The legislature passed an interesting little bill, SB #2587, and sent it to the Governor this week. Senator Josh Harkins is the author. The bill is posted below.

AN ACT TO PROVIDE THAT NO PERSON SHALL SERVE IN AN INTERIM OR HOLD-OVER CAPACITY FOR LONGER THAN 180 DAYS AFTER THE EXPIRATION OF THE TERM TO WHICH HE OR SHE WAS APPOINTED IN CERTAIN POSITIONS ON MUNICIPAL BOARDS, COMMISSIONS OR AUTHORITIES; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. (1) No person shall serve in an interim or hold-over capacity for longer than one hundred eighty (180) days after the expiration of the term to which he or she was appointed in a position that is required by law to be filled by appointment of the governing body of a municipality, or by mayoral appointment with the advice and consent of the council or aldermen, including positions on boards, commissions or authorities.
(2) If such position is not filled within one hundred eighty (180) days after the expiration of the term, no municipal funds may be expended to compensate any person serving in the position.
SECTION 2. This act shall take effect and be in force from and after July 1, 2016.

Maybe this bill will save the City of Hattiesburg a lot of legal fees where the Council will not have to take the Mayor to court over his appointees, or lack thereof.
Should be fun to watch in a lot of cities. Pass the popcorn.

How so?
Harvey, Frank, and Chokwe were all guilty of making interim appointments so they could avoid confirmation votes as well.
Then there are all the board appointments that Harvey let expire yet they continued to participate on those boards.

Shame it takes legislative action to put an end to this bullshit.
This is a great idea but someone needs to light a fire under the governor's butt. There are several state boards that have expired members. One in particular has two members that falls in this category. One expired seat is over a year old and the governor has not made the appropriate appointments.
The Bill is poorly worded. In the first section it says that the person in office cannot serve beyond 180 days after the expiration of his term. However, the second section says that if the person serving does so beyond 180 days, he can't be paid.
So, which is it? Is the boardmember prohibited from serving 180 days beyond the expiration of his term or can he serve more than 180 days after the expiration of his term so long as he is not paid?
