The Rumble in Rankin. City Hall closed after employees walk out.

UPDATE #2 (1:45 PM): Mayor Ryshonda Beechem issued this statement: "Pelahatchie City Hall has been closed for the day."

UPDATE #1:  The city hall suddenly closed today.  The clerks left the building although it is not known why they did so.  Tips are appreciated.  Send email to kingfish1935@gmail.com.  

I'm working on my post about the regular meeting of the Pelahatchie Board of Aldermen that took place Monday night but thought the readers might want to see some of the video of the meeting.  The Board packet and agenda are posted below as well.  The fun starts at 41:11 and lasts for about 15 minutes.  It is the City Attorney's section on the agenda.

Is the mayor supposedly educated? In her veto she suggests Robert Rule of order. Would this be anything similar to “Robert’s Rules of Order”? This would be to stop the un-orderly ( is this an English word or term?) conduct. She is an embarrassment to Pelahatchie.

I have known Brad for many years. He always tries his best and is a very good attorney. He would do whatever they needed done as long as everyone was on board and followed the rules. Why get sued for this drama? This seems a ridiculous controversy. Just put it in writing and let everyone vote.

Mills is a good lawyer and a good person. The mayor’s attorney is out of his depth. Threatening to personally sue a city attorney is laughable. Mills just started the job when the mayor was elected. If she is angry because she didn’t get her choice the remedy is political not a personal suit.

Two totally incompetent, out of their place individuals - the Mayor, and the lawyer that evidently thinks he is the Mayor. Attorney's job is not to be and Alderman but to advise all the elected officials, when adked. Interjection himself into this argument shows his lack of experience, the weakness of the council members, and the inability of the Mayor to conduct a meeting.

Problem is, Mayor was elected. Just like many elected officials at all levels, the voters may regret it, but they have to live with it for four years. But the city attorney is a hired hand - and he evidently doesn't have the maturity, experience, or competency to do the job under the existing circumstances.

I've don't believe I have ever seen a Mayor so unprofessional in all my days. She talks over anyone that does not agree with her. Who is she trying to convince that she is right and everyone else is wrong.. herself or anyone listening? She has created a nightmare in this small town. Guess that what happens when you run for Mayor out of vengeance and not for the sake of the community. Also, she has apparently never read an Attorney General's Opinion because their opinions reference the MS State statute of which their opinions are based upon. I'm sure Jim Hood would appreciate her dismissing Attorney General Opinions as "nothing more than an opinion".

Am I missing something here? How does lillie-white Pelahatchie elect a black mayor? I'm not up to date on my Pelahatchie history, but even looking at the board of alderman, one thinks: One of these things is not like the other.

Bit more than a simple opinion:

"a. Pursuant to Section 7-5-25, a requestor, who acts in good faith and in accordance with the advice given in the opinion, will not be civilly or criminally liable as a result of such acts, unless the opinion is manifestly wrong and without any substantial support.

b. An official opinion is formal advice. It is not a ruling or order and does not require a particular action be taken. An official opinion provides protection from civil and criminal liability to those officials who act in accordance with the opinion.

c. The Mississippi Supreme Court views official opinions to be persuasive authority, but is not bound by them. Poppenheimer v. Estate of Coyle, 98 So.3d 1059, 1066 (Miss. 2012)."

@12:30- Pelahatchie is 35-40% black, so not exactly "lillie-white." That said, they all run as independents. No party labels in municipal elections. No party primaries. And in the general, there is no runoff. She ran against two white candidates and received a plurality.

Pelahatchie Board members are giving specific and direct instructions to city employees regarding city operation, including the city clerk and others.

Miss. Code Ann. s. 21-3-15(2)(a) states "The legislative power of the municipality shall be exercised by the board of aldermen by a vote within a legally called meeting. No member of the board of aldermen shall give orders to any employee or subordinate of a municipality other than the alderman's personal staff."

If proven true, these actions by the board would violate Miss. Code Ann. s. 21-3-15(2)(a), yes or no?

The real back story here is that she doesn't even live in Pelahatchie and the municipal election commissioners responsible for putting her on the ballot in the first place did not sufficiently look into her residency or ask her to come before them and prove her residency prior to certifying her. Kingfish why don't you do the research for them - would be interesting to know what you find out. If anyone could dig up that skeleton, my bet is on you. Until then, it will be a continued S show for the next 4 years.

§ 21-3-15. Duties of the mayor; authority of the board of aldermen.

(1) The mayor shall preside at all meetings of the board of aldermen, and in case there shall be an equal division, shall give the deciding vote. The executive power of the municipality shall be exercised by the mayor, and the mayor shall have the superintending control of all the officers and affairs of the municipality, and shall take care that the laws and ordinances are executed.

(2) (a) The legislative power of the municipality shall be exercised by the board of aldermen by a vote within a legally called meeting. No member of the board of aldermen shall give orders to any employee or subordinate of a municipality other than the alderman's personal staff.

