PERS watchers will have to wait a few extra months to learn how well the retirement system performed last year. PERS will release the annual valuation reports in December. The reports are traditionally released in October. However, such will not be the case this year. The reports provide valuable information on PERS such as funding levels, rate of return, and the retiree population.
It is not known what the PERS rate of return was last year. However, the S&P 500 had an approximate rate of return of 9.2% form July 2018 to June 2019. Thus the markets were probably kind to PERS.

Trollfest '09
Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).
Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.
Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".
In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.
Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Boo Hoo. In the private sector we put up with the same shit, with fewer paid holidays, and all we have is what we saved for ourself. The Mississippi taxpayer doesn't owe you shit. You can have back whatever you contributed if PERS still has it in their coffers.
The PERS underfunding keeps growing and one of the reasons is a bill passed in 1999 (HB 472), changing the percentages on both monthly benefits and the annual cost of living adjustment. Retirees who had been receiving PERS payments for years had their income recalculated and most got an upward adjustment. In addition, the COLA which was set at 3% annual had the compound feature added for persons above 55 years of age. PERS employees at that time told the legislature and the analyst(s) that this would be unfunded and make the funding gap larger but what did they know. This one bill is not the only reason, but it does need to be revisited and those adjustments made reviewed. But because individuals are already receiving retirement and because the ones under the dome want to stay there it ‘ain’t gonna happen’.

Yes, the Mississippi taxpayer does owe us, they don't owe U shit, but the State Reps in the Legislature
offered the employees of Community Colleges, DOT, School Teachers, etc. the PERS employment contract.
Now if they change it for NEW employees starting 1 January 2020, and go to a 401K or similar system, cool. That will be what they agreed to at start of employment. We want and will get what we were promised under contract. Save up.

I've got some bad news for you. The elected officials from 1984 are gone. And in 2020 they can be replaced with people who will do current tax payers a favor shut it all down. And good riddance to bad rubbish.
On another note. Not all State employees are making less than private sector workers these days. If your supervisors aren't following the MSPB guidelines and you're not getting your 6% every year, then you must not be very productive. They get raises and promotions for the workers they can't afford to lose. Not so much for dead weight that they can't fire.

I've got some bad news for you too. The loan officer at TRUSTMARK that approved my 30yr mortgage 20 years ago is gone also, I still owe the bank the principle and interest I contracted to pay them till I pay it off.
Start a new plan for new hires today, we fulfilled our end of the contract under the plan we were offered.

A building mortgage is a tangible asset that is transferable and has value for as long as the building remains habitable. Your labor from the past is no such tangible asset.
The biggest problem with PERS is that it is run by a bunch of country fried rubes who have no clue when they are being bamboozled by city slickers. I wonder how many times the PERS board bought the Brooklyn Bridge before they caught on to that old con?
The belief amongst PERS retirees that they can not be forced to take a haircut is pure folly.
The only thing more abundant on here than anger/dislike for police, firemen, mayors, councilmen, water department employees, highway workers, teachers and other members of PERS is ignorance.

There is no such thing as an MSPB guideline of 6% every year. Pay=grade tables have NEVER been funded and NEVER will be. Many/most positions go years without any increase and when an across the board is granted, eventually, it might amount to 2 or 3%. Where do people get this crap about SPB auto-raises or even periodic increases? They either make it up or hear it at church.
And if your retirement is based on 'what you manage to save up' you made that choice on your own and might have changed jobs thirty years ago that offered a savings plan.
