The controversial HB #1020 is still in conference committee. Gone are most of the controversial provisions. CCID residents retain the right to vote for their own judges while the CCID is expanded further into South Jackson. The bill might change again before it stands for passage in both chambers. The highlights of the bill are:
* Chief Justice appoints not one, not two, not three, but four, count 'em, four temporary special circuit judges for Hinds County. Their terms expire December 31, 2026. They are appointed no more than 15 days after the passage of the bill.
* Public Defender's office get's three more positions for Hinds County and CCID.
* District Attorney may appoint two more prosecutors and an investigator.
* The bill creates the equivalent of a municipal court for the CCID. It will preside over misdemeanors and initial appearances in the CCID. The Chief Justice appoints the judge. The judge must meet the same qualifications as a municipal court judge. All fines and fees collected by the court are deposited with the city of Jackson.
* The Attorney General appoints two prosecutors to serve in the CCID inferior court. The prosecutors can either work for the AG or under contract with the AG.
* The Administrative Office of Courts appoints a clerk to the CCID court.
* Capitol Police has. primary jurisdiction within CCID and secondary jurisdiction throughout the city of Jackson.
* The CCID expands to Northside Drive, east to Pearl River, and south to Raymond Road.

They need to extend it into Rankin County, that way there would be another judge to handle all the cases of officer misconduct violent crimes that keep popping up from the sheriff’s office
Thank you Delbert for caving - you got the Capitol Police covering your neighborhood, but were afraid to take the rath of your favorite caucus in setting up a court system that would make a difference.
These appoined judges - through 2026 - is nothing more than what we have had for the past decade plus. Chief Justice has been appointing Jet Judges, Temporary Judges, Clear the Docket Judges, whatever - damn near every year yet the existing Circuit Judges still control the docket. And thus, blessings will continue.

That was not my comment - but its easy:
1. Appointed judges that could have first impression on civil matters

Although the judges that were appointed would be subject to the review of the circuit judges, they had to make a ruling within 30 days; which they have traditionally have not every come close to doing

The original bill was to create an actutal feeling of a realist situation of "justice" within Hinds County. What the Senate requirements, thank you LG Hosemann, was to stop the black opposition to this attempt to institute actual criminal prosecution within Hinds County, reverted to was nothing more than what has be en the status quo - because the legislature (i.e. the MS Senate) doesnt have the balls to do. Itt appears this is becasue the leader of the Senate, Delbatt Hosemann doesn't want to have to answer this in his campaign against Chris McDanial, even though this campaign would be limited to a Republican primary - where it would think all those in the area affected would support the expansion of authority.
But who knows what goes on in that mind of the smartest mind - he obviosly has a different strategy than those that are watching only on the outside.
So the City of Jackson does not have primary patrol duties in Jackson from Northside Drive to Raymond Road.
Expect a lawsuit.
Why even have this bill now? This gutted version only adds personnel and judges to the already-failing system. The definition of insanity is trying the same thing and expecting different results. This state Senate is ball-less.

The only positive to come out of this is expanded Capitol PD jurisdiction. The state can now keep increasing the size of the Capitol PD until they are large enough to take over the city. Chokwe won't be able to protect his dope boys any longer. Unfortunately, the felonies will still be going before the same ol' crooked judges that my fellow Hinds Co voters elected into office. I'm wondering if the temporary judges will be snubbed by the current judges as they have been in the past? I found it very interesting when Sen. Blackmon kept pressing Sen. The Capital police would protect everyone in Jackson, they are not limiting areas, its a turf war and they are having to bite off a little at a time. When you have incompetent leaders, judges, and while there are some good police on the Jackson force they are beat down by no support from the Mayor and Judges. Why risk your life to apprehend someone who is high on drugs and will fight you when the mayor will just criticize the police brutality and the judges will let them go by 2 pm

I wish they would keep the County Line expansion. There's so much tax base (black and white) between Northside and County Line that needs protecting. If they're going to scale back the expansion though, I wish they would expand to Old Canton. That would include Kroger, which needs help, as well as Maywood Mart, Spann Elementary, and JA.

I can't help laughing at the Northern most part being Northside Drive but extending to the Pearl River.
Since including all of Eastover and " Leftover" will reduce the crime rate considerably and because that is where many "deep pocket" supporters live, it's no more than a political stunt.
All they are "expanding" into is the low crime areas. And, save for those two areas and Highland Village,and includes rather a lot of State owned property State property in the "coverage"... They could just stop at I-55 too.
I wish however, we could keep them from destroying the landscaping of the R&D property and visually protect property owners, but no.
Unlike every first rate city in the country, these YAHOOS don't know that putting up visual barriers to protect your tax base ( some cities even put up air and sound barriers to protect their residential tax base. That isn't even done well in Madison anymore once they "outgrew" the Roswell, GA codes.
Our legislature doesn't seem to understand that UGLY,TACKY, and FAUX attracts anyone with money AND taste. Worse, the most desirable neighborhoods don't have the power to easily reinstate or update covenants here or enforce building codes.
Here's a hint: Charleston didn't tear down the Battery homes when they got old like Jackson tore down N.State St homes that should have been protected from at least Capitol St. to Woodrow Wilson. Atlanta protected the Cherokee Country Club and expensive Buckhead neighborhoods and well as those around the Piedmont Country Club.
But, here , you put up commericial or profession services/office with NOT EVEN requirements to blend in.
In other capitol, even gas stations agree to blend in with the residential architecture on main thoroughfares.
Such thingss are even done in Red States ( some of whom notices how tacky Houston became in a hurry!

Help us get the abandoned property torn down and debris removed, adequate lighting, the drainage ditches cleared, covenants enforced, building owners held accountable for the landscaping and maintenance of buildings and to STOP requiring such a high percentage of sales over and above rental cost and for interior functional things ( like electrical repairs,plumbing,paint costs and flooring) NOT to be the new renters responsibility in commercial buildings. Currently, they have to cover or fight over even structural and safety repairs! A landlord should not expect new renters to remodel interior basics when a business decades old leaves! Give new renters a blank, CLEAN space to rent! Then businesses will come back!

@ 3:03 - Government does not enforce covenants. Municipal government has zero authority regarding covenants, nor does county government. County government (court house gang) 'files' covenants as a record keeper. That's it.
Covenants, once violated and not followed, can only be enforced by a court of law.
