Hearing for MadCo Land Use Plan Thursday

The Madison County Property Owners Association posted the following statement on Facebook. 


The MCPOA is sharing the following information so that you are aware of proposed changes in the unincorporated areas of Madison County.

Please be advised these following proposed changes are being considered by the county:
MC ZONING ORDINANCE
COMPREHENSIVE PLAN
ZONING MAPS AND LAND USE PLAN

The documents are online for your review as of Friday, Oct 18. As you will see most of the zoning changes involve the Gluckstadt area.

All approved zoning and ordinance changes made by the Supervisors will affect all residential and commercial property in the unincorporated areas in Madison County.

What is happening?

The county has been working with CMPDD for about 2 years to update the county zoning/ordinances and the county land use plan. The Supervisors hired and directed the updated content and were told process could be about 2 years. The changes made at the County level usually average once every 5 years. The last changes are posted on the county site are: Comprehensive plan – 2013. County zoning ordinance – 2011.

Several thousand $$ are paid for these recommended updates.

The Zoning Administrator now has the content ready for a public meeting, citizen review etc. Any recommendations made at Planning/Zoning will then be presented to the MC Supervisors.

COMMENTS: Citizens should attend or ask someone to speak for you if you have comments, concerns or questions.

The actions of the Planning/ zoning commission will then be recommendations passed onto the Supervisors in a future meeting.

This is your only opportunity to publically comment and be on record.

Record of comments: Any comments maybe requested to be entered into the minutes. Citizens should provide a copy of written comments to the commission and Attorney make such request when at the podium. Citizens may submit comments on behalf of another person, also asking these be entered into the minutes. **Action must be requested from the podium at the meeting **

Public notice was served recently in the local newspaper as required by statute.

**Some areas will be rezoned to a new type of zoning**

Some of the proposed changes for Residential are:
(NOTE: this does not include all proposed changes. Please review documents online)
Home occupations (Operating business from home)
Horticultural business (in R1 Estate zoning)
Limiting size of US Flag displayed
Limiting height of flag pole to 15 Feet (This should be updated to 20 Ft)
If Business operated in the HOME, ONE sign is allowed, 2 ft x 2 ft and must be affixed on the home at least 6 ft higher, not illuminated..
Transient vendors - May operate for 30 day, must obtain a privilege license from MC zoning Administrator.
Garbage containers at existing MULTI Family use locations must be fenced and not seen from public view
Garage sales allowed but no more than 6 days in a 12 mth period
Street Numbers ON all permanent structures in future of sufficient size and legible.
PARKING of Large trucks in Platted subd. Parking only for ONE ton units/ No more than 20 ft and ONLY For time period needed for any work etc.
NO PARKING of any unit within 10 feet of a fire hydrant.
Abandoned Vehicles - prohibited on residential property
Swimming pools: Distance and easement requirements. Shall be enclosed by a structure or fencing. Fences shall be at least four feet in height and shall have a self-latching gate.

Signage : Certain signs will NOW require a permit from zoning administrator. (Except for GOVT , FED , STATE or MC- these types are exempt)
WINDOW Signs - Shall not cover more than 20% of total area.
Prohibited signs - New criteria added. Basically if NOT allowed then it is prohibited.
Landscaping required for ALL GROUND MOUNTED SIGNS.
Temporary signs - Signs following an event or activity - Must be removed within 48 hrs after .
Banner signs - 2 banner signs allowed up to 30 days after INITIAL opening of a new business, new owner or change in proprietor.

Manufactured homes only allowed if hardship proven and must be approved by board, for period of 1 yr and renew request every 12 mths.
Non conformities are mentioned in the ordinance document. (see page 60-62)
Note: The Zoning administrator has indicated, in this category (R1 Estate district), if a resident currently has livestock, chickens or fowl, these will be allowed to remain. “ As long as the current situation is legal and in compliance with current ordinance , there is no change to the parcel owner.“

Effect on Ad valorem tax- there is no change in the current ad valorem taxes when zoning changes from A1 to R1 per the MC Tax assessor office.

Excellent technical material that has been presented in a manner that the layman can understand and follow. Few Counties have this level guidance and the key is quality public input and adoption.

Why is the focus on Gluckstadt?
The damn supervisors for the last 20 years haven’t done much to help that area to NOT be a Hwy 80 in 10 years!
If it wasn’t for a few citizens begging for better development the last few years would not have at least brought better looking sites.

Oh but now a carwash has been approved which will be right across from
The Beautiful Church at the exit.

Two observations:
1. Why are the Supervisors targeting areas in Gluckstadt when they will be their own city soon. Let the new city leaders decide what changes are needed with input from the citizens that actually live in Gluckstadt. If we dig deep enough the changes will probably benefit some of the Supervisors ( I’ll let you figure out which ones)
2. Why are not all areas that are A1 being changed? Again, maybe we need to look at who lives on those A1 areas. The R1 will be more restrictive and the taxes will be higher.
There is a hidden agenda here when the BOS targets Gluckstadt as the main area getting th changes.

I suspect at least 90% of the counties in this state use the Planning and Development District (for their area) to come up with these basically 'boiler plate' county plans. It's been that way for at least twenty years. There WAS no public input to speak of.

A1 allows mobile homes with no approval from board. A mobile home popped up on Catlett with no approval. R1 will restrict mobile homes in the future with no board approval.

If you understand what the State Law says regarding Agricultural Use if this land is not changed to Residential in the highly populated areas such as Catlett Road then someone could have a Commercial chicken operation and nothing could be done about it. Thank You Madison County for looking out for the citizens and property values

The Madison County model for agricultural use exists at the tractor/boat museum on Old Canton in municipal Madison. A city employee told me the weeds and volunteer bushes are thirteen feet high.

The County only controls the land Use outside the towns.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
