Siemens' contract review

Update: City council voted to retain the necessary staff to investigate the findings presented by the report posted below. The resolution is also posted below. 


Here is the initial report on the Siemen's contract.  I haven't read through it so I can't tell you what it says but here it is.

WOW.

Therefore, of the approximately $123 million in anticipated savings, only $43 million is actually guaranteed by Siemens while almost $80 million will only be realized as aresult of actions taken by the City.

Little wonder why ol' Harvey did everything in his power to not release the Siemens contract to the public.

Second, the City must effect the staff reductions in order to realize the anticipated savings. If staff count is not reduced these savings will not be realized. It should be noted that based on our experience with water utilities across the country, municipal labor policies often make it very difficult to effectuate staff reductions in a timely manner.

Get that. To realize $476,000 in annual savings the Siemens contract anticipates a post-haste RIF.

Good luck with that.

Once the system is fully equipped with remote read meters, the City must effect the staff reductions that drive the operational savings. If current staffing levels are maintained, these operational savings will not be realized.

Appears that two major areas need to be addressed (1) upgrading an aging system, (2) poor management practices for billing and collection of water/sewer. # 1 takes time. # 2 requires hiring competent people.

Some of the 'aging' system is around 100 years old. As in, it's aged and still aging. This is going to be 'fun'.

The irony is the City of Jackson will never realize those quoted savings because they involve reducing coast is all aspects of City Government. Secondly, the City got shafted with AKA dumb meters. Remote reading is not an option. Where is the FED when you need them. This is truly disgusting. Shame on Harvey, Pieter T, and everyone else that got their hookup. I wonder it Tony is being paid to not bring a lawsuit.

Read the entire report. Thanks for providing it Kingfish. One observation similar to 4:55 PM. Considering what the paltry amounts the City pays its employees I seriously question the City's ability to hire and retain the sufficiently skilled and technical staff necessary to fully implement and manage the Siemens contract.

Just as, after the total mess that resulted from rebuiling Fortification, I do not believe the City is capable of managing the rebuilding and replacement of the City's infrastructure.

Stamps is a big proponent of turning the CofJ into an even larger employment agency by bringing more DPW work "in-house". That would be a disaster. The big emergency water leak downtown proves the point.

Just the 'billing software' alone is almost $11.5 M....
Whereas the sewer lines are near $15.9 M...

After reading this while it appears Siemens has done a horrible job on implementing this project, it sounds like the city employees have been adjusting every bill in the city so no way to get the revenues. Siemens can point the figure to the city and all their adjustments and the city will point to Siemens and their implementation issues.

Siemens cannot be held responsible for the fact that the city had incompetent staff at all levels.

Investigating the contract will not result in any fault finding with Siemens.

That somewhere around ten meters of the wrong calibration were installed does not bring Siemens under a microscope. Shit happens.

You can bet your last dollar that a company such as Siemens, with it's legacy and reputation, is not going to fall on a sword over the incompetence of step-and-fetched, Rufus and Leon management of a corrupt and inept mid sized Southern slum.

If you look closely at the contract, line by line, somewhere you will see the disclaimer: Siemens does not work magic.

Kingfish, I recall that you posted a story more than a year ago about a lawsuit being filed to stop the Siemens contract from going forward.

What happened in that litigation? Can you repost the story? I believe the main argument in the complaint centered around these phantom guaranteed savings.

The last thing the 1st Congressional District needs is to elect a lobbyist from Jackson. Especially Whitwell. Siemens - can't wait to see what the real story is! CD1 does not need a disaster like this.

I was more than a little shocked by the " G" accounts in arrears.

There is no doubt that these State and Federal Government entities had water/sewer costs in their budgets when requesting taxpayer money to cover their budget costs. There's no valid reason for them to be delinquent.

Siemens " guaranteed" savings should have raised flags in the contract process. There should have been lots of questions about how those figures were generated and how the guaranteed amounts would be collected including cost associated with delayed payment. That this didn't happen speaks more to the fact that we don't elect people based on their knowledge of how anything works( including contracts or their ability to understand math at all, much less how to read financial documents. Yet, we entrust them with entering contracts and managing tax dollars.

It would be ok to elect those who " don't know" if they are people who can admit what they don't know and have the judgment to find those who will enlighten them rather than take advantage of their ignorance.

Here's a couple of hints:1) Politicians can't rely on those seeking the contract and 2) Those taking advantage will play to a politician's ego and usually start by saying something like " I'm so glad to work with someone who is smart enough to understand this".

7:27, you raise very valid points but there can be no argument that ' this place' is filled to the brim with con-artists on both sides. The people in this state are taught to be complacent and if anyone dares to ask questions that might peel back layers of wrong doing, then they are to be 'dealt with' through various means and maneuvers.

Do not ask yourself why our talent leaves when these practices are the 'status quo' and so many people are involved in keeping these practices alive and well.

I wonder how many of these billing "adjustments" made by the water dpt are accounts of relatives/friends of city employees?

It sounds like there are no internal controls at all within the city's billing department. And haven't been for quite some time.

I don't have any of these problems since I know when the meter reader comes. After he reads the meter, I twist it off and lay it inside the meter housing and then I reattach it about four days prior to reading time so it reflects a little bit of 'water traffic'.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
