I found this very interesting. Admittedly, I have not done a ton of research on this topic but listening I thought of two solutions that could possibly help. The first one I thought of, I feel has tried to be implemented but could be improved upon. There needs to be tremendous incentives for new teachers to work in districts such as JPS. Perhaps student loan forgiveness, future funding of masters degrees, etc. The second thought is the community needs to step up and offer free after school programs for middle school and even high school students. I feel that this could help even beyond pure tutoring and easier to find volunteers to help (no need to understand subjects). I believe the biggest reason parents choose private over public is safety. That is why you find a group of parents send their kids to public elementary but then move them to private HS. A lot of the safety concerns come from students in working families not having any supervision after school is out.
For some odd reason, and this wasn't the case in the relatively recent past, everytime you post a recording I can't "see" the player much less click/tap on it to listen. I thought it might just be my iPhone, but the case is the same on my iPad as well. I even messed around with Safari settings to no avail.
