Yes, when Hinds County entered the Raymond boondoggle it was about many things to many people. Never was it about the operating cost, costs that were either not studied or - like so much else in government - ignored, put on the shelf, etc. Anyone familiar with these things knows that operating costs are much more important than the structure cost. Oh yeah, the City and County were in litigation then the DOJ regarding jail issues.
Inexperienced architect (leading to design issues), construction issues, and location doomed the project from the beginning. But its that damn operating cost that elected officials just won’t address. If Hinds County builds another jail, even if the location/design/construction is better - a HUGE if with the current group - without sufficient planning for operating costs the cycle will repeat.
30 years later Hinds County is in the same place with respect to the jail. And folks wonder why the city and county have gone to shit: the jail issue is a metaphor for all of the other problems (education, public infrastructure, crime, whatever).
I miss the old days of picking up or going out to the driveway to get the newspaper and reading it from cover to cover.
Who were the supervisors when the jail was built?
Don't have to staff a jail if everyone gets blessings!
What did the supervisors spend the $1.5 million in settlements from the jail architects and construction company on? Did they feel lucky? Lottery tickets?

@ 11:47 - May I suggest you compose your next post in a Word document and read over it, making necessary corrections, prior to submitting it for inclusion on The Blog? While it does appear you're attempting to make some sort of point, you did an absolutely shitty job of doing so.
We will use your post in Metaphor-Class on Monday morning - So, not all is lost.
