Emergency contract bans most garbage cans.
Will the whatever time be a charm for Jackson Mayor Chokwe Antar Lumumba? Hizzoner placed the matter of awarding an emergency one-year garbage collection contract to Richard's Disposal on the agenda for Tuesday's meeting of the Jackson City Council. The resolution and proposed contract are posted below.
Contract Highlights
* Contract term is one year and terminates on March 31, 2023. The contract may be terminated on sixty-day notice.
* Garbage collection is twice per week.
* Yard debris (p.7) is collected once per week.
* Rolloff services occur once per month. Richard's delivers a 30 cubic yard container to each ward.
* House count is 53,869. The house count is based on Waste Management invoices and includes vacant houses.
* Richard's Disposal will NOT provide garbage cans (#7 on p. 9)
* The order states the monthly rate will be $15 per "residential unit" based on the house count. The monthly cost will be $808,035. The entire cost of the contract is $9.7 million.
* Richard's Disposal must provide a $1 million performance bond.
* WHOA: WHAT IS THIS? First definition on page 5:
APPROVED GARBAGE CONTAINER: Approved garbage container shall mean a bag (so long as it and its contents do not exceed sixty pounds) or a metal or plastic can not less than ten gallons nor more than a 30-gallon capacity, fitted with a closely fitting cover.
Section 7.5 states "Contractor is not responsible for collecting garbage from residential units that is not contained within an approved garbage container."
Home Depot, Lowes, Walmart, and other stores sell outdoor garbage cans that only range from 31-96 gallons. A 20-gallon outdoor can was available for sale at some stores but it's a safe bet that there is not enough inventory of such garbage cans to supply Jackson.
The order thus bans Richard's Disposal from collecting garbage from most homes. More than a few people have purchased the 65-gallon Toters at Home Depot or Lowes. The smallest Toter garbage can available for sale as the Toters are sold in 32-, 48-, 64-, and 96-gallon sizes. The popular Brute is a 32-gallon garbage can. If one prefers the nostalgia of those pretty galvanized steel cans, put those feelings aside as that can is 31 gallons.
Was the contract sloppily drafted or is a future change order directing the sale of the coveted 95-gallon garbage can in order?
The language will probably be amended to include most garbage cans. However, the discussion goes Tuesday, expect more fireworks.

The garbage can size limit standing alone is sufficient reason to reject the contract. Surely the mayor is aware of the burden this restriction puts on his constituents. If not, he must not be accustomed to taking garbage cans to the curb.
There are only two options as to how this came to be: (1) egregious incompetence; or (2) subterfuge. There is no good faith explanation for these shenanigans.

14.2 is interesting. I wonder if that is standard language in all garbage contracts? If the contractor has to empty his trucks somewhere and the city is paying for the dump fees, why is the contractor entitled to tack on a "reasonable margin"? The contractor is not adding any value to this portion of the contract so why the extra compensation?
Even if approved Richards couldn't continue this service after a year (unless Lumumba continues the "emergency" into perpetuity) because Richards wasn't the cost winner in this mode under the RFP.
The bad faith and animus of this actor, as evidenced by Ridgeland Omari's rush to scold verbally other elected officials in a public setting, will be his undoing.
If only Lumumba worked as hard to do ANYTHING beneficial for the city of Jackson as he has to steer this contract to Richard’s.

Sadly, the mayor is spending his time trying to push this buddy buddy deal through while it is FAR from the most pressing issue in his city. #perceptionofleadership. Does no one within the city itself have the testicular fortitude to stand up to him and call him out on it? Surely someone with the funds and leadership ability wanting Jackson to succeed could do this.
From everything I've read, Richards has no landfill, so where are they going to dispose of all of the garbage?

If the 96 gallon carts are not required under the emergency contract, shouldn’t WM be awarded the emergency contract? They were deemed to have the highest score for twice a week pick up with no carts under the RFP.

Im going to stop that race card throw right there. You're saying the people outside of Jackson hate him because he is black. Well, why is he getting the amount of scrutiny he is receiving and not any previous administration? What about Stokes? He seems to be a light in the darkness. Lumumba | Fact: The contract would include twice a week pick up and with a cart to make the City more sanitary and remove the eyesore of multi-colored garbage bags in our neighborhoods. The cart option was selected by the City Council after discussion with their residents.
What is a fact is that Lumumba has heard loud and clear, repeatedly and overwhelmingly, including at the various town halls rhetoric sessions that he conducted, that Jacksonians DO NOT want the 96-gallon cans.

Read second to last sentence in 3.4. It is completely subjective. Says if a resident has put too much yard debris out for pickup (as ostensibly determined by those picking up garbage that day) that none of the debris has to be picked up.
Read 10.2. Talk about a poison pill for the City Council. Any council member who votes for this contract with 10.2 in the contract it out of their minds.

No worries about what to do with the 96-gal carts...store them in one of your nearby potholes as they should fit perfectly. They can also double as a sewage collector.

I grew up in South Jackson and currently live in a neighborhood in Pearl. I regularly deride the incompetent mayor of Jackson. And my skin is darker than his. Please tell me exactly why I criticize him?

The no more than 30 gallon cart item was in previous versions of the Richards contract. Not just this emergency contract.
Regardless of how inefficient he is, 9:24 will always worship Choke because they have similar skin tones.

How much will it cost to replace the provided individual trash containers, because THEY WILL be stolen. They will probably require that you buy the replacement cans from the trash company at inflated prices.

From an earlier post: The actual cost per cart is $56 but the city will pay $16.80 since it is buying in bulk. A customer will get a free replacement. However, the second replacement will cost $90. Cascade Cart Solutions of Michigan will provide the carts.
The $90 is a good bit cheaper than it is at Lowes or Home Depot where it is $136.
9:24 : I know you don't believe a word you are saying. And in reality to be fair, folks in Pearl have nothing to brag about. Pearl loooks the same it did in 1980 asides from the ball park and surroundings. The golf course and park is still crappy......you still have to go past the airport for NEW things...the tri- county area is still the festering boil it was when I was 15 and it ain't changing.
Waste Management also only had to pick up yard waste once a week per contract, but they always did it both days in my neighborhood. I hope Richard’s will as well.
Since curbside recycling was discontinued I regularly put out 5-7 cans total per week, excluding yard waste. Based on the number of collections/week at my location over the contract period (101 total collections), RD will make $1.78 per collection. Good luck with that.

Item 20 on tomorrow’s agenda is asking for $149,552 to give 100 kids a $1 raise (from $7.25/hr to $8.25) for the summer youth employment program. Not sure how they are going to get each kids to work 1,495 hours during the two months of the program. Those 25 hour work days would be too much for me.
And #23 on the agenda- $9k to cut down the oak tree at 802 north state street. Wonder how many quotes they got.

The challenge:
A garbage can "Not more than 30 gallons nor less than 10 gallons, with a tight fitting lid".
The Solution:
Take a single 32 gallon garbage can. Cut it in half around the circumference. Place the top half onto the bottom half. Put your garbage in it. Fit the lid.
The bottom half carries the load. The top half handles none of the weight. It's a true Marxist solution.
This is better than any Netflix series. Lawsuits, flaring tempers, bribery claims, drug allegations, and booboo smearing. Jackson's leadership is a complete dumpster fire.
