Dying trooper heroically wounded one of his killers.
The Mississippi Highway Patrol issued the following statements.
Lt. Troy Morris |
Multiple suspects have been taken into custody regarding the shooting death of off-duty state trooper Lieutenant Troy Morris. Treyon Washington, 24, was taken into custody in Jefferson County and has been charged with murder. He is being held in the Jefferson County Detention Facility with no bond. Cdarrius Norman, 17, and Damion Whittley, 25, were arrested in New Orleans, LA. Norman and Whitley have been charged with murder and are awaiting extradition to Mississippi.
Throughout the investigation, the Mississippi Bureau of Investigation has received assistance from the Jefferson County Sheriff’s Department, Mississippi Highway Patrol, Mississippi Bureau of Narcotics, U.S. Postal Inspection Service, U.S. Marshals Service, Louisiana State Police and several other agencies making these arrests possible.
“While we are pleased with the progress of this investigation, we realize there is much work left to be done,” said Colonel Randy Ginn. ‘The tireless efforts of law enforcement has been inspiring and the public outpouring of support and concern has touched us all and has shown Lieutenant Morris' family that Mississippians truly care about the officers who protect them.”
“Again, I would like to start by saying that our thoughts and prayers are with the family of Lieutenant Troy Morris,” said Commissioner Sean Tindell. “I met with his family yesterday and assured them that we are working with our local, state, and federal law enforcement partners as we investigate his murder. The progress that has been made is a direct result of their hard work and dedication.”
This continues to be an ongoing investigation by MBI.
(First Statement)Mississippi Bureau of Investigation Agents are investigating a shooting that took the life of an off-duty state trooper in Jefferson County.
On August 7, 2020 at approximately 4:30 A.M. the Mississippi Bureau of Investigation responded to a shooting death in Jefferson County on US 61. Upon arrival agents discovered the driver of a US Postal Service delivery truck deceased in the vehicle. The driver, identified as Troy L. Morris, 58, of Natchez, MS was a 27 year veteran and Lieutenant with the Mississippi Highway Patrol. Lieutenant Morris worked part time for the US Postal Service. The MBI Crime Scene Unit responded with agents to gather evidence and conduct interviews.
“This is a sad day for law enforcement, the Mississippi Highway Patrol, and the State of Mississippi. Our thoughts and prayers are with the family of Lieutenant Troy Morris. Local, state, and federal agents will work tirelessly to ensure justice,” said Commissioner Sean Tindell.
“We are deeply saddened at the loss of Lieutenant Troy Morris,” said Colonel Randy Ginn, Director of MHP. “He was a good man, friend, and a valuable member of this agency. He will truly be missed by the Mississippi Highway Patrol. Our thoughts and prayers are with his family.”
The US Postal Service in conjunction with Mississippi Crime Stoppers are offering a $105,000 reward for information leading to the arrest and conviction of any person or suspects.
Kingfish note: A friend wrote about his experience dealing with him.
Lt. Troy Morris worked the area of SW Miss where I have a farm. He pulled me over once when I rolled through a stop sign. I had a beer between my knees so he asked me to blow. He was polite and professional. I blew a .04 and he gave me a quick lecture about drinking and driving and let me go without a ticket.
About a year later I was farming produce and he stopped in at our packing shed. He asked if we had some seconds, or bruised melons or tomatoes that he could give to some older members of the community who were in need. We said of course. So every few days during the harvest he would stop by and we would fill up the trunk of his patrol car with produce that he would go deliver.
He was a gentleman and a fine officer. And a credit to law enforcement everywhere.

Rest In Peace Trooper.
All three need to be given the death sentence is convicted.
Where is the black outrage of a black man being murdered in cold blood?
Where is the ACLU, NAACP, & the thousands of other liberal democratic civil rights organization at?
I tell you where, No where! Because they can't make a buck off of it!
Dam shame, his pay was so bad , he had to work a night job. RIP Sir.
