In the world of Kennuf this makes real sense. The poor unfortunates can now choose not to pay for garbage collection so they can continue to boil some Jackson water. Of course in the meantime they will take their own garbage to the dump or simply stop producing garbage. It makes perfect sense.

Maybe all the WHEREAS' are tripping me up, but is he basically asking the city to provide garbage collection for free?? That's the way I'm interpreting all that gibberish. STOKES for mayor!!

Is he suggesting the city just do away with garbage fees, or is he suggesting that the garbage fees be billed separately? I really can’t comprehend his letter.

In Rankin County, if you don't pay your WM bill, you can't get your car tag. Implement this for the CoJ -- for water and garbage -- and they'd surely pay the damn bill.
Why is this newsworthy? If I am getting garbage water from my City why would I not want to pay for the garabge and water in the same bill? When I order a sweet tea I don't pay for sugar and tea separately, so why should I pay for the pooh and water separately?
He wants the garbage fees collected separately so that when his constituents fail to pay for garbage pickup the city will not be able to turn off their water.
@2:01 what you can't determine is the intent and Kenneth's gambit. The resolution only seeks the separation of the periodic charges for garbage from the billings of Jackson for water (and sewer). This might be some sort of preemptive salvo in advance of petulant Lumumba's efforts to begin a new RFP process in order to force his FCC decision upon the city.

I don't know the proper age to do it but every parent should drive their child through Jackson then Madison, Pearl and Brandon and show them what socialism looks like vs capitalism.
If Jackson were functional this might not be so ridiculous because there is normally a reliable method of determining who is paying what for water. It's called a meter. There would also need to be a quick method of determining from the street whether a resident has really paid their garbage fees. At present Jackson has neither. Kenneth has found a way to turn a disaster into a mega disaster.
If the radical punk mayor would do the hard work of best practices management, quit micromanaging others, sell off nonproductive city owned real estate like the libraries, zoo and convention center, fix the water, sewer, bridges, streets, crime and schools, then Jackson might attract business investment that can hire Stokes' fokes to where they can pay their own bills.
Why isn't this as obvious as a deficit on a balance sheet?

According to Kenneth Stokes, Rakin County Sheriff's, Pearl Police & other Police/LE departments will haul your garbage away. You just have to put it the vehicle properly..

These people can not (or will not) put a stamp on an envelope to pay their water bill. What makes “Professor “ Stokes think separating the bill is a good idea?
All you need to do If you live in the progressive city of Jackson is to flush you garbage down the commode. That way you don’t have to pay anything thanks to the free water and sewage.

October 8, 2021 at 3:29 PM; i did something similar, but for a slightly different reason. we were home schooling my daughter, and she hated doing her work, as most children do.
so, in order to let her see the difference between doing well in school, getting good grades, getting an education and not doing well in school, being lazy, not trying, and not getting an education; one day i put her in the car and we drove down northside drive for a little bit and took a left, into the ghetto of jackson.
we drove around for about 45 minutes, looking at dilapidated house after dilapidated house, abandoned house after abandoned house, burned up house after burned up house, and overgrown lot after overgrown lot. we saw many memorials on the sides of the street to murder victims. that was an interesting conversation with an 8 year old. she said to me that this area was depressing. an 8 year old said that to me. it was clear to even a child, that that way of living was no way to live.
then we drove through eastover. the difference couldn't have been any clearer. large houses, nice yards, nice cars, clean streets, no murder victim memorials.
i'm pretty sure i made my point and she understood why i'm an asshole about her getting her work done and doing well. she's now in 7th grade at Prep making A's and B's.
