The War for Culley Lake wound down last week as a Madison Judge fined Ray Phelps for assaulting a woman at a Natchez Trace Village HOA Board meeting last year. A civil war of sorts has been taking place in Natchez Trace Village over the last few years. It is rather generational in nature as an old guard has pulled every trick in the book to remain in power on the HOA board. The two sides have fought in court with the old guard losing every step of the way. Matters came to a head last year at the annual HOA Board meeting on June 27, 2019. The police report states:
I then had Jackson give me a verbal and written statement of the incident. Jackson advised that she attended the HOA meeting and after they paid their dues ($50.00), they tried to enter the meeting. Jackson stated that they and a others were denied access to the meeting. Jackson stated that they were denied access because they didn't pay $150.00 in dues. Jackson stated that the HOA requires them to pay $150.00 a year in HOA dues. Jackson stated that they have paid $150.00 in dues for the past 4 years. Jackson stated that they recently they found out that their written covenants state that they are only supposed to pay $50.00 in HOA dues a year.
Jackson stated that they refused to pay more than they should and that's one of the reasons they wouldn't let them in the meeting. Jackson went on to tell me that she and Phelps have a history due to a lawsuit. Jackson stated that Phelps and his wife don't like her due to her testifying in a lawsuit regarding the neighborhood. Jackson stated that she witnessed the HOA board let others into the meeting that hadn't paid their dues. Jackson stated that when she and others questioned Phelps, he got mad and told her she couldn't be recording with her phone. Jackson stated that she was in the hallway of the church outside the meeting room when this occurred. Jackson stated that Phelps attempted to grab her phone to take it away from her. Jackson stated that Phelps grabbed at her phone with his right hand. Jackson also stated that at the same time, Phelps also grabbed her right bicep and squeezed hard. Jackson stated that Phelps twisted her arm and then pushed her back up against the wall. Jackson stated that there were multiple witnesses to the assault.
Jackson stated that when Phelps grabbed her arm it caused her pain. Jackson stated that her back was hurting from where Phelps pushed her against the wall. Jackson stated that she had a red mark on her arm and bruise from where Phelps grabbed her. I observed reddening on Jackson's right bicep. I also observed two small bruises in the bend of Jackson right arm. I took pictures of the injuries and they will be included in the case file. Jackson stated that she videoed the incident with a cell phone. Jackson sent me the video to my Madison Police Department email. I received the video and reviewed it. The video will be downloaded and burned to a DVD and placed into evidence. Jackson's written statement will be included in the case file.
The court file and police reports are posted below. Madison Municipal Court Judge Richard Mitchell fined Phelps $450 for simple assault and added another $143 for court costs.
Meanwhile, things have pretty much settled down at Culley Lake. Some much-needed and much-delayed dredging finally began recently.

It’s starting today, our neighborhood lake, Culley Lake, is getting dredged! We are thankful for the new HOA board! If anyone followed this story and what this family has been put through with their own aunt / HOA trying to steal their property and making them pay to go to court and then even Supreme Court with them winning both while their aunt spent HOA funds over 100k taking them to court, filing restraining orders on them when they owned the property ...and so much more it would take me days to tell this story. But thankfully God put us in this house if nothing else for us to help speak up when many wouldn’t. We’ve met a few of the best neighbors / friends here! Thankfully through a collective effort, the best attorneys 😉 and Nancy Jackson Culley’s strong will, Lew Culley’s knowledge and love of the neighborhood his parents developed, etc etc...today is happening!These people merely wanted to enjoy the lake and keep up the neighborhood. It appears they will finally get some peace.

Madison resident Joel Bomgar, a state Representative, was in attendance. He was part of the group that wasn’t allowing residents in the meeting. Someone asked him to “handle” the group trying to get in the meeting. He responded by saying, “I’m here to serve.”
Unfortunately she’s still up to her old tricks. She has been yelling, throwing things and taking pictures of the men with the dredging company.

That is a LIE. Bomgar was NOT preventing anyone from entering the building. It was also not his responsibility to get a handle on the meeting. That should have been the responsibility of the many officers there.
I didnt notice in the statement the fact she was pregnant at the time, around 8 months if I remeber correctly.
I live in a bigger and nicer neighborhood and pay a lot more HOA fee, but have no idea who is on the HOA board. They keep the pool serviced and grounds maintained, that's good enough for me.

