Fishhook Queen Charged Again

The War of Natchez Trace Village continues with no signs of abatement as the Fishhook Queen, Mary Watkins, was charged with petit larceny after she allegedly and illegally removed several signs announcing a meeting with Madison officials.  She was recently convicted of simple assault by threat after she cast fish hooks at two young boys who were riding their jet skis on Culley Lake. 



A group of Natchez Trace Village residents held a meeting with Madison Mayor Mary Hawkins-Butler on February 11.  Signs announcing the meeting were placed at the entrances to the subdivision on Rice Road and St. Augustine.  Permission was obtained from the property owners to place the signs. 


 However, the signs mysteriously disappeared.  Some residents suspected Mary Watkins of removing the signs.  The signs were replaced but this time they had a little friend: hidden security cameras.  Sure enough, the cameras caught someone in the act of removing the signs. 





The police report states that Daniel McElroy accused Mary Watkins and Jay Sullivan of removing the signs. He provided pictures and video to the police.  The case will be heard in Madison Municipal Court in June. 

Watkins is the Secretary/Treasurer of the Natchez Trace Village Homeowner's Association.  There is currently a civil war taking place in Natchez Trace Village over the HOA and the use of Culley Lake.  The Culley family owns Culley Lake and developed the subdivision more than 50 years ago.  The HOA attempted to assert control over the lake and banned all watercraft from using the lake.  The Culleys disagreed and won their case in Madison County Chancery Court.  Chancellor James Walker ruled the HOA covenants (and thus right to regulate) did not extend to the lake.  The HOA appealed to the Mississippi Supreme Court.  The Court has not yet adjudicated the case.

 A Madison Municipal Court convicted 80 year-old Mary Watkins of simple assault by threat after she repeatedly cast a fish hook at an 11 year-old boy who was jet skiing on the lake at Natchez Trace Village in Madison.  Watkins appealed the conviction to Madison County Court.  Judge Ed Hannan heard the appeal in February but has not ruled on the case.

Like adjacent neighbors often times do, she's taken "mental title" to that lake, and she believes she controls it. People who live near or next to properties for long periods of time believe they have the right to tell the owners of those properties what they can and can't do with it.

A reporter types up the reports at Madison PD not the person filing the charges. I'm sure what was meant was that many property owners don't want the "current" HOA. I think everyone is in agreement that NTV needs one but wants one that will treat everyone fairly and follow the covenants that are recorded with their deeds instead of making up rules and inserting them in the covenants or changing covenants as the board has without the required 2/3 votes along with proper recording.

HOA = Horror of A$$holes

We have two in ours that are just that. When told two states (VA & CT)Supreme Courts has just ruled that HOA's could no longer fine homeowners, their replies were "we don't care"! So they voted to RAISE fines.

Lawyers that represent HOA's say that there are two types of HOA's under-managed and over-managed and both are dangerous, however over-managed with nut cases on the boards are the worst.

It was not an "official City of Madison" meeting. Everyone in the neighborhood was sent an invitation and the mayor and the person in code enforcement department was there to speak to ALL property owners who chose to attend. The meeting was not about the current board and was a total "positive" meeting just as it was planned to be. It was about moving forward with events and such and helping the city with certain projects. One of the last standing three board members were in attendance. He had a pad but I didn't see him writing too much as there was nothing to report back since nothing negative was brought up!

Hi "Asking for a friend"! I will gladly share our agenda from that meeting with you. We are 100% transparent and welcome any inquiries. I'm part of the group working towards improving the neighborhood, in spite of the current HOA board,comprised of only 3 members, all with 2 year terms that ended in August 2018. All 3 refuse to hold an annual meeting to allow for new elections. All 3 have served on the board for a combined 56 years. All 3 have engaged in lawsuits suing the nephew of lady mentioned in this article and spending over $100K to do so over family property. I am proud of the things our group has accomplished over the past two years, even though our primary obstacle in any improvement effort has been these 3 members on the board. We currently have a petition going around that ultimately demands these board members resign and have elections for 5 new board members. We are making progress, but admittedly are still met with resistance due to fear and intimidation from this board.
So - as I stated at the top of this, I am gladly sharing our agenda from that meeting that the mayor and the city code rep attended. As shown in this blog, this is the meeting in which we attempted to promote to our non-FB homeowners so all could be included. Mary Watkins and Jay Sullivan felt it was their duty to remove those signs in order to make sure people weren't aware and couldn't be involved.

If the property owners' association has not held their annual meetings, you can file and have it dissolved for not following it's own rules.

Nothing has been filed on it since its formation in 1975.

Mayoral meetings are not covered by Open Meetings Act. Correspondence and records are covered by Public Records Law. However, there is no requirement for minutes if a mayor and the executive staff meet with other parties.

