"What Did I do?" Plenty.

Arrest reports provide more information about a Facebook video of a Mississippi Highway Patrol arrest near Starkville earlier this month.  Troopers arrested Robert Andre Morton on July 12 for speeding at 102 mph, resisting arrest, failure to provide drivers license on demand, disorderly conduct, and violation of the child restraint law. JJ obtained the reports through a public records request. 




The video shows Horton refusing to give his driver's license to a trooper.  Morton instead kept asking "What did I do?" as he resisted the trooper.  The standoff lasted for several minutes until another officer arrived.  The two troopers took him down to the ground and subdued him before placing him under arrest.  The incident took place on Highway 45 in Clay County.  



Horton's friends circulated a shorter video on Facebook that conveniently omitted the trooper telling Horton he was driving at 101 mph.  A Horton friend, Porsha Shields, provided color commentary while she videotaped the arrest.  Police arrested her as well.

Every licensee shall have the required license in his immediate possession at all times when operating a motor vehicle and shall display the same, upon demand of a justice court judge, a peace officer or license examiner or other authorized employee of the commissioner. However, no person charged with violating this section shall be convicted if he produces in court a license theretofore issued to him and valid at the time of his arrest.

Ole Andre realized he was on camera so he tried to play the innocent victim as much as he could while baiting the officer to make a mistake. The officer was nervous and hesitant so the baiting didn't work. Both parties should be warned: Officers-Take charge. Suspects-Don't play games with police, you could get shot.

Wow! This happened on Highway 45 (Alt) in Clay County? When I first saw the videos in the original post, between Andres and Porsha's behavior and the speed they were travelling, I just assumed this was on I-220 in Jackson. I guess it's not just urban areas (no, West Point does NOT count as urban) where this sort of stuff goes on. Silly me; live and learn. In retrospect, had the patrolman involved not been understandably drained of any sense of humor at the time, it would have been a perfect time to use a classic Waco Kid quote from Blazing Saddles: What's a dazzling urbanite like you doing in a rustic setting like this?

Apparently, the first officer looks like he just got out of the academy and when the second one showed up well....experience was shown.
I am sure there will be more on this such as protests, marches on Hwy 45, etc. I would love to see up dates on posts like these.

The driver should have produced a DL but that second officer had no right to use excessive force and assault him like that. I hope they get an attorney and file a civil rights complaint. FBI needs to look into this.

11:01 pick you own battles. If you want to help contact the driver and give financial assistance for his lawsuit. It’s too easy to do what’s right. Don’t go out there and try that same shighity you’re gonna get your head busted and spend unnecessary money.
Even if the driver was a law abiding citizen, produce the freeking drivers license and keep you freeking mouth shut. Too easy, and go home alive.

veteran whose had run in with troopers in my youth. Now some are my live long friends are troopers/ law enforcement.

We need to spreed what’s write and stop spreading the wrong message. The driver was wrong and the female videotaping an idiot/ dumbass!!!

The child restraint law should be enforced way more often than it is. On almost a daily basis I see people driving with an unrestrained toddler (these people are mostly black). Yet I’ve never heard of them getting pulled over or getting a ticket for it.

It is not just blacks, but whites and Latinos too. I see them all the time in my travels across the roads of this state. It is irritating too see people endanger children when all it takes is 20-30 seconds to secure a child.

Some people don't seem to get it...if you resist the police, they will escalate until they get the handcuffs on. It doesn't matter how much you ratchet up the resistance, they will always go one level higher. So in effect, if you're in a fight with the police, you are in a fight to the death, because they will kill you if you escalate to that level. Let the lawyers sort it out, if you're truly in the right you've got at least a chance in the courtroom. You got no chance on the side of the road, you can have the cuffs on standing, or you can ride in the ambulance with them on, take your pick.

Definitely not just blacks. Check out the private school carpool lines in the metro Jackson area on any day - lots of unrestrained white kids hanging out windows. I realize those cars aren’t going 101 mph, but the law is the law.

6:08 is correct IMO. What was the officer’s reason for not tasing the low IQ dumb ass?

With the taser it should be really calm and easy.

The low IQ dumb ass hits the ground and starts flopping like a fish.
The vid is posted on YouTube and the public gets a great laugh.

Even these low IQ dumb asses that are constantly being played by their leaders that keep getting re-elected, or like Kaepernick and Nike that keep getting richer, will sooner or later figure out that it’s just not a lot of fun being tased and laughed at on YouTube.

Law Enforcement should just make situations like this fun and entertaining.

If Law Enforcement wakes up and starts using these low IQ DA’s as a tool, remember, you heard it here first.

Came to this page to see if I can get more info to formulate a new case study. The ignorance and hatred in this comment section will always fail to amaze me.

Because running over and grabbing someone by the throat and slamming them into their car without assessing the situation beforehand is top-notch police behavior. It’s in no way excessive force. That’s there’s no violations here per 42 USC section 1983. I could go on objectively pointing out violations, but what would I know about as a third-year law student (and the child of a policeman because apparently that matters).

I’m not saying only one side is at fault her. There are issues pertaining to this situation all around. That's in part why it’d make a good case study. Nevertheless, based on precedent, we should all be able to acknowledge that there were serious issues with how these officers conducted themselves. And police reports don't always tell the full story and frequently fail to mention any mishandlings done by the officer. I mean, who would want to snitch on themselves? I know no one here will agree with me as I can see the aforementioned hatred and ignorance exhibited above my comment. Anyways, go ahead and deride me for my opinion. I’ll wait here.

The cop showed restraint that the idiot offender wasn’t due. Go ahead and get mad, the rest of the world is sick of you bleeding heart types that think you’re above the law.

When the first video came out, it was just a short clip showing the takedown. Then the longer one came out, with all the chances the guy had to comply, but refused. The first trooper was communicating to the 2nd one what was going on. As he arrived. the 1st one put the taser away and reached to handcuff him again. He jerked away and the 2nd one saw it. THAT is the reason for the reaction.

I've read many comments on the video---from the short to the long one---and most black people agree he was asking for what he got, and could have gotten worse.

Btw, Carlos the Clown posted that he was "on it".

After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
