I would go with "First Contact", it is a Next Generation film but still within the series, and it's also excellent. Conceding, however, that you can definitely make a case for this one.
Wrath had a few moments where it was awful and didn’t make sense. The finale is the only reason to see the movie. Shatner wasn’t his best. The Vulcan LT shedding a tar was out of character.
Me? I’m going to see a shark movie on imax.
I’m going to have to go see this one. It was my favorite Trek movie as a child but I never got to see it in theaters.

This is the only movie that is even remotely connected to the original TV series. The rest of the films are all thinly veiled propaganda like 1:20 said. For example, one of the movies had “saving the whales” as the main plot. The strangest part of that plot is that nobody was still hunting whales on an industrial scale in the 1980s except the Japanese.

I was dating a very hot ... but nerdy Star Trek fan girl
back during the goofy "saving the whale" movie.
Trust me, I was later well rewarded for taking her to that film.
She was a lil' country girl from Newton ... but she loved Captain Kirk, Mr. Spock and whales.
