Joseph Neal and Anna Fiser Stephens issued this statement today on the Oxford House controversy in Jackson:
Dear Community Members and Friends,
Thank you to many of you for expressing your concerns regarding our property located at 2230 East Northside Drive. As residents of Jackson, we are similarly invested in the community and have read each of your concerns. Unfortunately, it is not possible for us to speak with each one of you individually at this time. We have heard each of you, and you have not been ignored.
Unfortunately, much of the information that has been spread is inaccurate:
*The property has not and will not be converted into a halfway house, nor is the property a treatment facility, or a therapeutic home. The home has been rented to Oxford House, Inc. which is “a democratically run, self-supporting and drug free home” whose renters must have jobs and follow strict guidelines.
*There are no current plans for additional Oxford Houses—to our knowledge—in the neighborhood.
*We have not received a written offer to purchase the home.
*There is no evidence that any one of the renters poses, or might pose, a threat to anyone in the community.
At first, we began purchasing a few rental properties as an investment in our local community where we might increase some of the property values and improve the neighborhoods in our small way, but we did find ourselves believing that our venture evolved into somewhat of a ministry.
We felt—as believers and locals who care about the people in our community—that it was not our place to discriminate against those who are protected and non-threatening and clearly had and have given us no reason to do so.
For those of you who are Christian believers, we know that we are called to serve and minister to others, and Jesus taught us that by example. We believe that our ministry field includes our communities, and we hope that you will consider being a reflection of the Light we are called to share, starting right here at home.
We are continuing to pray and work through this situation and the counsel received over the Easter weekend.

Trollfest '09
Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).
Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.
Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".
In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.
Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

This is total bullsh$#! Christians don't endanger and profit from others misfortune. The Stephens family is more along the lines of the money changers:

Using religion to justify a destructive act. Sounds familiar. If caring about a community is not Christian than call me Satan.
Please continue to direct all concerns to these two. If they're such great "Christians" on a "ministry", they'll address them personally.
Jesus didn't pass the buck to a outfit located on the other side of the country.
He didn't take money from said outfit, either.
Sorry Neal and Anna. Not buying your ministry bunk. Your lease is with the residents of the two Oxford Houses you've helped establish. Your contractual arrangement isn't with Molloy so directing us there won't suffice. We'll continue to bring a withering and unrelenting focus directly upon you and your interests here in Mississippi. Your actions will not go unanswered.
Using religion as a crutch for an obvious fraudulent greedy scam is repulsive and disguisting. Shame on them. How in the world do they know if the renters wont pose a threat? They don't know them! How do they know they won't break the rules? Will they be there? Different people will be in and out of this house constantly. It's impossible to make sure everything is all swell!. Since this is done in the name of God, is it safe to say the money made will be reinvested in the name of the ministry or the community? Or will your profits go towards building a nice house to get away from the community?

If all they are interested in is truly "ministering" then they could offer these rental homes for free to people who need a hand during a hard time.
They are completely cashing in on an extremely lucrative business venture.
I don't fault them for it, but admit what it's about. Don't try to pretend you are in it to help people. They're doing this because it's extremely profitable.
This couple would have been better off saying nothing. The language and logic they use is stomach turning. They are clearly saying they have no responsibility here, and the last sentence referring people to the Oxford House website is rich. They are washing their hands of what they are doing and the inevitable consequences that will come from it. They are just the money collectors. Oh, and using Jesus and Christians to justify their destruction of the neighborhoods. If they thought what they were doing is so great, why don't they want to live next door?
Serving and ministering usually involves a relationship. If they are spending any time at the houses then I can live with that. Just buying them for inflated rent and guaranteed leases is not a ministry. There are several qualified establishments that could offer real help to these people. Giving them a place to stay with 6 other people is not ministering.
Other than flat out cancelling the deal we weren't going to be happy. But this letter makes the whole situation worse in my opinion. Bottom line unless they can show they would be fine with one of these next door to them they are just doing this for profit. The tone of the letter seems completely defiant. Notice no apology.
They talk out of both sides of their mouth. Want to increase property values yet bring in 8 renters who so far have not been good neighbors on Forest Park. Ask anyone who lives near them. Regardless of their "protected" status "clearly" "non-threatening" ways that many people in a home will never increase property values.
This kind of response is really what makes people outside the church so disinterested.
WAPT and WLBT are working on this story today.
Such self-serving BS -- should just go ahead and say'Hey, we found a way to make a bunch of money, so screw you all'.
Hey Neal and Anna,
If you are so interested in helping the community and ministering, why don't you donate all your monthly income (minus expenses) derived from that house to charity? Also, you have plenty of room to take on some additional renters in your Newland house as well. Just let Oxford House know how many slots are available.

