The NAACP blamed the State of Mississippi for Jackson's water problems in a federal lawsuit last week. The complaint claims the state officials withheld ARPA funds meant for Jackson's water and sewer systems:
To date, Jackson still has not received the $35.6 million in ARPA funds, which the Defendants received over four years ago and promised Jackson almost three years ago.
Four years have passed and the NAACP alleges the water system did not receive its ARPA funds as they are held in the Capital City Water/Sewer Projects Fund at the Mississippi Department of the Treasury.
Well, as our retired College Gameday Picker used to say: not so fast my friend. JJ obtained the payment records of the ARPA funds from the Mississippi Treasurer's office. Readers will not be surprised to learn they tell a different story. The records are posted below.
JXN Water Manager Ted Henifin said JXN Water received $23 million in ARPA funds. The city was supposed to transfer all water/sewer funds to JXN Water when the Receiver assumed control of the system.
Treasury records verify his statement as they show the approximately $23 million in ARPA funds was deposited into the Capital City Water/Sewer Projects fund. Treasury records state JXN Water's balance in the Capital City Water/Sewer Projects fund was $18.6 million on July 31, 2025.
The state does not simply give the grant to Jackson nor other recipients. Jackson must first complete a project, then submit a request for reimbursement under the ARPA funds program. The request is approved and the money paid to JXN Water. Treasury paid every reimbursement request submitted to the fund by JXN Water.
Kingfish note: This is not the first time the NAACP got it spectacularly wrong when it came to Jackson's water system. It claimed the state discriminated against Jackson on water and sewer loans (MDEQ and MSDH) but it turned out the state approved every request submitted by the city of Jackson. The complaint brings back memories of Lumumba claiming the state did not pay its water bills when in fact it was paying well over a million dollars a year for water/sewer services.
Now what happened to the other $13 million? JJ is trying to find out or if there was another $13 million. Stay tuned.

* The EPA issued the Emergency Administrative Order in March 2020 after it inspected Jackson's water treatment plants and found monitors, UV disinfectors, dosers, valves, and other necessary equipment were missing, broken, or improperly used at the two water treatment plants. Key monitor technician positions were vacant for years. T Crucial equipment that should be calibrated monthly was not calibrated for over three years. The water treatment plants were in a complete state of disrepair and neglect.
The Lumumba Administration did not publish a notice of the EPA order in the Mississippi Link. JJ asked for a public notice of the order through a public records request. NAACP AND SPLC are anachronisms that use the same old tactics to which people no longer pay attention (except the Lamumba/Kush lovers in Detroit).

The NAACP makes an assumption based on Mississippi's racial history and past discrimination record...forty years ago or more The problem is that the organization's "braintrust" in D.C. New York, Chicago and San Fran will never that Mississippi has changed. Even if they do realize it's not 1960 they must maintain the narrative anyway to keep their gravy- train rolling. After all it is Mississippi.

Thurgood Marshall did some incredible and groundbreaking legal work for the NAACP - I feel he would be embarrassed by what has become of this group.
