Water Treatment Plant Still Lacks Key Employees

 The O.B. Curtis Water Treatment plant still lacks much-needed instrument technicians despite the EPA's requirement that Jackson hire one over a year ago.

The EPA slammed Jackson for failing to staff the water treatment plants with qualified employees.  The lack of employees placed the neglect of the water treatment system under the EPA's microscope. The EPA issued the Emergency Administrative Order in March 2020 after it inspected Jackson's water treatment plants and found monitors, UV disinfectors, dosers, valves, and other necessary equipment were missing, broken, or improperly used at the two water treatment plants.

The EPA specifically said the failure to maintain and calibrate crucial equipment was due to the lack of instrument technicians at the O.B. Curtis Water Treatment Plant for over three years.

JJ submitted a public records request for a list of all employees assigned to the water treatment plants.  The roster is posted below.  The Fewell plant has one Instrument Technician.  His annual salary is $28,936.  However, the roster states there are no instrument technicians working at the O.B. Curtis Water Treatment Plant.  The roster includes:

Utility Maintenance Mechanic

Laboratory Technician (2)

Senior Water Plant Operator

Office Coordiantor

Chemist

Senior Water Plant Operator

Water Plant Operator 4 (2) 

Water Plant Operator II

Water Plant Maintenance Supervisor

Laboratory Supervisor 

The roster of employees is posted below.  

The city website states two Instrument Technician positions are open. One position was posted April 13, 2018 while the other was posted on March 10.  The hourly pay is $13.69.  There are seven overall job openings at the O.B. Curtis plant and four such openings at the Fewell plant. 

Kingfish note: $13.69 x 40 = $547 per week.  The after-tax pay is probably $440 per week.  The Jackson City Council needs to raise the pay and abolish the residency requirement.

If asked, the Mayor will probably do what he usually does and spin some clever spin.  He will say the Class A operators are doing the tech jobs, the drinking water is safe, this is an administrative process, yap, yap, kyap.

A good instrument tech would need to be in the $27-30 hr range. There are VERY few of them around and anybody worth his weight has a good job already

A solid instrumentation tech is worth well more than the pay mentioned above. That job will never be filled at that pay by a solid hand.

@6:30 and therein lies the problem with teacher pay. Most people are staying away from teaching because they don't like the pay. We need to attract the best and the brightest to lead our children.

The pay schedules listed on the attachment answers the question on what is wrong with staffing.
I do have a chemistry degree and left a job at a chemical plant in 1985 making 24,000 a year for a better job.

This is why you don't hide EPA orders from the public and city council, right.

If Jackson had actual, competent leaders, the Mayor would have notified the public about the EPA order, right. The City Council and Mayor would have a public discussion on staffing the water treatment plants properly, right. Then WE COULD DISCUSS WHETHER TO RAISE SALARIES AT THE WATER TREATMENT PLANTS. (That is the equivalent of the Mayor raising his voice when he is challenged or hears something he doesn't want to hear. ).

The City Council could still address this issue but given its apathy and incompetence, it won't.

Meanwhile, we pay for concerts, fireworks shows, zoos, planetariums, and other non-essential items.

That's a pretty good guess. And it's $55K - $65K annually. Decent for a tech-level which is not a degreed engineer. Post it at 60-70K with no mention of minority preference and you'll easily fill it with a qualified candidate.

But, as we know, It's all about 'who yo peepul' and 'where you churched at'.

That's where maturity is displayed, by recognizing true need above wants. A lack of maturity is the reason our infrastructure is in the shape it is. A lack of maturity is the reason there is never enough tax money, because it is wasted on frivolous projects instead of necessities. Why should we expect better from our elected officials, when the majority of the citizens display the same juvenile tendencies in their personal life? Monies wasted on frivolous objects, projects, and ill planned community endeavors are just that, wasted. The entire time this waste is taking place, the true needs of the community are ignored. Let me put this in, hopefully Kingfish will let it past, what do extracurricular activities have to do with education? Bond issues for new educational buildings, and upgrades, with large amounts of the bond issues for new athletic facilities. This problem isn't just a Jackson problem, it is widespread. Teacher salaries are at the bottom of our nation, but doesn't that new football stadium look great. What about the firemen, law enforcement, aren't these necessities? There were a time libraries were essential, I guess Google did away with those.
Some clown will come on here and post, look, another boomer that doesn't believe in fun. Slow your roll, junior, I believe in having fun things to do, after we take care of the necessities. I don't want to destroy my car, because the road isn't fit to drive on, getting there.

And, bashing your State Capitol constantly is not likely to attract skilled people even if you paid them the going salary.

If they had sent out EPA's report and given you access, that wouldn't have helped them solve a problem for which they get no support from the State or the city council. Indeed, it would have been non-productive and resulted in more politically and racially motivated assault on Jackson.

In this political climate, for the first time in my life, I am sympathetic to a lack of openness in government.

It was different when information of real failures to act that COULD HAVE BEEN taken or bad actions were kept from the public . That is why we have " open records' laws. Now the failure to avoid the unsolvable problems to not have had critical information are the source of personal attacks and death threats.

KF, just because you are entitled by law to information, doesn't mean there are positive meaningful results in sharing the information. It's like telling everyone that female who is in the hospital from a brutal rape is not a virgin and uses alcohol. It may be true but it doesn't do anything to bring a better result...only more angst.

I think what 11:10 is trying to say is this: It's a good idea to keep your head in the sand, belong to 'the low information' segment of society and not have a fucking clue what your government officials (including LEO) are doing...that way you don't get all tangled up in anxiety and angst. You should always trust that your government is acting in an appropriate manner.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox.
