A group of Jackson neighborhood associations sent an open letter to Lieutenant Governor Tate Reeves asking for his help in passing a community improvement district bill. SB# 3045 will authorize the creation of such districts. Copy of bill.
The bill states that the district will be established if 60% of the taxable property owners in the proposed district vote for it's creation. The district can levy an assessment of up to six mills on property owners if 70% of the taxable property owners vote for the assessment. A plan for the use of the assessments must be submitted to the municipality before the vote occurs. (Section 2).
The letter was signed by Bellevue Gardens HOA, Belhaven Improvement Association, Carolwood HOA, Country Club of Jackson HOA, District at Eastover, Eastover Security Association, Belhaven Heights Community Association, Broadmeadow Neighborhood Association, Fondren Renaissance Foundation, Fountain Place HOA, Greater Belhaven Foundation, Greater Eastover Neighborhood Foundation, Heatherwood Area HOA, Massena Heights HOA, Lefleur East Foundation, Lefleur Museum District, LOHO, Northlake HOA, Northpoint Neighborhood Association, Redeemer Church & School, Revitalize Mississippi, and Sheffield Area HOA.

Trollfest '09
Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).
Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.
Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".
In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.
Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

This bill actually makes sense and could do a lot of good, but word on the street is Tate Reeves doesn't have the stones to let it through the senate.
This allows homeowners to assess themselves a small tax deductible contribution to improve the area where they live. It doesn't go into the general pot like the rest of the property taxes. Most homes would be looking at $50-$150 year depending on their size/value. A little bit of money from everyone will generate a lot of money to improve neighborhoods. This ultimately makes them safer, more attractive, and better places to live which in turn increases property values.
Massive backdoor redistribution of property owner wealth as Jackson will stop spending any dollars beyond that collected by the special assessment on parks, sidewalks, streets inside of these districts. You'll also be forced to pay for private security patrols in lieu of JPD coverage as well as equipping that private security force.

Property value killer. They want to issue bonds and tie the CID collections to the bond payment. Once they do that these additional taxes will never go away. Suffice to say all the Bond Pimps are salivating over this one.
9:29 you are wrong. Its ok to be against this but at least stick to the facts and not wild propaganda. This would only supplement city services and allow neighborhoods to help themselves. Its also not limited to any one part of the city.

I doubt this bill would do much to achieve gentrification, but we don't have the luxury of staying "authentic". Authentic Jackson is a s***hole.
Look when you are under assault from your own City, people are willing to grasp at straws to try anything to get relief and security. Or some of the people that can afford to jack up their own taxes could try investing in some of the depressed areas - one store or restaurant at a time - and move the economic needle north. Grant Park, East Atlanta, L5P were all turned around by people with the courage to move in, buy-in and market. The only sad thing is now blacks are freaking out because ATL is electing more white leaders each election cycle. That my friends is racism.

There are investment criteria for funding Real Estate developments...there are Tier 1 cities (The Best), Tier 2 cities, and Tier 3 cities (Bottom)---Jackson,Mississippi is not even listed...the nearest Tier Three city is Memphis. This in itself puts Jackson in a category that no corporations, investors or financial institutions wants to come to this area. "Lipstick on a Pig" !!!!! No one can solve the problem.

The Pres of our HOA did not ask his members for approval to sign the letter in support of the legislation.
This is not an cost effective way to manage but it is the only chance that these areas of the city have for a few more years of basic life. The people that live there will be taxed at least twice but not much other choice than move for a loss of purchase of price.Key will be keep the City of it as much as possible. No reason this should not pass and worth a shot.

Why does JPD need to be supplemented? Because Hosemann's truck got jacked? Because some criminals are robbing, kidnapping, shooting and murdering?
My neighborhood has a security patrol and it hasn't stopped crime.
This letter is playing on crime fear exactly like politicians at election time play on crime fear in order to get elected. Now it is crime fear in order to raise taxes even higher.
JPD is currently short officers and having to pay overtime just to cover regular beats but ok.

I live in an area that has a HOA. I wasn't told that when I bought.
If I would have been aware of it I would have never bought into the area.
No one wants some nosey busy bodies always sticking their nose into your business.
Don't see anything in the bill you linked to Mr. Kingfish that protects the many fixed income senior citizens in my NEJ neighborhood. They struggle now to pay their taxes even with the exemptions.
So this is the first step in Belhaven, Fondren, and NE Jackson seceding from Jackson to become Jackson East (or Flowood West)?
If "a little bit of money from everyone will generate
a lot of money to improve neighborhoods" then alot
of voluntary money from the few pushing this bill will
generate the same. Crappy streets, sewage leaks, water
meter fiascos, high crime rates don't get fixed by this
bill. Higher ad valorem = increased cost of
ownership = reduced demand = downward press on values.
Its already hard to sell homes in NE Jackson. The fancy
up of Exit 100 did jack shit to bump up home prices.
Throwing more money at the same won't either.