It's like everything is completely upside down these days! People like this officer, who appears to have been a genuinely good guy, are killed (I still hope we can find out the motive), while his family is left grieving....and 3 absolute P.O.S. thugs will now get an opportunity to work their way through the criminal training system that is out prison system. It used to be that the penalty for killing an officer of any type was the death penalty; however, since only THEIR black lives matter, not the officer's (after all, he was a member of the "police," right?), they'll do some time, and criminal black lives will begin to matter more, so they'll be let out and get REALLY good at crime.
We see this happening every, single day now, and it just doesn't make sense to me. I sometimes think I was just born at the wrong time. I feel as if I would fit in much better in the greatest generation. They didn't put up with this type of crap, and that's why there was so much less of it.....
The fact that our State Troopers have to work second jobs is a damn shame. In other states, we could never recruit a Trooper who had already made Sergeant, much less LT. They would have taken a huge pay cut to become a Fed, a very well paying job in law enforcement.
And just to remind folks, this is the second postal worker who has been gunned down this year by thugs.
Hell of a loss.
How many times have we heard this one before?
“I spoke to him on Thursday about getting his life together because he had got into trouble back in 2018 when he was on house arrest and probation with the Natchez probation office. I contacted them to get him help and to come check on him,” said Madison.
Whittley has a history of mental health problems and a low IQ according to his mother.

This troopers watch was ended by an absolute human waste that was probably raised by the taxpayer because some do-gooder talked his teenaged mom out of aborting him.
Just read what his momma said. Now we all know why this kid was and is in trouble. First thing his momma says is it is someone else’s
fault. I’m sorry! It’s your fault lady! It’s his daddy's fault! It’s his fault! Stop blaming everyone else and looking for the government to help you. Realize this real quick! You live in the backwoods-sticks of a broke ass state. Ain’t nobody coming to help you or your son! Go kick rocks!
I also read what the mother said. You have to understand the mentality of parents like her. Sad!!! My heart go out to the Troopers family.
Rest In Peace my brother!
I won’t waste my time berating the parents of these animals.
State Troopers are not alone, in this state, in having to work second jobs to pay the family bills. The same applies to 80% of all state employees other than those in top supervisory and director-level positions. You people just never hear about it.
Does anyone else know any other details? JJ FOIA of DPS in 2018 show he was a Master Sergeant...position - Assistant Inspector, 66k. Since 2018, he had made Lt. I would think it would have been years since he saw Patrol Duty, & interaction with motorists. Some other articles say he had been working as a contractor Transporting mail for 16 years. Unless he was a part time driver for who ever won the contract, this is a full time job.
Several articles say he called the Sheriff's dept to send a Deputy to watch the truck until the Postal service sent another. That truck would have probably been sent out of Jackson to somewhere on Hwy 61. Ch 16 shows the truck, standard 2.5 ton single axle box. The coroner is quoted as saying he appeared to be trying to change the tire.
He wouldn't have been in uniform, because picking up the bulk mail is a physical task, & would have soiled his clothing.
The articles state that nothing appeared to have been taken. The USPS offered 100k + 8k from other.
At 4:30 AM on hwy 61, accosted & shot by a group of 3. They must have known him in some capacity.
As a Lt, he should have had a M-F Day, desk job. He would have had to be on duty soon.
Another thing, Federal Postal Code specifically prohibits any type of weapon on Postal Property unless you are a Postal Inspector, Uniformed Postal Police or Special Agent of the Postal Inspector General, regardless of your regular occupation. They may have looked the other way, but anyone else would have lost their contract, & been prosecuted for having a weapon in their vehicle or person.
Tate said he was found shot in his vehicle, but didn't clarify he was off duty, working another job.
Good thing he broke the "no weapon" rule, huh? Otherwise, hard to find the thugs who shot him. And since he's dead now, I guess he doesn't have to worry about losing a part-time job contract. This is Mississippi. EVERYBODY carries. They'd be idiots not to. Case in point.
@7:33, Tough to say he did the right thing since he ended up dead. Maybe he wouldn’t be dead if he didn’t have his weapon, huh? Often times in robberies, all they want is your stuff, but if you start shooting, they will use the weapons they brought, hence a dead guy.
12:06, great logic, if they had actually taken anything. There was plenty they could have taken.