So sad. Oxford house isn't actually a halfway house. They have very strict standards to live there set by the members (drug addicts) to enforce the policy. Not just anyone can move in, they have meetings and interviews to decide who gets to stay there. Have lived in Sherwood Forest for 26 years. Have sent 3 children to JA and then on to complete college. Over the years volunteered to serve JA in many different capacities. Have contributed to the JA annual fund annually and every special fund request JA has made. Empty nester still contributing to JA annual fund. Know the JA business model inside and out. JA can not survive without families with children in Northeast Jackson. JA can not. JA can not survive without new families with children moving into Northeast Jackson. JA can not survive with only students commuting from Madison and Rankin counties. Halfway houses in residential settings have economically annihilated middle class neighborhoods throughout the United States. The evidence is clear, documented and available to all. Halfway houses will kill the Northeast Jackson housing market. Houses in the future depressed Northeast Jackson housing market will be sold or rented to people who can not afford to send their children, if any, to Jackson Academy. Halfway houses in Northeast Jackson will decimate JA attendance. That is the irrefutable bottom line.

Neal Stephens became one of the initial “guinea pigs” of the renowned Dore Program more than a decade ago, and today he wears that distinction with honor.
Stephens, who grew up in Magee, Miss. and later earned a degree from Harvard in economics, serves as director of the Dore Program in Mississippi. He credits the unique learning system for enhancing his academic and professional careers.
“I was one of the first Americans to complete the program back in 2002 as a high school sophomore,” said Stephens. “As I began the Dore Program, I first noticed changes on the basketball court in my ball control, dribbling and movement around the court. As I continued, I retook the ACT, which I had already taken a few times in preparation for college, and my reading score increased enough to greatly impact my composite score.”

If the Stephens are such altruistic Christians, I'm sure they will rent these houses to the needy at below market rates. Billy VanDevender's wife, Mollie Magee VanDevender, is the sister of Neal Stephens' mother, Angela Magee Stephens. Angela and her husband Joe Stephens are Neal's parents.

I went to the Oxford House website last night and rambled through it. It's going to be difficult to fight them on the zoning level. They've fought this time and time again and won. There are about 4 or 5 of these homes on the Gulf Coast and at least one in Hattiesburg. What's amazing to me is that no special fire permits or housing permits are required for all of this - it's considered discrimination!

1. AA cannot take money from anyone outside of AA and even then it is small amounts. The organization NCADD will gladly accept donations.
2. A Boarding House by any name is still a Boarding House. It is a "for profit business".
3. We need legislative relief. If this is what Washington thinks is smart for the cities, then we need new representation in Washington. Destroying local zoning is not an answer. Really can't think of much that Washington does well anymore. I don't believe Woodlea or Woodhaven would care for this intrusion either.
4. The Century of the City will be dead for families if this trend continues. In third world countries a family sleeps upstairs while bodyguards protect them on the ground floor. We did have a civilization that formed around and to protect families. When civilization puts children and their needs low on its list, it cannot flourish.

