Barely a word mentioned about experience, performance, or competence but much about so-called "equity" and passing out contracts to the right people. Yet these people wonder - if they do indeed care - why almost nothing works in Jackson.
The ad can't even get basic facts right. The ad states the "newly restructured public works department" will have a budget of $400 million. Yes, folks, you read that correctly. The overall budget for Jackson in the 2021 audit is less than $300 million. The public works budget was only $22 million.
Hmmm.... so the Mayor must plan on getting back the water system and having all of that federal money at his disposal.
No wonder the last guy quit after a few days. This ad is also another example of why the Mayor is called "Lyin' Lumumba."

"Jackson offers...sub tropical climate ...inland beaches...Pearl River"
Meaning: Tropical fourth world style sewer is regularly dumped into creeks and the Pearl River and employees must live in town and abide this nasty filth. In fact your own house and yard may function as a sewer beach.
"Jackson is a Crossroads"
Meaning: Jackson roads are a cross between bomb craters and asphalt. Employees must abide butt bumping raggedy ass streets and collapsed bridges if they intend to drive to escape drive-by shooting Crossfire in this Crossroads.

The top priority is "economic inclusion and supplier diversity." That tells you all you need to know about the mayor. Not, budget accountability, not updated roads or infrastructure, not transparency and ethics, not public accountability, sustainable projects, not energy efficiency, etc.; this is why Jackson can't have nice things.
This is Exhibit A of how Chokwe's administration has failed and continues to fail the City of Jackson. He needs to be out yesterday.

The very first sentence listed, in parenthesis, the population of Jackson at 153,700. That's the first lie, in the first sentence. That population figure was from the 2010 Census. The Census Department lists the estimated population in 2022 at 145,995. We all know that that number is continuing to shrink.
Why does the State continue to allow cities such as Jackson to engage is such blatant racism in the awarding of government contracts?
Does it matter any more whether Jackson has a public works director? Nothing is going to get done because that's what the mayor wants, so why bother?

So on a scale of 1-5, he gets 0. Actually, I'll award half a point, based on #2. There are almost no safe neighborhoods at this point, but the available affordable housing has increased EXPONENTIALLY.

White employees have done very well in the Lumumba Administration. Jordan Hillman came from Brandon as an inspector to become Jackson’s Planning Director then became Public Works Director and now a $200k per year CEO of Jxnwtr. Carla Gammil came from Waggoner Engineering as a Marketing person to the be over WSBA. She was allowed to go with the contractor who was trying to fix the Billing System and now she is with Jxnwtr making a little less than Jordan over Billing again. Sharon Thames is over Finance & Administration with only a GED. So White females have done really well under Chokwe!

It'll be pretty hard to find a viable plaintiff, much less win a lawsuit, over a job no one who is remotely qualified - of any skin color - actually wants.
The sad thing is Jackson's administration has created a situation in which it will be very difficult to improve Jackson's operations on any front because so few qualified people - again, of any skin color - want anything to do with any of it within "normal" salary ranges. In other words, no one smart enough to do the job would be stupid enough to take it under the conditions (salary, intrinsic and extrinsic benefits, etc.) offered.
The most viable way to improve things is to tempt/lure "troubleshooters" ("turnaround specialists," in the business world) who aren't looking for a career in Jackson, aren't "friends" or looking to make "friends," but are amenable to outsized financial incentives to make tough decisions for a couple of years and move on. If the administration did not allow them to do the "troubleshooting" required, and there is no indication it would, even getting such folks will just be more money pissed away. Until that situation changes, Jackson will continue to have major problems in all areas of "city operations."
A thankless job reporting to the CAO, but really just being the Mayor's bitch.
Requiring only 8 years of experience guarantees failure. The lack of depth in public works will remain a pain point of the administration and therefore, those they "serve".
