The Mississippi Department of Human Services issued the following statement.
A Madison County, Miss. resident, has been arrested and later pled guilty to SNAP fraud following an investigation conducted by the Investigations Division of the Mississippi Department of Human Service (MDHS).
Madison-Rankin Counties District Attorney John K. Bramlett, Jr., announced that Sabrina Catchings, 28, of Madison County pled guilty to welfare fraud before the Madison County circuit court on January 14, 2022. Catchings was sentenced to serve three (3) years in the custody of the Mississippi Department of Corrections (MDOC), three (3) years suspended, and five (5) years supervised probation under the direct supervision of MDOC, permanently disqualified for any participation in the SNAP and/or TANF program, as well as full restitution in the amount of $30, 954.00. Catchings received $30 954.00 in SNAP benefits between May 2017 to March 2021 by not reporting household composition and income accurately
The case was investigated by DHS Investigator Nicholas “Ryan” Stokes of the MDHS Investigations Division.
The Investigations Division is a subset of the MDHS Office of the Inspector General (OIG), which was created in August 2018 and charged with detecting, preventing, and deterring fraud, waste, and abuse. OIG has been responsible for millions in dollars collected from SNAP overpayments.
“This investigation and ultimate prosecution demonstrates the controls we have in place to identify, investigate, and eliminate fraud in our programs,” MDHS Executive Director Robert G. “Bob” Anderson said. “This is also a great example of cooperation between our county office, investigations team, and local law enforcement.”
Suspected fraud can be reported to MDHS online any time by submitting the MDHS Fraud Tip Form at https://www.mdhs.ms.gov/

a drop in the bucket
So Brett Favre takes over a million dollars in welfare money and gets off scott free. This lady takes 30 grand in FOOD over 4 years and gets the book thrown at her.
That is messed up.
@10:11 She willfully, fraudulently committed a crime.
Good possibility Bret did not know his fee was stolen money. Bret did pay most of the money back.
Do not think the state is finished with Bret so stay tuned.
That's Madison County for you. That's nothing compared to Nancy New and her crew. Where is Phil Byrant? How did Phil and Tater Tot manage not to get any of the money meant for poor women and children?
10:11 you are an idiot are just choose to be dumb. Favre was paid by people who stole the money same as Marcus Dupree they did not commit fraud. Favre has paid the money back. This lady evidently knew that she was committing fraud and has admitted to her guilt by pleading guilty. It's better to remain silent and look like an idiot than it is to speak and confirm you are an idiot.
How is she the only one? Please MDHS, get off your ass and stop this fraud.
This is not confusing or newsworthy ...nor is it a notch in someones belt. Great job SHAD, you busted some gal over bad paperwork and some rat she knew. Meanwhile our local officials RIGHT HERE under your nose are stealing us blind and you do nothing. I imagine the tip line is working ? You will not be Governor, EVER, if some elected heads in Hinds don't roll here pretty quick.
Meanwhile M-BAR got a permit to expand without ANY notification to surrounding land owners. Now how did that happen ? wink wink
Favre still owes the state over $200,000. He took money for work he didn’t do. Seems like the definition of stealing to me, but I’m not a politician who needs a celebrity friend.
11:13 - and 10:08 for that matter. Read the last sentence in the MDHS release. Since you are aware of all these other cases, report them to MDHS so they can deal with them.
Oh, you don't have any specific examples, this is just what you assume? Frankly, your assumption may be correct; probably is. But, without folks like you that know about all these other cases reporting them, the folks at MDHS have to find these individuals one at a time and prosecuting them locally.
So - call that number. Tell the folks at MDHS about who you know that is committing similar crimes.
1123, Shad is not a part of this. Love the fact that you are looking for another way to attack him, but next time at least bother to read the information provided.
This was done by MDHS, which is not the MDPA.
If Favre should go to jail for taking money for work he didn't do, then go down to the state capital and arrest 95% of those members cause they haven't done anything worth their compensation in decades. Just a handful of people do the work and the others just get a check and a slurpee.
You gotta be pretty dumb to think three with three suspended equals having the book thrown at her.
You gotta be pretty dumb to think three with three suspended equals having the book thrown at her.
12:31 : At the end of the day they are all eating from the same buffet.
@10:11 AM, you're exactly right. In Mississippi politics the rich can do whatever they want, but the common man is just the target for politicians looking for the next step up.
2:42 : Humans have been crawling over the top of each other for profit since there was profit. To suggest that greed only resides in the rich is more or less just dumb. These elected need "common man" to pull off much of what they do. Joe Biden was re-elected how many times ? It's the ignorance of the "common man" that puts these folks on high in the first place.
Shad spends about 50K of State resources to recover 30K of
fraudulent DHS benefits.
????
Yet he could have gone after and (easily caught) some
locals that took advantage of, and received over 150K in fraudulent MDES Unemployment payments during the extra covid Unemployment crap.
Yes,I can say that ... at one time I also investigated fraud for a related Mississippi State Agency.
It's very easy for a State Employee trying to do "the right thing"
to become very jaded when said agency executives ignore their hard work trying to recover 150k ... but make a big deal (and call a press conference) about recovering only 30K.
She got time for getting food for her family while the Colemans, News, Brett Favre, and the Feel connection stole hundreds of millions and will never serve a day in jail. That is how corrupt this state is.