@1:21 other person taking the signs is paid by the board to “maintain” the entrances. He was told by this woman on the board that putting up signs at entrances was in violation of a covenant - which it is not. Unfortunately - he’s one of many that just listens to her and doesn’t question anything.

For the person who said us wimps need to get rid of her- it’s not that easy when some property owners don’t want to get involved, when we are told we can’t even attend our annual meetings if not current on dues, when we only get 1 proxy vote but the board gets as many as they want, when all proxy votes have to be mailed to her and she knows just how many she will need at the annual meetings to always win, when she refuses to certify proxy votes in front of us, when no one regulates HOA’s, when people are scared to cross her and so on. She appeals every court case she loses. But don’t worry as I see change coming. Stay tuned!

7:55- How would you suggest we go about that? Are you assuming a legal route, which I know many smart peeps here are working on, or are you suggesting something more sinister? A simple amendment to the public records laws would fix some of this All HOA records are subject to public records laws if a member, regardless of dues payments, requests HOA records.

Another idea is to require HOA's to file their by-laws and covenants with the municipality or county. Only those filed would be operational. Of course, if that is already the law, my apologies.

Ms. Gill, assuming you’re not corrupt and have the best interests of Ms. Watkins in mind, would you-or one of her family members- go talk to the fine folks at Region 8 to kick start the involuntary committal process? Not only would it protect her and the community; her dually noted insanity might serve as a great defense in court if committed. Stealing signs and throwing hooks is one thing. Raping & pillaging the HOA accounts is another.

Region 8 has a fine facility in Brookhaven that tax payers support. It’s a crisis center. If they can’t stabilize her there, only then will she be moved to Whitfield.

@Betty - YOU can BELIEVE those kids were lying all you want but THERE WAS PICTURES of her casting that hook at those kids. A lot of people watched the trial (thanks to Kingfish) so people were able to hear both sides and decide for themselves who is lying. By the way, riding a jet-ski and having a good time is NOT “harassing property owners that live on the lake”.
If Mary is “such a good person” WHY is she casting hooks at kids (that’s a FACT that not only was shown in the pictures, but one SHE admitted to in court)?? WHY is she stealing signs meant to help the neighborhood? WHY is she REFUSING to hold elections now that her term is up? And WHY did she spend (WASTE) over 100K of the hood’s money for court costs?

Before all of you trolls pummel Mary Watkins (I don't personally know her) look back a KF post dated 11/05/2018 in regard to the same subject. KF mentioned a plaintiff named ALLEN COCKRELL. Once that name came up and if he is involved in any way that would explain a large part of the s#@tshow gripping NTV. Cockrell created a several year long "war" with ALL of the authorities over property located at 5520 Ridgewood Road (a location that KF reported on more that once) It actually took the DEQ to flush him and his landfill out. Cockrell is also a tax deadbeat : Hinds County Parcel's #176-130-1, #52-88, #548-146 and #564-18. Maybe you good folk at NTV should look into the background of those you are cheering on.

P>S> I am pleased to say that once the DEQ threw Cockrell out of 5520 Ridgewood Road the new and LEGAL owner clean out tons of garbage, refurbished the house and it it currently listed for sale for $250,000.00.

During the lake case trial Mary’s husband Vaughn Watkins exited the courtroom to go to the restroom. Betty Gill was outside the courtroom on the bench waiting in case she needed to testify. On the way back to the courtroom, Vaughn stopped and sat down with Betty Gill on the bench. Betty asked Vaughn, (I’m assuming they thought they were whispering), how is Mary doing up there? Vaughn responded with: she’s holding up pretty good, she’s doing good. Betty said: I am so afraid of what is going to happen to me if we loose! Vaughn said: Betty, I’m not going to let anything happen to you, I don’t give a shit what happens to anyone else in this neighborhood but we will make sure you are okay. Take this for what its worth, but I am still wondering what the Watkins told Ms. Gill would happen to her if HOA lost lake case? Could you tell us Betty Gill?

We had a HOA that was Over the Top. If you are sick and tired of it, like I was, do something about it. I went door to door and collected over 70 proxy votes. Not only could I use those votes to vote myself in as President, I could also use them to vote in an entirely new Board of Directors. We ousted the entire crew. Since then, we have cut monthly spending on stupid stuff by 2K. All board meetings are now open to ALL association members. Before, you had to have a secret bat-decoder ring and the secret handshake to get into a meeting. Grow a set but, be willing to do the work if you take over.....

It would make sense of why she’s trying so hard to convince people Mary is a good person (when most people know she isn’t). I don’t think Vaughn can really protect Betty against Mary. Mary clearly wears the pants in that relationship. I didn’t know Vaugh and Betty were so close.

