Moonshiner Pleads Guilty

The Justice Department issued the following statement.


Willie Necaise, Jr., 77, of Hancock County, Mississippi, pled guilty Friday before U.S. District Judge Sul Ozerden to Unlawful Production of Distilled Spirits and Interstate Travel in Aid of a Racketeering Enterprise, announced U.S. Attorney Mike Hurst and Kurt Theilhorn, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives.

Judge Ozerden will sentence Necaise on October 16, 2020 at 10:00 a.m. He faces a maximum penalty of 5 years in prison on each charge. He further faces fines up to $250,000 and 3 years of supervised release.

Agents with the Enforcement Office of the Mississippi Alcoholic Beverage Control (“ABC”) Division began investigating Necaise in 2018. The investigation revealed that, over time, Necaise traveled out of state and obtained at least 569,775 pounds of sugar, a primary ingredient for moonshine. In addition, records showed Necaise getting large deliveries of propane gas to a rural shed in Hancock County, even during the summer. Agents tracked Necaise to Slidell, Louisiana, and observed him getting a pallet of sugar and coming back to Hancock County. Armed with a search warrant, ABC Agents found forty 55-gallon drums of mash, 1200 new plastic jugs and a 200-gallon stainless steel cooker, along with sugar and other items related to illegal moonshine. Necaise did not have a license to distill liquor.

Based on the records of the sugar purchased, it was determined that over 74,070 gallons of taxable whiskey would be produced. No excise tax has ever been paid by Necaise. He therefore owes the ATF Tax and Trade Bureau $898,691.63 in Federal Excise Tax and the Mississippi Department of Revenue $369,752.50 in State Excise Tax.

U.S. Attorney Hurst commended the incredible work of the agents of the Enforcement Office of the Mississippi Alcoholic Beverage Control Division of the Mississippi Department of Revenue and the Bureau of Alcohol, Tobacco, Forearms and Explosives, who cooperated in investigating the case. Assistant United States Attorney Annette Williams is prosecuting the case.

Probably saw somebody talking about getting moonshine on Facebook and did a little backtracking. Many of the frats in Oxford have a jar of apple pie in the fridge during a party.

Stainless steel cooker? Evidently this was a first class still operation. Should have just let this guy go ahead with his operation. Now the only choice for moonshine will be that is produced using old oil drum. If I were him I would plead not guilty and say I was merely setting up to produce Hand Sanitizer.

10:10, that "Apple Pie Moonshine" people claim they have is not real moonshine. It's legally bought and distilled everclear boiled on a stove with stuff diffused in it during the heating process like cinnamon sticks and apple juice/cider, sugar and spices. They think it's cool to tell everyone they are making "moonshine", but its just jazzed up everclear boiled on a stove top.

I've seen the show "Moonshiners" so that would make me an expert, right? I didn't think they could get him for illegal liquor unless they found him in the process of distillation or with jugs of untaxed whisky. All I see is 200 gallons of beer and a pot.

Six months ago this was a funny story. Get that unpaid tax money. Today, is this the biggest thing we have to worry about? I think there are plenty of areas other that should be prioritized in establishing "Law and Order."

First off, in Hancock County a Necaise is a Ladner with a job.
Secondly, it is bought as a novelty item by the overwhelming majority because it’s $30 a gallon which is not much cheaper than buying cheap taxed liquor.
It was actually pretty good but not something that you would want to get drunk on and you can get it in any flavor you want. They use snow ball flavoring so next time you bring your kids to a snow ball stand let your mind consider all the options.
Truly a victimless crime. He was a professional so now you can only get from rookies who don’t know what the shit they are doing.
A friend just shared this information with me as I have no direct knowledge of such activities. I even bet ole Necaise even tore off the paperwork from his mattress and I am so glad such despicable humans are off the street.

That area has a long history of independent liquor production. Grandfather told me that back during prohibition lots of moonshine hidden in railroad lumber shipments went to Al Capone in Chicago .

MERIDIAN, MS (WLOX) - A Noxubee County man faces up to ten years in prison for allegedly making moonshine.

June 17, 2009 A six month investigation led Mississippi Alcoholic Beverage Control agents to arrest Elbert "Al" Williams, 69, on June 15. He was charged with Possession of an Illegal Whiskey Still.

The arrest resulted in the seizure of a 10-barrel illegal distillery that consisted of a 500-gallon cooker, a radiator condenser, 82 gallons of moonshine whiskey and other related items. A 1994 Toyota Camry and $452 cash were also seized in the arrest.

I remember this. He was just the cooker. 2 other men owned land, building & built still. If I am correct he got 10 years due to sentencing guidelines - 5 suspended. Ironically he just passed away on April 29, 2020. So his shine must have had longevity effects. News said they were clearing 6k a week. Neither of the other men were ever mentioned.

One time on a Thursday I walked into a gas station store on 49 down around Covington County. Pallets of 3 flavors of beer were stacked to the roof: Bud, Bud Light, Miller Light. I commented to the clerk about how much beer it was. He assured me it all would be gone by the end of the weekend.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.
