The town of Pelahatchie did not make a $9,519 payment to the Public Employees Retirement System for the month of July. The payment was due on August 7.
The PERS Employer Guide states:
Monthly reports and monthly contributions are due from the employer by the fifth working day of the month following the close of each calendar month. Delinquent reports will be assessed a daily penalty equal to 2 percent per annum of the covered wages. Delinquent contributions will be assessed a daily interest penalty equal to 10 percent per annum of the contributions due.“The town is experiencing some financial difficulties as Mayor Ryshonda Beechem stopped signing checks this month. The refusal to sign checks did not affect employees receiving their pay through direct deposit. However, there are five employees who have not been paid because they receive their compensation by check.

Bellinder likes to get all preachy and holy and compassionate on Facebook when it concerns certain people, I wonder what he could to help out these people while the Mayor obeys his orders? That's because he is #alltalk. All the while the Mayor's "enemy's" are collecting donations to help them get by until this circus clown and her puppet master get this sorted out.
The mayor posted something saying that the Board has stripped her of her right to make these pay decisions and that the Board now has the authority to sign the checks and issue payment. What's that all about?

I'm surprised that the US Wage & Hour division of US Department of Labor hasn't stepped in on this. If I missed my check I would have been calling them the next day. There are penalties for not paying employees in the private sector. I assume the same applies to municipalities.
She has refused to sign paychecks for law enforcement personnel for a month now. She refuses to carry out even the most menial of the mayoral duties. And her failure is jeopardizing the safety of Pelahatchie citizens and leaving their property unprotected. She has failed to sign checks to pay for electricity that will keep the town’s sewage system functioning, thereby endangering public health. At what point does it occur to the Aldermen and their learned town attorney that this incompetent woman has abandoned her post and that the office of mayor has been vacated? Hello????? Declare the f*cking office vacant and appoint an interim mayor. Just do it.
Certainly no excuse for the mayor from me here. BUT, it is hard to find an employer any where now that will write a physical payroll check Those affected should go ahead and submit to be paid by an ACH draft (auto deposit). That should be required anyway.

No matter where you want to place the blame, whether or not the employees have 6 months salary saved is of no concern to anyone. These people worked for this money and deserve to be paid in a timely manner. Period. This whole situation is just the mayor acting like a 2 year old.
All the members of the Board, and the members of the Mayor's family, have posted on here taking shots at one another but there are a couple of questions that need to be asked that are being ignored as everyone takes pot shots across the bow at the other side.
1) Does the city have money in their account to make the checks good if they were issued? If the bank was requiring a financial audit before they would accept the signatures of Board members, it appears that the bank may be worried about making good checks that would bounce.
2) If not, who had the authority to lay these employees off prior to this pay period for which they are not getting paid?
3) If the employees are not getting timely paid, have any of them given up their government job and looked for employment in the private sector?
4) What is the Mayor's given reason for not signing the checks? Is she just protesting, or is she questioning the propriety of the expenditure?
Inquiring minds want to know. And they don't give a damn about what the family members of the Mayor, or the family members of the Board all want to chime in and say.
For my money, they should all resign. Can't figure out who is the worse - the Mayor or the various board members.
If her honor isn't being paid, how is she paying restitution? Abdication and/or dereliction of duty by an elected official in the name of protest, or over a childish disagreement tells us all we need to know about the character of these fools. Real people are suffering and can't pay their bills because of this bullshit - its time for Pelahatchie to start over.

Correction I don’t think the Aldermen are on here, at least none of the ones I know but to clear things up. I think it’s quite selfish for the mayor to say she hasn’t received her pay either when.... why should she she hasn’t paid the employees. She keeps dropping this mess about misappropriation being her reason for not signing truth is that’s old news that she keeps going so she can try to embarrass the board and divert the public. The issue is that she had a high risk bond from the beginning due to her personal history of bad credit and evictions, due to her trying to sue EVERYONE her bond dropped her and she had to get a new one. All of this done behind the boards back. Now her new bond is dismissing her with a end date nearing and the board discovered that she, Ryshonda hAs been moving funds around. Once they found that out she would not sign checks and started screaming about misappropriation of funds by the board. Notice she continues to go up on the misappropriation amount every time she’s caught up I just read where she said 2million dollars. Truth be told Hood, white, Pickering and Bryant are lame ducks because they will not step in and correct her or Bellinder. They will not address Special investigator attorney James BoBo. Not to mention she stole a credit card from someone and had to go to court but Bellinder had that watered down. Committing federal fraud Toby getting grant money for daycares that are only open overnight then reopening in others name getting money and closing again. Go pull her records from the court house this is a career criminal with bad credit and will use your credit if you leave your information laying around. Look into this guys.
