It's more complicated than you may think.

Two goofy city employees are easy to bust.
The others are a "tad bit" smarter, thus a forensic audit will take longer.

But if the former Guv and crew are found guilty, Shad should go after them just as hard.
If he doesn't ... Shad should be investigated.

At some point Shad is going to have to explain what appears to be his efforts to cover for Phil Bryant. He needs to explain it to the public and I’m sure the Feds have questions too.

As he said, his investigators audit and investigate and turn their findings over to either the district attorney or the attorney general. What those prosecutors choose to do with the results of the auditor’s investigation is entirely up to them.
