Huh?

The Jackson Mayor made this statement about the Rez at his press conference about the Jackson Zoo last week.




Jackson lost the Rez?  Is this some more of De'Keither Stamps's alternate history or did I miss something? For some strange reason, I thought that Hinds, Leake, Rankin, Madison, and Scott counties built the Rez.  Perhaps readers can help me out.

Revisionist history works well when speaking to folks who don't want to recognize truth and facts. The City of Jackson "invested in" the Res as a part of Hinds County. And one of its justifications/purposes was to be a source of water supply to the city - which it is. But for Baby Chock to think that "we" invested in it is more of the b/s that he likes to spout when speaking to those that want a radical new city.

Can someone tell me which part of the Reservoir is withing the city of Jackson? Jackson, by way of Hinds County, may have 'invested' and may 'benefit', but not a damned inch of the Reservoir is inside or touching Jackson. Maybe he thinks the Pearl River is the Reservoir.

Dumas Milner, Alvis Hunt, Warren Hood and Leland Speed Sr made the reservoir happen. The Pearl actually damn near dried up during summer. The reservoir was a must for the tri-county to grow.

in the early 60s the legislature created the pearl river valley water supply district. hereinafter the PRVWSD. the PRVWSD is an administrative agency of state government. this legislation that created it was introduced and pushed through by state senator john h stennis. the law firm if the good senator then got the contract to represent the PRVWSD and was able to shake down every buyer of property within the PRVWSD charging a fee to approve every lease transfer. if baby chock is looking for a rip-off at the reservoir, thats it.

Check you maps. Hinds County does extend into a portion of the Ross Barnett Reservoir. It is just a tiny sliver near the spillway.

In 1956 the Pearl River Industrial Commission was authorized by the Mississippi State Legislature to study the feasibility of development along the Pearl River basin near Jackson, Mississippi, primarily the creation of a reservoir through the construction of a spillway and dam. A hearing on the proposed development was heard by the State Board of Water Commissioners, as well as the Boards of Supervisors within the proposed district, and found that the project was a public necessity to compensate for the increasing demand for potable water (PEER report #471, 2004, page 3). As a result of that finding, the Pearl River Valley Water Supply District (PRVWSD) was created in 1958 to oversee construction and future management of the Pearl River Reservoir (later named the Ross Barnett Reservoir), its watersheds, and surrounding land. The reservoir project was completed 1965 following the construction of an impoundment of the Pearl River bordering Rankin and Madison counties.[1] The funding for the reservoir's construction was secured through bonds, which were to be paid off, in part, by taxes collected from municipalities within the newly formed district, as well as the city of Jackson, which would be drawing drinking water from the reservoir. The construction bonds were paid-off in 1992, and, since that time, the district no longer collects taxes,[2] rather relying primarily on annual lease fees from residential and commercial properties within the district for funding.[3]

The Ross Barnett Reservoir serves as the primary source of drinking-water for Mississippi's nearby capital city, Jackson.[10][11] A 1982 lawsuit was brought against the district by the city, successfully claiming that PRVWSD misappropriated tax collections from the city for purposes other than paying off the original reservoir construction bonds, including the funding of a district law enforcement agency. The bonds were paid off in 1992, and the district no longer collects taxes from the city.[12]

Has someone actually asked the Mayor/Administration where he got data to back up his Jackson lost ownership of the Zoo statement.

1. Exactly how did the previous President, in his 8 yer term, personally DIVIDE the U.S? Did he personally have anything to do with the 300 year in the making , racial problems in the U,S.? Racial divides and problems, designed, propagated, nurtured protected, promoted, professed, defended by the White ruling society? Specifics examples, or did he divide our country just by being elected by the mostly WHITE majority of voters..

Only last month I gave up and said move the Zoo. After hearing the Mayor, looking at the projected cost to move the Zoo, looking at the time it would take to move the Zoo, I have come around to leaving the Zoo where it is.

4. Yes the Jackson African American voting population controls political power in Jackson, in accordance with our Federal and State Constitutions. However, voters in Jackson CONTROL less than 1%, as far as my reading indicates, of the economic, investment capital and disposable income of Jackson. Not faulting anyone, just stating the facts.

5.The deterioration of West Jackson, Jackson, Hinds County and the State of Mississippi (by projection), has been studied, documented, reported and predicted by the Kerner Commission Report of 1968. The Kerner Commission for=med after the 1967 race Urban Riots in major U.S. cities.

Then President "Johnson asked for answers to three basic questions about the riots: "What happened? Why did it happen? What can be done to prevent it from happening again and again?"

The Kerner Commission, not Jessie Jackson, not Martin Luther King, not the Black Panthers, not the NAACP coined used the phrase "The report's most famous passage warned, "Our nation is moving toward two societies, one black, one white—separate and unequal." One Black and one White.

It was the state legislature led by Mitch Robinson and to a lesser degree Vaughan Watkins. It was Robinson's brain child since the great flood of 1927,finally got it done in the 60s.

The flood didn't have to affect Jackson to have an impact on someone from there. Robinson commissioned a study from the army corps of engineers right after the flood to dam the Pearl River. Look it up. Water for Jackson was a key reason but not the only reason. Flood protection and recreation were the other two main reasons.

We are all aware of the 2 major reasons that the Ross Barnett Reservoir was built. The first being flood control on the upper Pearl River, and the second being a source for the drinking water of the City of Jackson. But there was actually a third reason for the construction that never came to fruition: Commerce via a canal that would be built from the Reservoir west to the Big Black River once the Big Black River would be made navigable to the Mississippi River.