We've been told that Anna Stephens LLC owns 1608 St. Mary (a duplex, I believe, though I've yet to drive by) in our beleaguered Belhaven neighborhood. As if we need further challenges to work against: our crumbling water system, our crumbling streets, the increased crime, etc. I hope I'm wrong, but this feels like the final nail in the neighborhood's coffin if/when Anna sets up Oxford House in Belhaven. I've long since given up on our home "investment" as a moneymaker if/when we sell: The question that I now fear--more so in light of this development--is just how much money we would have to come up with in order to sell our home. For the record--I can't argue with you all that say Jackson is a lost cause, that we should give up and relocate. We just can't afford to do so; thus, we have little choice but to make the best of our situation. Anna's little venture makes our other neighborhood issues look minor right now.
The claim of ministry and defense of that claim is disturbing to have come on this Easter weekend.

We seem to be in a time again where the definitions of ministry and church have again been corrupted.
Mary was not a princess. She was the wife of a carpenter not a King. Jesus wasn't born in a castle but in a stable. Jesus didn't ride fine horses and was clear about it being wrong to use the temple for profit. He didn't ask people to pay to hear the Word of the Lord. Jesus delivered His message by word, deed, and example and his disciples did the same.
And, The Bible is very clear that it isn't easy for a rich man to get into the Kingdom of Heaven or has the passage about a camel getting through the eye of a needle being easier been eliminated through revisions now?
Nor are there any exceptions given to " bearing false witness".
The Stephens have obviously spent a lot of time acquiring intelligence at the expense of developing intellect. Intelligence is built by gaining information from textbooks, teachers, schools and universities such as Harvard. The intellect is developed through individual effort by exercising the faculty of questioning, thinking and reasoning. It is important to understand the difference. Any amount of intelligence gained cannot per se build your intellect.
You need a powerful intellect to put the knowledge, intelligence gained, to practical use in life. That explains why among millions of doctors graduating from medical schools only a few have discovered life-saving procedures, cures and remedies. I've more a than few friends in Northpointe and while it's not as pricey as it was, it's not a "new", trendy neighborhood anymore. However, there's a lot of remodeling going on and the patio homes especially are very pricey.
The homes near businesses on Old Canton are not doing well, but geez, blame that on the Jackson city government when it was whiter than snow for not protecting their residential neighborhoods and not limiting business development wisely.
I live four houses from this property and we have already dealt first hand with someone straight out of drug rehab. His name is George Bell and directly after returning from a lengthy drug rehab he murdered his girlfriend at his mother's house. Her house where this murder took place sits about five houses from the Stephens' property at 2230 E. Northside Drive. Now we will have SEVEN of these high risk individuals - most having a criminal record living down the street. So, please do not say I don't have a right to be scared out of my mind for my family and my children. The Stephens do not have ANY control over who lives in that house. One week it could be seven different people from the next week. It could be sex offenders - we will NEVER KNOW! We as home owners don't have any rights - the rights are all given to the people who rent from Neil and Anna Stephens. I personally want to go on notice to Neil and Anna Stephens that they will be held accountable for ANYTHING
that happens in this neighborhood directly related to their "renters".
@7:48, Yes they own Apt 10 at 1608 St Mary, as well as another house on Forrest Park. So, they have at least 4 to rent to Oxford House already. According to others in the area, they have looked at houses and are apparently planning to buy up to 10. I hope the Fondren and Belhaven homeowners are aware of this and are preparing. There are many properties in their price range in those neighborhoods. There has been so much effort to revitalize both, it would be tragic if one couple's greed and selfishness undoes all the good done before.

Let’s take the addiction or criminal elements of Oxford House residents out of the equation. If you were to tell me that you were going to put seven unrelated grown men in a three bedroom house, I would be against it.