I wish we could but we are only allowed one proxy vote where the board can have as many as they want. That's how the board continues to be re-elected over and over again. Takes 2/3 property owners votes to do away with board. We have a lot that just don't want to get involved so obtaining the 2/3 is an issue.
We've been working for two years or more to make things better in our neighborhood due to declining property values and conditions plus having over $100,000 of ours spent on the lake lawsuit that we did not authorize nor were told about before it they filed over and over.
I do believe change is coming though!

I just went back and pulled kingfish’s recordings of the trial and watched again. Everyone pull up the third video posted and start at 1:12:19. You said you saw it all didn’t you? But above you state that you “believe” the boys were lying but while in court you stated as fact that you witnessed it ? That’s interesting

Were you in the courtroom when the kids testified ? Or did you have to stay out of the courtroom because you testified ?
If you weren’t in the courtroom to hear their testimony... and there is no video of their testimony ... what part do you believe they lied about ? The part Mary TOLD YOU they lied about ?
It must really be awful to have someone you “ believe “ is your friend to manipulate you so much and so often.
When those kids are on the lake... while you continue to photograph and / or film them... they are enjoying being kids, having fun and spending time with friends. They are not concerned that old people that are bitter and have nothing better to do than harass kids are out in the heat of the day. They don’t target old people, they don’t harass and track old people. They are simply being kids.
Your post blaming kids for a bitter 80 year old woman’s criminal behavior tells me all I need to know about you.

Mrs. Gill - I was at the criminal trial in Madison where Mrs. Watkins was found guilty of trying to hook the young man with a fishing lure but you were NOT there. If your friend is so innocent and you indeed "witnessed" what happened that day, wouldn't you have been at her trial no matter what? You took an oath at the appeal trial and I know your post says that you tell the truth but one would certainly have to wonder!

Mrs. Gill also has a habit of going on the neighborhood facebook page and making very rude and demeaning comments to the residents of Natchez Trace Village just to get something started. This happens regularly and she tries to gain attention this way. It happens randomly and most have learned to ignore these episodes on facebook. This is what has been happening here recently with all her posts. It makes one wonder if she is drinking again, or on too much of her medicine, as she certainly does not behave as a rational
woman.

That is also a threat that "something bad is going to happen to someone" --which has also been a board members statement to me
in another situation. Who says that ?????

Onviously Ms. Gill is part of tbe problem with this fractured neighborhood. The courts do not lie. She has been found guilty of something very heinous. And to be paying for her court appearances (which seem to be numerous) with neighborhood funds?!?! Sounds like a criminal to me. She should do a little time in jail or Whitfield but I suppose at 80 (how shameful) there may be no recitivism for her. How tragic for her family to go down like this. How blind must her supporters be? How few of them there must be.

This comes as no surprise. Anyone who had dealings with her and her late husband knew that they were some of the most mean spirited people you could ever deal with. I remember her husband repeatedly badgering a young mortgage broker over a real estate deal with personal insults and threats until the young man (who had been accommodating all along) finally drove up to his office and challenged him (Watkins) to meet him in the parking lot like a man. Watkins promptly threatened to call the police. This was typical.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Jackson Jambalaya is the home of Trollfest '07. Catch this great event which promises to leave NE Jackson & Fondren in flames. Sonjay Poontang and his band headline the night with a special steel cage, no time limit "loser must leave town" bout between Alan Lange and "Big Cat"Donna Ladd following afterwards. Kamikaze will perform his new song F*** Bush, he's still a _____. Did I mention there was no referee? Dr. Heddy Matthias and Lori Gregory will face off in the undercard dueling with dangling participles and other um, devices. Robbie Bell will perform Her two latest songs: My Best Friends are in the Media and Mama's, Don't Let Your Babies Grow up to be George Bell. Sid Salter of The Clarion-Ledger will host "Pin the Tail on the Trial Lawyer", sponsored by State Farm.

There will be a hugging booth where in exchange for your young son, Frank Melton will give you a loooong hug. Trollfest will have a dunking booth where Muhammed the terrorist will curse you to Allah as you try to hit a target that will drop him into a vat of pig grease. However, in the true spirit of Separate But Equal, Don Imus and someone from NE Jackson will also sit in the dunking booth for an equal amount of time. Tom Head will give a reading for two hours on why he can't figure out who the hell he is. Cliff Cargill will give lessons with his .80 caliber desert eagle, using Frank Melton photos as targets. Tackleberry will be on hand for an autograph session. KIM Waaaaaade will be passing out free titles and deeds to crackhouses formerly owned by The Wood Street Players.