Wow. Talk about stepping over dimes to pick up a penny. Going after poor and middle class citizens for a few grand while overlooking the big shots who rip of the state for 6,7,8 figures.
I feel bad for this woman.
@ 5:27 - I'm sure you made a great state employee investigator based on your perceptive understanding and reading skills.
Tell us how you figure SHAD spent $50k going after $30K when looking at this case.
Try again - here is the quote from the post above which is the press release from the Dept of Human Services, not from Shad or the Dept of Audit.
"The case was investigated by DHS Investigator Nicholas “Ryan” Stokes of the MDHS Investigations Division.
The Investigations Division is a subset of the MDHS Office of the Inspector General (OIG), which was created in August 2018 and charged with detecting, preventing, and deterring fraud, waste, and abuse. OIG has been responsible for millions in dollars collected from SNAP overpayments."
Now, if you are having problems still, read the first sentence slowly. The two names that did the investigation are given, followed by the words "OF THE MDHS INVESTIGATIONS DIVISION".
Yes, glad you are no longer wasting our tax dollars that were going to your salary, since you evidently have a basic comprehensive deficit. But thanks for your insightful commentary.
606, what makes you think she was getting food for her family? The fraud was that she made up her family members, and lied about her income - which would have disqualified her for the benefits. Your bleeding heart assumes she even has a family, and doesn't consider what her income actually is. I guess you think anybody that wants to receive SNAP dollars should be able to get them, no matter their income.
And - if you believe that those you named are all getting by and will never serve a day in jail, you're a fool (which of course, are born every day.) I don't believe Farve will because he broke no criminal law, or at least has not been accused of doing so as of yet. But I wouldn't place bets on the News, and others directly connected to that scam won't avoid the pokey. As to Coleman, other than supplying falsified audit reports to the state and the bank, I'm not sure that there is a criminal violation there either. Crappy business practices, yes. Same can be said of the farmers that dealt with the company, especially after they were warned last year when their checks were bouncing across the delta.
712 do you know this woman? Do you know of her personal finances? Your statements would indicate that you do, but I'll bet that dime that you claim is being stepped over is that you have no knowledge.
Just because she was stealing money that was meant to go to poor folks doesn't mean that she was poor. Just look at Nancy New, etal, and the money that they stole (or at least, have been accused of stealing). She certainly was not poor but it didn't stop her from raiding the treasury of funds that were meant for the poor.
Love the bleeding hearts here - assume that she's poor and downtrodden, looking for food for her non-existant family.
Frankly, I want them picking up the dimes and the pennies. If it is being stolen from the public funds, get them all. The ones that steal five hundred and the people that steal five hundred thousand.
You people are funny. You pick and choose what you want to believe based on what you’re told or what’s reported in the media. You slop it up like pigs. None of us have a clue what’s actually going on with Favre, the News, this lady, etc., yet you all want to talk like you are subject matter experts. What if, just what if Nancy New is innocent? If the facts, if they’re ever revealed, prove that, will you accept it? Many of you want to defend Brett Favre. It’s pretty damn clear he was paid for work he didn’t do. Yet, he gets a pass because he could throw a football. This lady admits to theft, and several of you want to excuse her actions. Yet, none of us know what really is going on with the Nancy New deal but we’re all certain she’s guilty. It’s funny reading how you folks pick and choose what you want to believe is true.
The point is the state is going after obvious poor people rather than rich people who steal more money. It’s not that what she did is right, it’s just unjust to single out the poor because they can’t defend themselves and aren’t connected to the good ol boys network.
Agree with 12:31……this isn’t Shad’s work. If he was leading this charge, you can bet your backside he’d be commending himself and telling us all about it.
Nothing against MDHS, all agencies want to shine when the Legislators/Senators are in session. “ look what we did y’all” all year you arrested one lady for SNAP fraud”!
It would be nice to justify your jobs at MDHS! Give us a complete list of all the arrest and convictions you had in the last year!
I worked in State Government for over 30 years, I know how the press releases work! Blowing smoke up the legislators/ Senators legs!
DHS could offer rewards for information of suspected fraud, naw, that would require too much work and ingenuity.
We do have some great and generous people that work for DHS ask Nancy New!
11:11 - Unless you know her personally, how is it you manage to refer to her as poor? I'd bet a dollar to a hambone that over 60% of those getting SNAP benefits in this state are lying about income and how many people stay in the household with income of one sort of another. Having worked for a state agency for 25 years, I can say with certainty that most of the population served know the rules (and how to manipulate them) better than the employees in the administration side of the programs.
With all the entitlement programs we have, plus Uncle Joe's new system of paying people not to work, there is no incentive to work. But there's a lot of incentive to steal.
I do know she is poor and so do you, 11:11. You sound like someone born on third who thinks he hit a triple.
"She should just pull herself up by the bootstraps!" - Someone who has never had to do that thanks to daddy.
So many experts on so many subjects on JJ. Thank God we have it.
If KF really wanted to make this site interesting, everyone would be required to provide their name. Let's see how many keyboard bad-asses openly comment then.
1:33 : Yet here you are Anonymous Smith ?
"I do know she is poor and so do you, 11:11. You sound like someone born on third who thinks he hit a triple."
At least I'm on base. You sound like somebody born in the dugout who hopes one day the coach will put you in the game.
PS: She ain't 'poor', according to the regulations. If she were, she would not have been arrested.