Beware of all powerful HOA's. In an honest attempt to help your neighborhood, you can unwittingly become someone who is under the capricious thumb of an HOA board. They can promulgate rules that can literally force you to comply with any edict they care to make. I sympathize with the good folks in Jackson but there are many better ways to accomplish their goals without trading one master for another.
Why aren't they pushing to make this hot concept of local improvement taxing districts available statewide?
Let's just break Jackson into pieces:
The area from the Ag Museum to the Country Club becomes Northeast Jackson. In other words, Northeast Jackson becomes Northeast Jackson. A fence is immediately erected around the perimeter with armed entry points at each major road. The one on Lakeland is nicknamed "Checkpoint Chokwe". Anyone with a car that cost less than $20,000 is asked to move.
Meadowbrook, Fondren, Belhaven and Millsaps merge to become Funkytown. Marijuana is immediately declared legal as the craft beer flows freely. Tattoo parlors, vinyl record stores, and artisan bakeries are given tax free status. The town has the highest number of musicians per capita and the lowest per capita income (unless you count the money sent from mommy and daddy). The residents declare that the town is now permanently funky.
Downtown becomes the MCD - Mississippi Capitol District - under control of the state Legislature, with the Airport as an adjunct district. An elevated train is built to connect the Capitol to the main terminal of the newly-renamed Ross Barnett International Airport, with daily flights to Oxford during football season. The GOP majority declares the district's motto is now "Heritage, Not Hate" and Governmayor Bryant declares the current state flag to be the permanent banner of both the state and the district. All teachers are required to carry automatic weapons - to protect the kids.
The remaining sections merge into Medgarton. Every street in the area is renamed after Medgar Evers, Martin Luther King, Rosa Parks, or Barack Obama. Google Maps crashes when trying to figure out the difference between Evers Road, Evers Street, Evers Lane, Evers Avenue, Evers Parkway, and Evers Boulevard. Metrocenter is reopened as Medgarcenter, with City Hall in the old Sears. Several Confederate monuments are erected just so they can be publicly taken down. The Reverend Dr. Martin Luther King, Jr. International Air Salon and Community Center (formerly Hawkins Field) offers flights to Detroit, Oakland, and Mound Bayou. The Zoo stays where it is.
Look a majority of these people can easily pay the aditional fees for this. They pay private school tuition and river hills or cc of Jackson dues. Let's not forget they're the ones that look down upon middle class families in the burbs using public schools. My 2 kids were enrolled at JA last year and I left because of the snobby NE Jackson attitude and wives were nothing more than NE Jackson tennis mom's that seemed burdened by the fact they had to wait in carpool line

Can we put a gate at the Pearl River on Lakeland? We could charge a fee to allow entrance into Flowood to Jackson residents. Jackson could do the same to Flowood residents. I would not be effected at all and Flowood would be safer.
Since Jackson decided to elect a “radical” mayor I have made a conscious decision to avoid spending any money in “Jacktown”. I have great places to spend money in Flowood, Ridgeland, and Madison. Never even need to step foot in the “City with Soul”.
9:20, You and I are a lot alike. If I have to buy something outside of Jackson, I just order it over the internet. It would be great if everyone from Flowood who works in Jackson would pay 1 percent of their paycheck to the City of Jackson. When I lived in Kansas City, there was a similar law for people who worked in Kansas City but lived outside the Kansas City city limits. Nobody complained about paying the small fee because they were using Kansas City's streets and public services every day.

You do realize that many businesses in glowed are owned by north east Jackson families. Interior spaces Puckett many at ergon... Jackson prep wouldn't exist without northeast jackson. You don't have a clue as to how much money is in Northeast Jackson. You assume it's like south Jackson. You are clearly unaware of the area near flood from eastover... much more money there than average neighborhood in flowood.
Then certainly you'd agree 11:45 in reciprocity. If anyone living in Jackson worked in a neighboring city they should pay 1 percent of their paycheck to that city for using that city's streets and public services every day.
Tate and the Mississippi legislature won't support anything that has been successful elsewhere.
They do have a penchant for mimicking the worst legislation in the country.
I think they find the idea of successful urban areas and attracting intelligent people to our State too threatening.
If we remain uneducated and poor, they stay in power.
618, that's an ok tradeoff. Jackson would win bigtime. Want evidence? Check out the traffic on Lakeland, I-55, Hwy 49 every morning and every evening. Which way are the traffic jams with people going to work and leaving work?

He didn't need to. You granted him that authority when you elected him. Do you also think the HOA needs your approval every time they (might) place a lien on a property for accumulated unpaid dues?
On a related note, a realtor in Mississippi is required by law to advise a home buyer if the property sits in an HOA.
March 9, 2018 at 3:26 PM, that was a fun read! I do think, though, that when FNEJ secedes from Jackson, it needs to become part of either Madison or Rankin Counties. There's a precedent for part of Rankin County's being on the west side of the Pearl, actually. But since the area is also contiguous with the southern edge of Madison County, it could go either way. Fact is the area in northeast bordering flowood is a very wealthy area anyone would be happy to have that as a part of their community. The amount of family money is massive for a state such as Mississippi. Jackson Prep families mainly. People outside of this area haven't any idea.

Law enforcement and the court system will still stay the same. Crime will be the same.
Trying to get people to understand why one part of Jackson is so much better than another part is sort of like picking up a turd by the clean end.
I was told several years ago that most of the disconnect notices for non payment of utilities go to Northeast Jackson...do that tell you something !!!!!!!!!!!!!!!!!!!!
