but also caused permanent damage to the environment.

It crossed my mind also that this is a required formality for which the EPA is merely checking a box. Nary a word could be read. Still, it’s high frigging time we get off our complacent butts and start making noise about the scoundrel mayor. If we don’t make our voices heard and don’t show up at the ballot box come next mayoral election, then all the people who say “we must love our third world conditions because we voted for it,” or didn’t vote at all, will have been right.
5:20, I would love to know and many others would also as to why the mayor has not been arrested or held personally responsible for the 952 + million gallons of raw sewage that we know of that has been dumped into the Pearl and into our Gulf of Mexico? If I remember correctly there have been around 3 businesses that have been fined and I know that one has served time for EPA offenses. The one that served time only dumped 55 gallons of cleaning fluid into a slough. That’s a far cry from what the mayor who has numerous body guards has done.

I consider myself "a thinking person" and most who know me would tell you I'm a particularly intelligent and well-informed person, but no, I do not have or want a stake in the future of Jackson beyond mere hopes and nostalgia. In fact, given the trajectory of Mississippi in general, I'm truly sad to say while I truly hope for a better Mississippi, my old ass is nearly out of hope for what could and should be a prosperous state. I can say that our kids - well-educated established professionals with no desire to live in Mississippi - will sell every acre of land, without a highly-unlikely sea-change within the next 10 or so years, upon their inheriting it. They will never look back with even a wistful glance. I find that sad. I doubt, also sadly, that anyone who could affect such a change gives even a tiny little shit.

I made clear I am a resident of Jackson. And, those who aren't should mind your own business.
You haven't a clue what has been done under his watch to improve the situation.
Most of you don't even come to Jackson. You haven't noticed that The Walthall is now lofts or Cadence's new offices or that other former office buildings are being turned living spaces and have been renovated. You won't notice plantings on corners or fresh paint and probably don't know the Old Capitol is fully restored. You haven't been in the traffic coming into Jackson or going home in the evenings which is the most in decades. It's certainly worse than in 1976 when I had to drive to Madison in the evening.
It's slow to repair and refurbished that which was left to languish for too long. It takes a while for rethink downtown. But I will tell you, shops and restaurants will follow the people and we have lots of new ones. Some of those can't be seen from the street. But some of you are too blind to notice.
And, if the number of young adults walking their dogs early this morning are an indication, maybe your children or grandchildren will be the ones to enlighten you. And, while some of you don't want to believe it, the majority were Caucasian.

What you fail to understand is that people like me (the dreaded white flighters) do not think of Jackson at all.
I am thrilled that you live in a city that you love. I am happy that I do as well.
Its perfectly fine that you and I have very different ideas regarding what that looks like. You should not feel compelled to verbally defend your city. If it is as wonderful as you indicate then the proof of a thriving, safe, clean and welcoming city will be factually evident for all to see.

My first reply to several comments didn't make it for whatever reason, so I'll try one more time to two other comments,

I'd find happy children playing on our lawn to be a wonderful and joyous thing. I'd even find happy people of any age doing happy things on any property we own to be equally so.
But if we invited any and all to do so, we'd get protests that we didn't extend particular invitations to about 147 "special classes" of people or protests if we did, protests because we didn't insure that all were US citizens and legally-admitted visitors or protests if we did, protests because we didn't require masks or protests if we didn't prohibit the wearing of them, protests protesting the protestors who were protesting something, sued for about 147 alleged torts, violations, or other alleged acts or failures to act, and of course, issued about 147 citations for all manner of malum prohibitum "crimes," from illegal assemblage to lack of bathroom facilities (and if we installed bathrooms, we get protests, suits, and citations whether we had a men's and a women's or two unisex). If we wanted to offer free lemonade for the kids and beer for the adults, we'd need a file cabinet full of permits, LLCs, licenses, permits, tax forms, etc., protests whether the lemons were organic or not, over the source of the sugar, etc., and a whole new flood of lawsuits. God Himself couldn't maintain control if the beer happened to be either Bud Light or Modelo.
As to the second comment, while I find late night whisky (at least you are correct on the spelling of what I would have been drinking) an occasional treat, in this case I was up late working. But more importantly, and to paraphrase Churchill, even if I had been drunk as a lord the sentiments expressed would still be true when I sobered up, but many Mississippians would still be willfully ignorant, uninformed, and a large part of the problems facing our state.
Meaningful and positive change cannot and will not occur until Mississippians make meaningful and positive changes in themselves and demand such changes from elected officials. In regard to all of the above, to quote another noted author, "We have met the enemy and he is us..." (Walt Kelly, "rephrasing" Oliver Hazard Perry).