(b) Ordinances adopted by the board of aldermen shall be submitted to the mayor. The mayor shall, within ten (10) days after receiving any ordinance, either approve the ordinance by affixing his signature thereto, or return it to the board of aldermen by delivering it to the municipal clerk together with a written statement setting forth his objections thereto or to any item or part thereof. No ordinance or any item or part thereof shall take effect without the mayor's approval, unless the mayor fails to return an ordinance to the board of aldermen prior to the next meeting of the board, but no later than fifteen (15) days after it has been presented to him, or unless the board of aldermen, upon reconsideration thereof on or after the third day following its return by the mayor, shall, by a vote of two-thirds (2/3) of the members of the board, resolve to override the mayor's veto.

(3) The term "ordinance" as used in this section shall be deemed to include ordinances, resolutions and orders.

Ok Bellinger is it not Cohersion for the mayor to call and text alderman individually asking for private meetings without the other alderman in attempts to sway them on her side. This is all stuff that people have evidence and recordings of. I feel sorry for you that you didn’t do your homework on your client prior to accepting to represent. You are presented with half of the facts I could show you some things but...... it will leave you looking like you ate an entire piece of “help” pie instead of a slice. What a fiasco! Reminds me of some City of Jackson Board Meetings. Could this become a show similar to "Housewives of . . ."?

Quite entertaining. I couldn't quite figure out what the board member on the far end was upset about or who he was upset with. Everytime he voiced something that couldn't be heard his hand went to swatting at flies (or so it appeared).

Will have to keep watch on what our fair neighbor to the east does from now on.

I mean, wasn't her mom let go for misuse of funds? funny. She'd be kicked back in Jackson if there had only been two people in this race.

Ok, let me make this clear. Don't bother trying to get me to figure out who lives where. I get this alot more than you realize. Go get a PI, get the info, go to court or pursue whatever the remedy is. I don't have time to play private dick and run down every accusation about where someone does or does not live. I remember I would get tips about Harvey living in Madison County. Wasn't true. There have been other Mayors, Supervisors, Councilmen, and candidates where that accusation is made.

Mr. Bellinder, you say all glory to God and your advice is for the mayor to follow God. Well I serve a loving God and I believe my God talks about loving people and unity not trying to divide. My God is about forgiveness. The Mayor is about lying( she won on false pretenses that she lived in Pelahatchie at the time of the election) and then to pretend that God has this. I don't think God honors lies. So Mr. lawyer I would be careful about putting God in all of this. Maybe if you checked into what is actually going on you would not be in the dark.

Due to the municipal budget shortage because Pelahatchie is such a small town the board and mayor from previous administrations would use drug seized monies to pay bills and replace the funds after the taxes would come in every year. No one used any monies for personal gain it was used for the budget shortfall. The new mayor reported misappropriation of fund to the state auditors office due to that fact mainly trying to avenge her moms termination.its that simple.the mayor has led the public to think that the previous admin used funds for personal gain by playing on the word misappropriation. If you notice from all the video footage that kingfish has posted the mayor continues to try to get the board to use the drug seized funds because the town is short on municipal funds. She messed that up though. From my understanding city hall closed yesterday because the mayor and her attorney have been sending threatening and harassing text and emails to the staff of city hall telling them to follow her or find another job. Well that’s what the letter I received from the mayor said and one is posted on the front door of city hall. Also the mayor thought someone told the board that she said if the state auditor didn’t come down on the board for using drug funds that she was going to say the board misappropriated FEMA/MEMA funds. Btw the access she is saying that she wants was given months ago. She requested our personal passwords and tha is what we will not give her. God bless

This small town was doing just fine until Mayor Beecham took over last July. Now they cannot pay their bills and city employees are all upset. Nobody can do their jobs because she has an agenda to get vengeance on the town because her mother lost her job. People get on here and want to make this about skin color. This has nothing to do about skin color. This is about right and wrong. But if you want to get to the root of the problem then check her mother out. Now you will find the answers to all this plunder.

Mr Bellinder your client is doing just what she said she was going to do during her campaign, cause controversy. She is a citizen only because someone lied and said she lived with them. Her husband lives and resides in jackson just as she does. They are not divorced nor separated. So why would she want residency in Pelahatchie? I'll tell you why, revenge because her mother was let go from the police department. Her mother should be in jail but it got swept under so her life would not be ruined and not to attract attention. The ladies that miss mayor doesn't like and has disrespected so much was the very women that worked their butts off for the mayors prayer breakfast for her. She also got a notice that FEMA was suspending funds due to hurricane. She could have suspended work till funds were opened back up but no, she wants and his doing the best she can to run this town in the ground. Therefore the bills just piled up. Oh and could you tell us how much more it is costing this town for her to be bonded as mayor????????????? Seems her past business endeavors haven't been to successful. Can't wait to see the responses........