2) Nashville has a law preventing more that six unrelated adults from living in one residence, and has been is effect since the Civil War. I don't know if Oxford House dumps any sex offenders or addicts in Nashville but that law has been challenged and upheld for decades.
Owners of rental homes have complete control as to who they allow to lease their home. As an owner of 12 rental homes in Rankin County, all of which are in coveted subdivisions; we do felony, misdemeanor and sex offender checks on anyone over the age of 18 that lives in the home, along with credit checks. Lawn maintenance is included. We also require a minimum of 2 years employment with the same employer, which is verified. The mere mention of "missionary" work is a sorry excuse for greed. If you sell your home to an invester or home flipper, you will get an Oxford House or worse everytime. It's time to organize a strong HOA. You abide by THEIR rules and there are never problems.

To those of you who stayed in an Oxford House and benefited, understand that all of us want that end result for anyone trying to escape from addiction. Most, if not all of us, have been affected by or personally experienced the devastation not getting treatment can cause.
We are not judging the people seeking help, but we are concerned about the program and how this was inflicted on an unsuspecting middle class neighborhood.
The Oxford House website says the homes are self run - that the men elect officers "like a fraternity" and govern themselves (well, I think we know how well that's been working based on recent news). The owner is just in a business transaction and has no accountability or responsibility for the residents.
The site also says residents can move in with as little as a 5 day detox program. I can't imagine how any one struggling with addiction could self-govern in independent living with only 5 days of treatment.
I think most, if not all of us love someone who has been affected by addiction or mental disorders (the OH FAQs mentions their study that showed that 50% of their sample of residents had psychiatric issues, and 25% of the sample had severe psychiatric issues). And we all want to help those trying to recover to find support and regain independence. Grouping strangers in houses with no counseling or medical/psychological oversight and no trained caregiver seems like a relatively overly optimistic way to help individuals, at best.
Couldn't this be done much better by using remodeled apartment or condominium complexes that could also offer services that could really help the residents such as onsite AA meetings, medication oversight, a chapel, some leisure activities like a pool/exercise facility, and a resident manager who could assist when renters needed something they could not manage in their individual self-governed units. For the amount these people are paying, this should be do-able and a better environment for those seeking recovery.
From an investment view, it's a great opportunity to get 2 to 3 x the going rent, but at what cost to the residents who are left to figure out sober living on their own and what cost to the neighborhood?
Believe me the Stephens should not be able to damage individual homeowners in their enjoyment and values in their properties without answering to us in law, regardless of whatever duties the City may have to them. They should not be allowed to get away with harming us as I believe in my opinion they have and are.
This has the makings of a "Law and Order" episode.
If the residents have been in prison, I doubt it was for their first offense unless someone died as a result or they are one of the sex offenders.
I think the Stephens should reconsider quickly or their social life will get very, very chilly.

Their "venture" was buying 3 houses. They never rented to regular renters, only Oxford House. So how did they decide they should not discriminate? Who came to them that made them ponder that decision. I'm pretty sure Oxford House did not seek out a couple with 3 recent rental purchases and persuade them to rent to their groups. The Stephens had to have had the plan and already approached OH about renting from them. How the heck do they know they are "non-threatening" - they directed everyone to contact OH as they will have nothing else to do with the property but cash the checks. They will not know, nor with the people living next door, who is the resident of the week. But, oh, this is their "ministry".
It's a great way to make a lot of money - note they are renting to OH, not the tenants, so they have no risk and no responsibility. Just a lot of money coming in at the expense of the teachers, bank tellers, UPS drivers, and others who worked their tales of to have a decent home to live/retire in and hoped to at least recoup the investment they made in their community.

What if no one knew these men were recovering addicts? I hate to break it to you, northeast Jackson, but you already have recovering addicts living among you, some who served jail time. The emphasis needs to move to the Mississippi Department of Mental Health. They are the ones pushing Oxford House. In their most recent planning they consulted with Lori Holtzclaw, the regional outreach manager for Oxford House. They are lining up to ask the legislature for $1,800,000 in rental subsidies. This is 150 units for 24 months at $500 per month.
This is all public information on the MDH website. Make your statewide elected officials aware of how the subsidies are being used.
Joe Stevens and his entire family, including his father before him, have gotten filthy rich off such gambits. Usually they involve children under direction and supervision of he court or DPW, under the alleged oversight of the Attorney General and Welfare Department.
This is just another scam in a long line of scams. Look into the history of the children's facility in Magee, MS, going back forty years.

