More Rankin County Controversy

The Rankin County Board of Supervisor's decision to pay additional compensation to Sheriff Bryan Bailey to operate the county's safe room is drawing some controversy.  Mississippi Today reported yesterday:  

A dozen days after five Rankin County deputies known as the “Goon Squad” tortured, tased and sexually abused two Black men, the Rankin County Board of Supervisors gave Sheriff Bryan Bailey a $21,059 raise.

On Feb. 6, supervisors officially appointed him director of the Safe Room, a task he has carried out for years.

This means Bailey, a Republican incumbent unopposed in the Nov. 7 election, now earns $140,059 — what appears to be the highest pay for a Mississippi sheriff. It’s far more than the $122,160 salary Gov. Tate Reeves collects....

Before giving Bailey the raise, Rankin County supervisors sought an attorney general’s opinion, wanting to know if the sheriff could also be paid “for overseeing the FEMA safe room,” another name for the county’s severe weather shelter.

A written opinion from the attorney general’s office, which isn’t legally binding, concluded state law limiting the sheriff’s salary “would not apply to the compensation for his or her second job.”

What Rankin County officials didn’t mention to the attorney general’s office was that the sheriff had been in charge of the Safe Room for years.

The 16,400-square-foot facility hosts far more events and parties than storm evacuations. Most of the Rankin County policies for the Safe Room, built at a cost of $2.8 million to taxpayers, center on how groups can use the room for events ($50 an hour, plus a $250 deposit). Rest of article.

Posted below is the Attorney General's opinion.  Jerry Mitchell and his cohort are correct in stating the opinion is not legally binding.  However, such opinions usually protect government officials to some degree.

I read that the RCSO is paying for the attorney to defend him in the Pelahatchie wrongful death suit and the Goon Squad civil suit. Now why can’t the sheriff pay for his own damn attorney? Will the county also defend him when the federal grand jury indicts him for his numerous crimes?

As I said on here earlier, the BOS is a problem. A huge problem for enabling this and then paying extra for it. I was called out by buffoons who say "Huh, wut kin the BOS do?" They supervise it. They fund it. They authorize it.

I asked if anyone went to the July BOS meeting (meetings which the Sheriffs are supposed to attend), especially when that is the legally mandated meeting at which INSURANCE plans are discussed. Liability insurance. And this was AFTER it all blew up.

Yet, the Rankin GOP and power brokers STILL have not put up a write in candidate, and we see weekly puff pieces on RCSO instead of callouts for worthy and honest replacement.

We ALSO just saw a payout for a death. It ever so deliberately slowly trickles out how much we will be paying for this dude's performance.

Good grief Rankin. ACT.

That total is still not much money for that type of job except it is law enforcement which is notoriously low pay. It is usually good pay for the intellect of the types that do it though.

In their order giving Bailey the big raise the BOS called him "Patrick" Bailey, which is his first name. All references in the past have been to Bryan Bailey. So this is an effort to hide the true recipient of this bogus "new job".

This was clearly approved by the BOS in an effort to conceal the pay was going to the lil man syndrome sheriff. How much more of this unethical behavior is costing us taxpayers money. The BOS and administrator should step down. Patrick Bryan Bailey should have already been indicted at the least by the state auditor. Shad is too busy chasing the unconnected political officials or govt employees. How much money has been misappropriated in Rankin County. We need a complete forensic audit of the past 4 years budget and expenditures. We also need to vote every BOS and the sheriff out of office. If there isn’t a candidate, organize a write in. The DA, county employees and citizens of Rankin should be sitting with the FBI, US Atty and State AG every day.

You really do have to question the board of supervisors on this. This is over $ 20,000 more than the governor makes. The sheriff has brought a bad light onto the county. If the sheriff is truly interested in doing the right thing he will not accept the raise. This is the true test of his integrity. Start the count.

If the sheriff is re elected the people of Ranking county deserve what they get. They know what the sheriff is. Just like the people in Jackson with their choice of mayor. If Rankin county wants this kind of sheriff they deserve to take the treatment he gives out.

If you are a citizen of Rankin County all this information on Bailey should shake you to the core. The phone/text messages that he got illegally, the cameras installed on his road, the seized vehicles he allows to be used by individuals etc… these are the things we know for a fact. He should resign… but who is going to step down with a salary such as his with as many perks as he and his girlfriend/ wife ( whoever she is ) have. If we are going to talk about Gaines ( district 4 supervisor ) he is so deep in Bailey’s you know what he couldn’t find his way out if he wanted to. Whoever is responsible for holding these individuals to the standard they swore to upon taking office needs to step up and do the right thing. I ask myself how are this many church going people this crooked? Favoritism is rampant ( just ask Gaines about this ) it’s the name of his game. We all should be concerned, disgusted, fed up and disappointed with the news coming out of the sheriff department and the Board of Supervisors of Rankin County….. if they have an ounce of dignity, morality, remorse they would resign immediately.

The cameras on Hwy 18, Greenfield Rd, and Airport Rd are all necessary because Sheriff Bailey faces substantiated threats from the Cártel de Sinaloa due to his efforts to stop the flow of illegal drugs and currency on the I-20 corridor. He is a heroic vanguard of this nation against the cartels and you people should show some gratitude.

Bailey is delighted that these extra wages will show up in his PERS computation. If he manages to hold on for four years, he's effectively been promoted and will draw at least $350 a month more for life.

Somebody needs to challenge this 'red dress opinion' in court.

Y’all should stop criticizing Bailey. He is a highly educated and professional law enforcement officer. We should all be grateful that he is willing to share all of his expertise with Rankin County. If you see him, please thank him for doing such a great job all of these years. He deserves every penny we pay him and more. All of these “scandals” are just illusions. He is super trustworthy. A true man of the people!

I’m betting he’s covered up more than one arrest for these supervisors, their friends, and their families. The culture of corruption in Rankin has decades long roots. He may have also helped stalk some of the supervisors side pieces with phony subpoenas. I’d bet a couple of the judges are in on the back scratching as well. The whole place is rotten from the core.
