The financial scales were righted a little after the Jackson City Council voted yesterday to cancel a $400,000 one-year no-bid contract with New Way Mississippi, Inc. to pick up garbage at right of ways for non-performance. The vote was unanimous.

The Council approved a contract with New Way Mississippi, Inc. on March 18. Council members Virgi Lindsey, Aaron Banks, Brian Grizzell, and Wanda Clay voted for the contract while Kenneth Stokes, Ashby Foote, and Vernon Hartley voted against it. The contract term is for one year and can be renewed.
The contract term is for one year. New Way's website describes the company as:
a nonprofit organization that offers transitional housing programs and other resources for formerly incarcerated citizens. Since 1998, we have been assisting various individuals who want to stay out of prison and lead better lives.Larry Perry is President of the company.

Ward 3 Councilman Kenneth I. Stokes said "we've got to try something new" as he said the trash is not being picked up. "Jackson wasn't always trashy. It was once a beautiful city," said Mr. Stokes. Ward 5 Councilman Vernon Hartley chimed in: "In West Jackson we have a saying, we don't believe it til we see it. We haven't seen the crews around picking up litter."
Mr. Perry did not appear at the Council meeting even though the revocation was on the agenda.

Just think what Locke Ward and Roger Parkes could ACCOMPLISH with $400,000. We need an official City Council investigation (which they can do), supoenas, under oath and all, of this entire ruse. This IMHO, was a clear indication of abuse of power and smokescreen for obvious reasons.
Review the former Mayor’s recent campaign finance report. I recall the President of New Way was one of the few donors actually listed. Nothing to see here.
This is outrageous. That was a lawfully executed grift and the city council has no right to intervene like this.

I am the former director or operations for a homeless ministry in downtown Jackson where we were bombarded with New Way clients wanting to take advantage of our services to provide state-issued identification. Our expenses doubled in a single year and I decided to do a deep dive on New Way. Their own website stated that they, among other things, provide state-issued IDs for their residents.
So I called Mr. Perry, the founder, one day and introduced myself. I asked him if he was aware that ALL of their clients were coming to us despite New Way having received $7 million in grants/donations/funding—in one year. I asked him why they profess to provide these services when they don’t. His response? “We don’t claim to pay for them. We just connect the dots with the agencies that will.” So I said, “Ok, should we send you an invoice for the $10,000 we’ve spent specifically on YOUR clients?” He replied, “Absolutely not. That’s your problem.”

But to what end Ben? Three of the four Council votes approving that contract had all long ago been compromised by Antard. The only unknown is how did Clay benefit.
What was the excuse it was not bid out?
Likely another abuse of a professional services contract not unlike what Kingfish has written about so often over the past 18+ years. Until the Legislature puts some penalties with actual teeth into the law to stop this crap it will continue. Its a problem statewide and a vestige of the good ol' boy system.
Non-profit? What a joke. Nothing other than the "ministry" hides bigger scams than the title of 'NON-PROFIT'.
When did Chokwe ever need an excuse?
To put under oath EVERY signator to this agreement and contract, what was paid, what work was done, forensic audit ot claims, and arrests for wrongdoing, purgery and embezzlement.
The voters already did the purgery to Chokwe.