Many areas built reservoirs during that period. The thought was to treat surface water for metropolitan areas instead of ground water (wells). Jackson holds the water rights to feed the OB Curtis Water Plant. The whole reason for bringing together several counties was for recreation and to supply a steady water source. It has helped somewhat with flood control but it certainly has helped with providing pure fun and beauty.

The primary calling of a Community Activist is to be a Neighborhood Agitator. According to Sorrels' research in 1962, Mitchell Robinson first discussed the Pearl River in 1926 as creating an adequate water supply for the growing city of Jackson, MS.

Simply because one deals directly with the racial divide that has been a part of this country even before it's inception does not mean that the same person invented the problem. To say that Obama divided the races is like saying that there was no rabies before Pasteur. Obama did not bother to bleach himself or to deny that he was black. Yes, the city limits of Jackson do extend into the Reservoir, about 25 feet. That also includes about a 50 yard section on the upper spillway road and 100 yards on the lower road. Please don't tell Choke because if he finds out he will send units out there to set up radar. He would much rather collect from Madison and Rankin County residents than the fine upstanding shooters of Jackson.

4:02, if you are going by the maps available from Google, you need to check the absolute accuracy of how intersecting lines show - and understand that such maps are not the determinative fact on where points on land actually exist.

The intersection of Hinds, Rankin and Madison Counties occur on the spillway basically at the spillway (the original riverbed of the Pearl.) Jackson city limits extend in a point at this location, which is on the dam, not in the water. It may appear to be extending into the water on some maps, but the actual city limits don't touch the main body of water of the res.

allow me to add more confusion:

Jackson's O.B. Curtis water treatment plant is located wholly in the city of Ridgeland, county of Madison.

The intake for the O.B. Curtis water treatment plant IS NOT in the Jackson city limits. The plant also serves the Nissan plant. Didja know that Nissan pays CMU (Canton Municipal Utilities, small world, huh) who then pays the cit of Jackson?

This is why, IMO, that Jackson had issues with lead recently. Nissan (or basically any industry) does not like hard water and Jackson reduced the mineral content of the water to benefit Nissan. When you reduce the mineral content, scale no longer covers the soldered joints, which causes the leaching of lead.

Anyway, the city limits of Jackson does indeed "extend into the water" of RBR, but at a point about half way down the ramp to the Hinds County side of the back of the spillway. The point at which the Hinds, Rankin and Madison Counties converge is just east of the dam about 2-300ft into the water and almost half a mile from where the intake structure is.

There were never any, at any time, inklings that they city of Jackson owned, was going to own or almost owned any part of the actual reservoir.

8:51, the OB Curtis water treatment plant is located south of the dam, where the west ramp leads to the roadway. There is an intake structure in the res that is part of the treatment plant, but it is not in the city limits of Jackson. The structure you are talking about that is in the main body of water controls the spillway - its not part of the water treatment facility.

9:27 p.m., that's a nice map, and it does show that the NE point of the city limits of Jackson is on the spillway road. If you were posting this to claim that the city limits extends into the body of water, you fail.

Again, maps are indicators; actual survey boundries are the determinators. If you are interested in purchasing that sliver of water that you claim is in the city limits of Jackson, please give me a call; I'll make you a great deal on it - along with the a great bridge out west.

Many have correctly stated Rez was to be built to help with flood control for the entire basin. Big problem was that the construction did not match that objective, that is why down stream is loosing it's river banks at a alarming rate.

And now they want one/two lake that would dry up downstream and cause major industries to close.

It's insane to suggest Jackson 'extends into the reservoir' because they have some sort of apparatus or equipment on a concrete jetty positioned next to spillway road. But, if that's the case, then Jackson State owns part of the reservoir since they have some sort of gauges and measuring devices on a concrete platform a mile northeast of Lost Rabbit.

We learn more every day about our reparations debt.

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Jackson Jambalaya is the home of Trollfest '07. Catch this great event which promises to leave NE Jackson & Fondren in flames. Sonjay Poontang and his band headline the night with a special steel cage, no time limit "loser must leave town" bout between Alan Lange and "Big Cat"Donna Ladd following afterwards. Kamikaze will perform his new song F*** Bush, he's still a _____. Did I mention there was no referee? Dr. Heddy Matthias and Lori Gregory will face off in the undercard dueling with dangling participles and other um, devices. Robbie Bell will perform Her two latest songs: My Best Friends are in the Media and Mama's, Don't Let Your Babies Grow up to be George Bell. Sid Salter of The Clarion-Ledger will host "Pin the Tail on the Trial Lawyer", sponsored by State Farm.

There will be a hugging booth where in exchange for your young son, Frank Melton will give you a loooong hug. Trollfest will have a dunking booth where Muhammed the terrorist will curse you to Allah as you try to hit a target that will drop him into a vat of pig grease. However, in the true spirit of Separate But Equal, Don Imus and someone from NE Jackson will also sit in the dunking booth for an equal amount of time. Tom Head will give a reading for two hours on why he can't figure out who the hell he is. Cliff Cargill will give lessons with his .80 caliber desert eagle, using Frank Melton photos as targets. Tackleberry will be on hand for an autograph session. KIM Waaaaaade will be passing out free titles and deeds to crackhouses formerly owned by The Wood Street Players.