The bills are also piling up because the mayor has refused to sign any checks from the beginning and she vetoed all the bill paying issues after the board meetings so they are going back and forth with this. This is all common knowledge she puts it on Facebook. Needless to say since Jackson jam and her attorney has been coming to the meetings she is much nicer to the board and white community members. Guess since she has coverage. She also changed passwords on banking info so she is the only one who knows what checks have posted and cleared. Btw the checks from city hall all bounced like a ball. I am not 12:11, but I watched the video of the board meeting. I believe what Mr. Barnard said pretty much meets the criteria for “bills piling up” as the city is responsible and cannot get these bills paid. I realize MEMA is part of this, but the city dropped the ball somewhere along the way and owes into the hundreds of thousands on work that was done months ago. It doesn’t take an accountant to see where the problem lies. None of this was an issue until the change in administration. Please don’t try to play the race card. That act is tired. The board, made up of both Caucasian & African American, is voting with one voice. The locals usually know a lot more about what is REALLY going on rather than those of us that just starting paying attention. Oh, & all that Facebook posting is not exactly transparent as only one side is being told. Anyone discerning adult can tell that there is more to the story. But, nice spin

The town of Pelahatchie has a lot to offer. Now if you listen to Mrs Beecham and her followers, its just a racist town that is corrupt and headed to the dumps. But lets be real, this little town is home to a lot of people that take pride in Pelahatchie. A lot of people that have worked hard to make it what it is today. Three of those people are on the board today. I have read where people say "O that's just little ole Pelahatchie, they aren't nothing and what do they have, who wants to go there?" Well lets just see, we have two GREAT schools, NO CRIME to speak of, three doctors office, two pharmacies, library, post office, grocery store, five gas stations, tractor store, farm and home center, two parts houses, two banks, volunteer fire department, three auto mechanic shops, several places to eat, plenty of hair stylist, vet clinic, several churches, furniture store, gift shops, dollar general, fred's, Yogi on the lake, dentist office, that's just off the top of my head. So yes this is a little town with a big heart and I hope it stays that way. The two things that stand out to me are GREAT SCHOOLS AND NO CRIME. Now this town is what is because of the mayors and aldermen that came before Mrs Beecham. They saw the future 10, 20, 30, years ago and we as a town are reaping the benefits of those dreams and policies they put in place. A good friend of mines dad once said, the cream will always rise to the top. Mrs Beecham you and your followers day is coming but I don't think its the top you are looking for. The lies, vengeance, misguidance, and vindictive person you are will come out sooner than later. God bless Pelahatchie

Bellinder I told you once before you should have done your homework before you took this case. You are being fed “HELP”pie. You might want to ask the staff and Alderman for some of the texts, letters and emails they have been sent without your knowledge. Beechem was ruthless in those board meetings before you and kingfish started covering she would not allow one white to speak she would ask sidekick Poole to escort them out. Really this is not about race. This is about revenge and she is doing exactly what she said. Now food for thought. When you Bellinder don’t get Beecham the results she wants is she going to report you for inappropriate conduct or threatening her or lol misappropriation of some sort. I feel sorry for all involved especially the board like the above state Adams -35 years warren 29 years and Boyd 12 years along with Ross moved this small town forward for years with no problem no scams no media only good publicity now everything is negative. From day 1. My family is praying for peace and understanding for all. The truth will come out and when it does I’m asking that kingfish covers it and Bellinder apologizes to the Board because he too like so many others that Beecham has reached out to is in the dark through no fault of their own. This blog is a good source for news and the comments usually resemble a group of teens on Facebook, just usually with better spelling.
I understand that this situation is all public knowledge but if I had hired an attorney and found out he was discussing my issues on an internet blog he would be a fired ass.
It would be one thing to do it anonymously but to put your name on there? Dude, you are in an arena of lions wearing t-bone underwear.
It doesn’t matter if you have a law degree. You jumped in an Internet street fight and you don’t get it that even if you had all the fact, right and Jesus himself on your side, you would lose here.
You should call your law school and request a refund bc the first thing they should have taught you is: rarely do we regret our silence.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Trollfest '07

Jackson Jambalaya is the home of Trollfest '07. Catch this great event which promises to leave NE Jackson & Fondren in flames. Sonjay Poontang and his band headline the night with a special steel cage, no time limit "loser must leave town" bout between Alan Lange and "Big Cat"Donna Ladd following afterwards. Kamikaze will perform his new song F*** Bush, he's still a _____. Did I mention there was no referee? Dr. Heddy Matthias and Lori Gregory will face off in the undercard dueling with dangling participles and other um, devices. Robbie Bell will perform Her two latest songs: My Best Friends are in the Media and Mama's, Don't Let Your Babies Grow up to be George Bell. Sid Salter of The Clarion-Ledger will host "Pin the Tail on the Trial Lawyer", sponsored by State Farm.

There will be a hugging booth where in exchange for your young son, Frank Melton will give you a loooong hug. Trollfest will have a dunking booth where Muhammed the terrorist will curse you to Allah as you try to hit a target that will drop him into a vat of pig grease. However, in the true spirit of Separate But Equal, Don Imus and someone from NE Jackson will also sit in the dunking booth for an equal amount of time. Tom Head will give a reading for two hours on why he can't figure out who the hell he is. Cliff Cargill will give lessons with his .80 caliber desert eagle, using Frank Melton photos as targets. Tackleberry will be on hand for an autograph session. KIM Waaaaaade will be passing out free titles and deeds to crackhouses formerly owned by The Wood Street Players.
