A deal is a deal and we are sticking to it. So said the Mississippi Development Authority to developer Andrew Mattiace. Mr. Mattiace asked MDA to modify its approval of a $30 million sales tax rebate for his Renaissance at Colony Park project in Ridgeland. Mr. Mattiace is attempting to build a Costco at the site amid opposition from nearby residents.
The developer apparently requested an extension of the deadline for the completion of the project. MDA regulations state the project must be completed within two years of when the certificate was awarded unless MDA grants an extension. The original completion date was June 10, 2016 but MDA extended the completion deadline to June 10, 2020. The letter to Mr. Mattiace (posted below) states that Mr. Mattiace requested the later date of either two years after all court fights and appeals periods or June 10, 2020.
Mr. Mattiace also asked for permission to sell some of the parcels to third parties. However, the MDA tourism sales tax rebate program requires the holder of the certificate to own the properties upon with the sales tax rebate is based. MDA also refused a request to place some of the incentive payments into a separate escrow account for "the benefit of the city of Ridgeland".
MDA thus told Mr. Mattiace and his two partners, Buster Bailey and Jim Barksdale, that its not granting any more favors.

Trollfest '09
Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).
Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.
Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".
In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.
Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

A state takeover of Jackson or a federal takeover of Mississippi would only treat the symptoms of the problem. It's like only blaming the teachers when the kids can't read or stay out of trouble. THE PROBLEMS START IN THE HOME, NOT AT SCHOOL.
As long as Jackson residents elect officials that are more interested in stirring the racial pot and/or lining their own pockets than effectively running the City, things will not change. A State takeover is a short-term solution. Similarly, as long as State officials are more interested in getting re-elected than making tough, meaningful decisions, Mississippi won't move from the back of the bus. It's really not that difficult to understand.
So, let me get this straight: Jim Barksdale's legislative water carriers complain that this specific program takes money from our schools. Yet he not only uses the program, but tries to make the terms more accommodating. Surely, someone somewhere in the MSM would be interested in that. Maybe they could get a quote from the Democratic leaders (Baria or Hughes).
NEJackson is the next South Jackson. The decay is already well underway.
Hughes as a "Democratic leader" only reinforces how impotent the party truly is.
I will never understand the disdain this fan base has for Mr. Barksdale. He has given so much to the State and to education in particular and is not deserving of your criticism.

But, when he pushes the K-12 Kumbaya Crew who complain about this program - and then he tries to use the same program to make money - the hypocrisy is a too much to overlook. Essentially, he is saying "tax breaks for developers hurt our schools. I'm a developer and I want a tax break; but can you give me some extra considerations also?"

I don't understand the vitriol for Buster (and to a lesser extent, Barksdale). Buster is one of the nicest gentleman that I have ever known. What he as done in the past 15 years since the S & L screwing he took, is truly remarkable. I've know Buster for 20+ years and know of no one who has done business with him who does not have the utmost respect for him. I suspect the root of this anger toward him is jealousy.

@Jim Galloway. Without the development, there will be $0.00 in the state treasury to be raided. The $30 million you refer to would only exist IF the development occurs. So, its not raiding the treasury for a developer - realize this is a difficult concept for some to absorb that don't like to deal with details and facts, but maybe you ought to try.

I'm sorry you have such a high opinion of him but you need to check around and talk to people who really know him. He is using Jimmy Barksdale and Mattiace to get his projects completed---he would not give either one of those guys the time of day if he did not need them for his ultimate goal. One day it will come out what kind of person he really is and I can say all this because I know him very well !!!!!

Sometimes the anonymity allows people to be just plane hateful, but sometimes it affords people an opportunity to be more honest. With the good, there is always the bad. The point is, one really shouldn't criticize others for a behavior while engaging in that exact behavior. Pot/kettle.
Anyone ever wonder how Buster got all the land along Highland Colony Parkway? A little history behind Highland Colony Parkway is that the Parkway was built through assessing adjacent landowners for the cost of building the parkway. A number of these adjacent landowners were farmers that could not afford the excessive tax assessment increases. Therefore, they had to sell their remaining land to avoid the taxes. Guess who was right there to pay farmland prices to the farmers for their remaining land. That's right- Buster Bailey. He is now enriching himself selling commercial land at the expense of the farmers.
