Jeff Good -- because he is a goody goober -- would never tell you this but if you have only a few basic skills bypassing your water meter between city meter readings is an incredibly easy thing to do. INCREDIBLY EASY.
Say I decide to bypass my meter but then forget to hook it back up before the reader comes and I get caught. Is there some kind of penalty I would have to pay or any other type of consequences?

7:36....YES. It's called theft and it's a felony. Just as if you bypassed your entergy meter or like you bootlegged your TV cable off your apartment neighbor in college.

Uh, bypassing your energy meter is stealing a life-sustaining object (water) from the city. Stealing a neighbor's cable signal is stealing a luxury from a private corporation. Big difference in penalties and consequences.