The ADA provides the definition for the Fair Housing Act (by FHA reference) to "disabled persons" as including persons recovering from addictions.
I read a wonderful book some years back by guy coincidently named Thomas Payne but called "The Death of Common Sense" about the overregulation of America, how we have given everyone a right, so we now all have conflicting rights, pitting us against each other. The ADA was a prime example. Now we find the FHA imposes similar conflicts with the backing of Federal preemption. Long term we ultimately all need to talk with Thad and Roger about what to do about the FHA.

Why is it that an organization started in 1935 by the name of Alcoholics Anonymous works so well and DOES NOT SETUP unlicensed, unregulated, and unsupervised houses in single family neighborhoods? Answer - because they are not a money making scheme to use US TAXPAYER dollars. AA requires a personal commitment on the part of the substance abuser. The treatment model has worked EXTREMELY well for those TRULY committed to getting better. Oxford House is nothing but a money making operation.

No one truly knows their intentions, but if you personally knew the Stephens you would know that they are great people who love and want to serve the Lord. God calls us to love those that are not easiest to love, and by them opening this house they are showing love to these people. We all have sinned and fall short of the glory of God, and just because these people who will be moving into this house sins are more apparent than other people doesn't mean that they are any worse. Take this as an opportunity to love your neighbor even though its hard. This is what God calls us to do.

@2:16 I fail to see how buying property as an investment and leasing it out at several times the current rent is serving/helping others. They aren't giving them a place to live, they are leasing it. It is not an outlandish remark. Your "commentary", on the other hand, is an attempt to intimidate - a lame attempt. You might get away with it in Magee, or wherever you're from. But not here.

Does the landlord show their love for their neighbors by casting them aside and referring their communal concerns to an attorney in Delaware?
The landlords lack of regard for the questions from the community at large is emblematic of the decline in citizenship and collective conscience in our society.

...hurting thousands...thousands?! Seems outlandish. Haha, thanks for putting quotation marks around "commentary." :) I believe you've misperceived my "commentary" as intimidating. Try rereading it, as it doesn't have to be intimidating, other than finding someone calling out your comment as outlandish unless otherwise quantified, then yes, I suppose intimidating. But not a (lame) tactic. Also, is it not ironic how you chose to respond to what you perceived as a lame intimidation attempt? If that's what happens in Magee, wherever that is & whatever that has to do with it, then there is certainly more evidence here that, that is where you are from before me. :) But why should that matter? It's neither here nor there. ;)
George Bell savagely murdered his girlfriend in Robbie Bell's house on Trawick. He was in rehab for 30 days and came home to mommy. End of story. Does something like this really have to happen again? Are the Stephens' even familiar with this horrific incident?
Who are these two 29 year olds to suddenly invade our two neighborhoods by stealth and dictate to those of us who have been here for years what the terms shall be as to our safety, security, investment and futures for our neighborhood children? Anna and Neal Stephens, in the name of Christ our Lord, I will not be dictated to by you.

I know Anna and Neal personally and I have for years they rented that house so they could help people. They don't take the money for themselves.
I think it is hilarious that you all post these comments anonymously. Shows a lot of conviction and guts. Sober living houses/complexes are in some of the more affluent neighborhoods across this country. Rehab and sober living saved my life! It's 2015 people deserve second and even third chances at life if that's what it takes. Get with the program and stop looking at addicton as some type of character flaw. It could happen to you or any one of your family members.. It could be actively happening right now. Look inward and realize everyone makes mistakes even you. It is what you do to fight back and fix them that counts. That is exactly what Oxford house is giving these people the opportunity to do.