Yeah, about the no weapon rule. But anything charged on Postal Property is a Felony, & prosecuted in Federal Court. The news had a Postal Inspector making statements. One was they were looking into the "Possibility" of Federal charges. When that private, contracted truck is on Postal Property, anything that happens is Federal. But once it leaves, unless the persons actually tampered/stole the MAIL cargo, its just another crime against a truck driver, because the Mail transport task is contacted to an independent.
Another strange incident is the mother in the article that said Damion Whittley never saw a parole officer.
There should have been a warrant out on him immediately, & actively seeking. What's different in his situation, is if you go to the MS DOC website & sesrch, he is listed as an "inmate" (Normally he would be listed in the Parolee search)...his status is...Absconded Supervision.
He was convicted in Jefferson County in June 2018, change location in December 2018 for Grand Larceny (3 years). Release date is June 2021.
There are some shady things that go on, depending on who you know. A local connected Criminal finally got prosecuted because another agency was involved. He got 10 years. He was out in a year on Parole. His status on Parolee Search is "Absconded Supervision"...and no one is looking for him, because they know exactly where he is. I still see him occasionally.
A highly publized locally crime in which a Business Manager staged a fake robbery on bank property as she was making a deposit, using an accomplice so external video would show the robbery...Her story fell apart after several days of searching for the robber. It was 3 years before the trials. She planned the fake robbery. She only got 10 years on probation. The guy got prison time. She Never showed up on probation under any of the several names used.
During 2011, there were 3 seperate high profile cases of females having sex with students (all in same school system), back to back involving 2 teachers & 1 parent..cases not connected other than same School...all within a few months.
The 2 teachers all took plea deals, no prison...just parole and sex Registration.
The 1 parent, who was routinely taking her stepsons friends out of school during the day. One of the parents showed up at the school only to find their son (and another boy) had been signed out by this woman. Deputies & parents went to her house & she was caught with 2 15 year old boys. Her stepson just happened to be out of state, but records showed she bad been signing out different stepsons friends for quite some time...possibly 2 years. There were a lot of unusual family dynamics.
She fought it at trial, & in 2013 got 10 years each conviction, concurrent sentences...5 suspended...5 parole & Sex Registration.
She was released on parole in 2018, even though there were problems during incarceration. She showed up briefly on parole under her name. Her husband had maintained custody of his teen son, her teen daughter, & a younger child they had together.
She showed up on the sex offender registry & still does, but under a different name, at a different vacant rental address. She showed up on parole under the new name for 2 months...no record under any name now.
In any event, there are some shady things that occur with the parole system.
Guns don’t kill people, right?
Something isn't right with this story. 4:30 AM? Nothing taken from mail cargo.
There are a couple of exceptions, & some USPS employed Uniformed mail carriers have been robbed & shot.
This story made the National Headlines in May 2020, but not the entire story...no less than dozens of articles about it.
Va. family found $1 million in cash laying in the road, they called police.

They dodged one the bags, claimed they stopped, saw another 15 ft in ditch & threw both in their trunk & rode around for hours, eventually went home to investigate the "trash bags" they had found on the Highway.
From the pictures in several articles, there were 2 Standard, Huge Stenciled, Marked US Registered Mail, canvas bags with a leather cinch strap, steel lockable buckle & a Registered barcode tag module. They cut the locks & opened them anyway (because of the packaging, one could feel the size/dimensions of the contents...there was no filler or bubble wrap) finding 500k of vacuum packed Cash in each bag..,about 50k per package, each package with a separate tracking # & mail fee..$9.99 to ship 50k? They realized they were over their heads & the barcode tags/modules could have GPS tracking inside them...and called a friend with the Sheriff's dept. At 1st, it was really closed mouth about who the money belonged to...all they would say was they knew who the owner was.
This was cash being delivered through the normal mail Transport trucks, eventually destined for BB&T bank (Merged with SunTrust in 2019).
How only 2 bags containing 1 million fell off a Mail Transport truck on Saturday in the middle of the Highway around noon has never been revealed.
12:39 - You wasted a lot of time only to be incorrect. A contract worker hauling mail is subject to the protections of federal USPS laws just as if he were behind the 'next window' counter.
Likewise, if you are a runner for a bank and I pop you upside the head and take the cash, I'm going to be pursued by the feds.
