If for no other reason, he should not be Chief because his IQ is south of 80.
even if he gets fired or quits another law enforcement agency will hire him within 24 hours. thats how it works folks. get used to it.
He's saving time! It takes a while to get a dope sample tested and results back from a lab. This way, the Chief does the testing and reports out the results almost immediately. This saves a lot of time in the criminal justice system as a trial can be held much more quickly. Don't you people know anything?
