This child was born into a horrific family environment and was behind the 8-ball for all of his short life. The exact same scenario is true for the perpetrators. I hate to break the news to you but the private ownership of artillery is 100% legal.

What could get you into trouble is that explosive shells fall under ATF regulation of explosives and destructive devices.

You need to go back to school and read the media reports. Whether family members were there or not, the 'mother' had been at a club and it was indeed after midnight, and he had been asleep in the back-seat, according to her, even when she was 'clubbing.

She claimed to have left 'the club' around midnight with the boy asleep in the back seat. Claims to have gone to Kroger to hunt for cold medicine or some such nonsense, left her car running after midnight in the parking lot, doors unlocked, kid in the car, asleep.