Why would an HOA meeting require on duty Madison police officers to be present ... before any crime had occurred ?
Bomgar was standing at the door to the meeting ( where the assault occurred ) passing out campaign brochures to the residents and communicating with board members about what was happening at the meeting entrance. He sure wasn’t trying to help any of his neighbors who were being kept out of the meeting illegally.
I testified early in the attempted land grab by the HOA. I told the truth of my knowledge of the lake since I grew up there and WAS raising my kids there. Ive swum every parr of that lake. The HOA had a witness who looked at the lake once from one angle and completely contested my testimony. His word was taken over mine in the very first round of court. He only said what HOA told him to say and he was paid. I was not. The matter only got uglier strictly by actions of HOA and nothing they did was ethical or legal. Ive know both sides of this fiasco all my life. I chose the side in the right whom owned the land deed and paid the taxes. I was phoned and cursed the next day by HOA. In time I moved out of there and to a place where HOAs dont exist. Best thing I ever did.
Lets not forget Mary Watkins of HOA infamy was convicted of attempted child abuse of her victimized nephews son. She and Ray are bad people and proof that a few rotten apples will spoil thebarrel. And even though they have been defanged they still rattle and hiss at any progress they have fought and wasted necessary funds needed to fix the ends of the lake. And do not be fooled by Omgar’s political doubletalk. He is a snakeoil salesman and a pyramid like cheming business man making money of other people ingenuity.
That old Bastard would have caught more than a charge if that was my wife. And I'd be dammed if I lived in a neighborhood and they tried to hold me out of a meeting about a neighborhood where my house is located over $50 or $100. Some of these people need a refresher course in how to tote an ass whipping or ass chewing. I hope I run into Ray Phelps one day, and I don't even live in there.

Mary Watkins was charged of attempted assault on minors (trying to snag them with fish hooks while they were on jet skis). Mary Watkins appealed it to the county court where she at that point got off. And then the day after that judge let her off in county court, Audrey was assaulted by another board member. All board members claimed in court they were acting on behalf of the HOA and Covenants.
Fuck HOA and Covenants. Wouldn't live somewhere that has other people telling me what color, what type of plants and such shit I can have. Fucking communists.

Bomgar was there and a neighbor, B.R., showed him the covenants and where a judge had already said Mary had fabricated covenants and changed them illegally and had no rights to not let everyone in the meeting. Especially when they let in people that didn’t even reside in the neighborhood and others that didn’t pay anything. When the HOA board came outside where Bomgar was and asked him to come in and help he said “here to serve”. Bomgar stood inside the door, peering out where all the neighbors that were not allowed in were standing. Before the meeting, Bomgar was handing out his political papers and asking others to vote for his re-election, he even offered the officers his vote for Bomgar cards. There may have even been a campaign donation around that time from a Watkins with Mary Watkins address... might want to look that up.
Sounds like a weird place. The Culleys sure sound like awesome people based on the comment by the young woman who was assaulted.

That could be over 256k illegally taken in. Then HOA and Mary Watkins used funds to fight a personal battle of her own that consisted of trying to obtain rights to property that was not hers. The neighborhood is gorgeous and so are the homes. The entire neighborhood minus a few bad apples agrees on the problem. Dredging is happening... houses in the middle of Madison where you can swim, fish, boat, water ski, jet ski, and have large lots. So thankful for a new board!

@5:17. I think you completely missed the point. He was more worried about getting votes than actually helping his neighbors. He had the opportunity to actually DO something to help but he chose to TALK about his campaign.
NTV is a great neighborhood. Similar to NE Jackson, but with a lake, bigger lots, less crime and good public schools. This insanity with a crazy lady running around thinking she is the queen is over. New residents will now see the reason so many buy and stay!
I have met very few HOA board members that I liked. Most seem like total dbags.

6:11, I can think of nothing worse in this situation than for a lowly Representative taking charge of an HOA meeting and telling them how to run the meeting and whom to admit. Joel is easy to pick on, and this board would have skewered him had he done what you suggest.

Up until 2 years ago, we had a HOA board that acted in a similar fashion, "shut up and pay your dues" or "you don't need to know where the money is spent" and "board meetings are closed, you can not attend." Well, that response didn't sit well with me so, I got a copy of the rules, then went around and collected proxy votes from other residents in the neighborhood. I showed up at the annual meeting, used those proxy votes and threw out the entire old guard. It can be done, you just have to educate yourself and play by the rules. BTW, Board meetings are now open to any resident that wants to attend and the monthly bank statement along with an explanation of expenses is posted in a display case outside our office for anyone and everyone to see. Of course, we redact any account information. You should want, no demand transparency. But then again, you have to be willing to get involved!

@5:24. Maybe you have reading comprehension problems? Where did I say he ran the meeting or was in charge of anything??? I said the opposite!!! He did NOTHING to HELP. All he did was hand out his campaign brochures. 🙄🙄

Anyone that has a problem with that is part of the problem. Change requires people that are willing to fight against the things that are wrong. Stop trying to put anyone that is speaking up in a negative light. It’s not working- and makes you look bad.
This girl got assaulted by another board member the day after Mary Watkins got let off her assault charges in an appeal in canton county court?! Hopefully the judges read all of this.
