Leftenent Governor Delbert Hosemann issued the following statement.
Small businesses across the State which closed as a result of COVID-19 may soon get a boost from a bill sent to the Governor today.
Senate Bill 2772 sets aside $300 million from the Coronavirus Relief Fund to create two programs providing a direct payment to some businesses and a grant to others. The direct payment program would provide qualifying businesses which shut down — including hair stylists, fitness centers, and some restaurants — a flat $2,000 check. All small businesses with 50 or less employees that experienced interruption can apply for the “Back to Business Mississippi Grant Fund,” authorizing up to $25,000 for costs incurred as a result of the virus.
The legislation provides $60 million to the direct payment program and $240 million to grants. For the first 60 days, $40 million from the grant program will be set aside for minority-owned businesses. For the first 21 days of the application period for the grant program, only businesses which did not receive funds from the Paycheck Protection Program or Economic Injury Disaster Loan Emergency Advance, any other federal program, or compensation from business interruption insurance will be considered.
“When Mississippi’s economy is thriving, it is because our small businesses are thriving. This crisis has hit our small businesses hard,” Lieutenant Governor Delbert Hosemann said. “We need to support them now by pushing the money the federal government provided to the State down to them as quickly as possible.”
To qualify under either program, a business must:
· Have registered with the Mississippi Department of Revenue on or before March 1, 2020;
· Have filed state taxes for the 2018 or 2019 tax year, or plan to file state taxes for 2020 (only businesses which were created on or after January 1, 2020);
· Not be a subsidiary of a business with 50 or less employees, or be part of or owned by a larger business enterprise with 50 or less employees; and
· Be controlled by one or more Mississippi residents.
The programs are available to all small businesses, including sole proprietorships.
The Mississippi Development Authority, the State’s economic arm, will administer the grant program. The agency may retain up to $900,000 to administer the program. The direct payment program will be administered by the Mississippi Department of Revenue and the Department of Finance and Administration.

these legislators want you to think that all this money is being furnished courtesy of the state. thats total BS. This is nothing more than the state handing out the welfare billions they get from the federal government. mississippi should have its statehood revoked and be run by a commission appointed by the president.
Looks like Rep Bomgar Dist 58 in Madison didn’t think it was important enough to show up and vote. Didn’t show up the day before either or last week.
the fraudsters out there are licking their chops right now thinking about how much money they can steal from this program. just like the millions in fraud over hurricane katrina, the gulf oil spill, the 2009 stimulus program.
mississippi is the fraud, film flam capitol of the world. look at chris epps and the MDOC scandal, lamar adams and his ponzi scam, nancy new and the MDHS scam. it never ends.
90% of the claims made on this ''program ''will be fraudulent. just like katrina claims, deepwater horizon oil spill, and every other ''program.''
They better beware Shad White is on the case. And with the recent issues involing federal dollars, the fed is going to keep their eyes open too.
This is headed for a disaster, thanks to Dilbert and Speaker McCoy (err, ahh, Gunn - just acting like McCoy.)
Passing the buck to MDA to design the rules, the process, etc that must fit both the Treasury regs and their strict requirements, while the money must all be disbursed within 5 months.
Small business - less than 50 employees, have to meet the requirements of Dilbert/Gunn for what they can receive, will probably require a CPA's help to prove their eligibility, and the max they can get is $25000 (with many getting in the $1k to $5k range).
How many businesses are going to think its worth it by the time they go through the process that the legislature is requiring for a few thousand? Sure, it will be good for some but many will find the cost to comply will be more than the amount they receive.
But since Dilbert and Phillip have decided that they know best, they can draw up these limits and then blame it on Tater when there is no demand for their largess.
Give it a break, the Katrina fraud rate was less than 1%.
That will be chicken feed compared to the almost 100k that ran through DHS.
There certainly will be Hustlers, but for the most part hard working honest people need help to keep their businesses open.
Gunn was trying to put DOR in charge of the program instead of MDA.

Screw the business owner, what about the employees? People whos wages will eventually be cut or terminated? Commissioned employees who will take a hit due to their customers downsizing or taking the money and still going out of business. Hospital employees who will have months of paycuts, people furloughed, etc. The common citizen gets crumbs...if anything.
DOR certainly makes much more sense.....but has anybody noticed that state tax refunds are running 60 days + ? I filed in March and still no refund.
MDA is controlled by the Gov, DOR is not.

That MDA "A D M I N" money is pigeon holed year after year and sat on by MDA. ADMIN money is designed to be utilized for the program. The MDA bureaucrats have year after year of Federal CDBG "A D M I N" monies that they have not yet touched. SHAD get yourself over to MDA.
i am a small buisness of 35 years with 28 employees and what i just read was bullshit , it will help very few and will most likely wind up back in the legs account , why not real help like tax credits, sales tax forgiveness etc....REAL help not bain aids, idiots, all show !

Actually everything you are raising hell about it gonna happen! Hey, lets not not do due diligence and just bash everyone else.
11;58, I don't disagree that today's businessperson, and their accountants, are sharp enough. And they will know fairly quick if they qualify. My point was that it won't be worth it in the end, by the time they have to pay the CPA for their work, spend the time required for filing - when the resulting 'benefit' will be measured in four figures.
But - Gunn et.al. will take claim for trying to save the world from governmental tyranny. Thanks be to them that they took control and screwed the pooch.
