MBI declines to investigate police chase.

The Mississippi Bureau of Investigation took no action against the Madison Police Department after MPD engaged in a high-speed chase in Jackson in February 2014. 


Madison police said on February 23, 2014:

Madison Police Department began investigating a string of auto burglaries that occurred in the City of Madison on Saturday February 22, 2014.  During the course of the investigation, the department began receiving information from credit card companies that the stolen credit cards were being used in various locations near the Countyline road area.  Madison Police Department, along with the Ridgeland Police Department and Jackson Police Department, attempted to locate the individuals responsible for the auto burglaries.  One of the locations where the stolen cards were used was the Target store located on Countyline Rd. 
 Officers were able to obtain suspect descriptions along with a vehicle description with the assistance of loss prevention and video obtained from the business.  On February 23, 2014 at 1252pm, the Madison Police Department received a call from the Target store (County Line Road) stating that the suspects were back at this location wearing similar clothing and they were driving a vehicle matching the vehicle used in the auto burglaries on the previous day. 

Madison police went to the Target store.  Several police sources said there was a JPD car in the parking lot but it was an unmanned decoy .  Madison police chased the suspects on the interstate through Jackson. JPD sources said officers were en route to Target when the chase began.  The suspects crashed into a building that was ironically owned by the Madison city attorney's family.  JPD sources said the chase at times went over 100 mph.  The chase ended at the intersection of Gallatin Street and Oakdale Streets.  The suspects were arrested and prosecuted.  The convicts are:

*Cedric Cason.  Age 29. He was convicted of several counts of auto burglary, credit card fraud, and conspiracy.  He will be in prison for 15 years. The auto burglary charges were given seven year prison terms but were to be served consecutively.  

*Lemoyne Mays. Age 35.   He was convicted of several counts of auto burglary, credit card fraud, and conspiracy.  He received seven years each for the auto burglary charges and one year for the credit card fraud.  However, he must serve each sentence consecutively so he is in prison for fifteen years barring reductions or parole. 

*Yvette Blanchard. Age 48.  She pleaded guilty to conspiracy to commit credit card fraud and auto burglary.  She was sentenced to one year in prison. She was not present at the Target store or involved in the chase.  She was later arrested at a motel after further investigation.

However,  then-JPD Police Chief Lindsey Horton announced he would ask MBI to investigate the chase. Copy of Chief Horton's statement. 

Several sources from various law enforcement agencies said a meeting was held at MBI with JPD, Madison PD, and MBI in attendance.   Horton never issued a written request for the probe.  However, MBI declined to investigate as it said there was no law preventing Madison PD for making such a chase.  No further action was taken. 

Kingfish note: It should also be noted that Chief Horton told Madison PD representatives when he entered the meeting "I left the barber shop from getting my hair cut (around my ears) so I could hear the apologies.  Needless to say, no one was impressed by such statements. 

Compare this prosecution and sentence to Broderick Robinson and other Jackson hoodlums in Hinds County.

No. Just the media never did update the story or come back to it later so I decided the story needed to be told.

I'm glad no one was killed. During the holiday season years ago, one of my friends was killed in a police chase down County Line Rd. They were after young folks ( white) who had stolen a car.
How odd I was thinking about her when I read this.
Then a few years later , a second friend was killed in the chase of an attempted but failed check forgery.
Upping the ante for the added charges attached to flight hasn't worked well. Putting the public's life at risk over crimes about money and property continues even when the suspects can be easily arrested later.
The event triggering the chase most often provides all the identification/ evidence needed, but that isn't considered in the thrill of the moment.
I don't think all the property stolen in the years in between more valuable than the lives of my two friends or the inconvenience/loss of property to those who were robbed nearly matching what these two ladies' families have had to bear.
But, that's just me.

I have lost two friends in police chases and I am not the one posting above. I believe whole-heartedly in getting the perpetrators, but sometimes a high-speed chase does kill someone not involved.

Not to condone anyone's actions here, but not too sure why the "dummy vehicle" plays such a role in this narrative. Is it because Madison PD though JPD was on the scene? Did they have contact with JPD after reaching the parking lot? Are outside PD's required to abide by JPD's recommendation regarding chases within the City Limits?

Where did those arrested go after their arrest and what is the current status of this case?

No, unfortunately, not just them. Too many try to use some form of illogical "balance" to weigh actions. They are the same that will forfeit their freedoms for the "feeling" of security.

I don't think either of these people were your friends. Your attempt to equate their lives with the value a inanimate property tells untold volumes of either what you think of friendship OR human life. Regardless, blame is placed squarely on the thieves. If a LEO kills some innocent bystander in a chase, then their actions should be reviewed for negligence. It might just be an accident caused by the situation. Modern America's desire to place blame for everything and misplace blame for what really should be looked at is based in the liberal notion of equality. Any time you can quantify that which is not quantifiable, you get to make up your own rules.

I mentioned the race of the people being chased in a stolen car that killed my friend so that some of you might remember that not all those who commit crimes are black, but that also, in some chases, not all the passengers in a stolen car know it's been stolen when they get in.

So, think white teenagers where one guy steals the car and the others don't know.

Think a teenager driving whose father told him if he got one more ticket , the keys would be taken away. That actually happened too but fortunately he had dropped off his date.

Think unaware, innocent passengers in the car and innocent bystanders dying. Happens in car chases. So people die for property and something as dumb as a speeding ticket 'cause teenagers are stupid.

Real life is different from TV and the movies.

Criminals have to have some safe place to run to hide from the law. Around here it just happens to be Jackson. Since the majority already "stays" there it makes sense. Getting closer to the time we need to build that fence around Jackson.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
