Bill Walker is Back in Jail

The DMR fiasco continues.  The Sun Herald reported this morning:


Bill Walker, former director of the Mississippi Department of Marine Resources, is back in prison for what U.S. District Judge Keith Starrett described Wednesday as ‘willful and obstinate failure” to pay restitution for defrauding the government.

Since he was released from prison in November 2017, Walker has paid only around $10,000 of the $572,689 in restitution he owes in a highly publicized public-corruption case. Federal or state investigations also netted his son and six other former DMR employees.

“This is real money,” Starrett told Walker. “This is real money the taxpayers are out and the court feels strongly it should be repaid.”

Starrett also found Walker willfully refused government demands to document monthly expenses of $16,563. Walker says he doesn’t have enough money left to pay the government $5,000 a month in restitution.

 Walker’s monthly income is around $16,623, which includes both his and wife Sharon Walker’s retirement and Social Security checks....

this state has a marine coastline of about 40 miles. the legislature then decides to create yet another administrative agency called department of marine resources to "manage" it. the game and fish department could handle that but oh no... we need more government here in mississippi. wait a minute , arnt we the state run by the republican party? the party of "limited government"? in case you didn't know most all administrative agencies in state government exist to allow politicians to had out high paying , do-nothing , goldbrick jobs to their cronies. this is a classic example. proving once again the only growth industry in mississippi is government.

The Legislature in 1994 that created DMR? Senate was 39 Donkeys, 13 Republicans. House was 93 Donkeys, 29 Republicans. Those are veto-proof majorities but no one really expects you to be smart enough to know any of that.

DMR is real. It was created by the state and provides many additional opportunities for sucking on the taxpayers while offering wonderful opportunities for wrongdoing.

Quit splitting hairs on who actually gets the credit for creating this additional feed trough for state employees.

Correct 853, but you left out another interesting date. Bill Walker was appointed to be head of DMR by the Governor Ronnie Musgrove (Democrat, of course) in 2002.

Are they not allowed to foreclose all his property and garnish their wages. They should be able to get about 15k a month and leave the family just over 1k to make ends meet. That is about minimum wage which is better than they deserve.

A) what is the definition of "marine" coastline? Is that even a thing? B) 40 miles? Look at a decent map and you can see 40 miles is quite the understatement. Or maybe 8:28 doesn't understand basic geology.

Glad to see Judge Starett and the Feds are holding the Walkers accountable. Scotty is a lost cause. His parents deserve the enablers of the millennium award. Papa Walker is an unrepentant thief. Plain and simple. The Walker clan can't get out of their own arrogant way. Fine with me if they continue to be stuck on stupid. As long as they're held accountable.

They should be on the hook for much, much, much more. I digress.

His house note is $3322 a month, which means he is living in a house worth approximately 450,000-500,000.

He clams to have 3 car notes totaling 1938 a month (including, according to him, paying for his son's car note.) Interestingly, although the dad claims to be paying for a Mercedes, the son says he isn't because it's been returned to the dealership. And although the dad claims to be paying for the son's car note too, the son says he's paying for it, not his dad. So one of them is lying.

He pays a maid 400 a month.

And he pays 1513 a month for life insurance with his sorry-ass son (who got him into this mess) as the beneficiary.

Last but not least, he claims he pays 6000 a year, or an average of 500 a month for Biloxi Suckers season tickets, where he sits front row behind the catcher, i.e. prime seats. (But in his tv interview, the son says he pays for them, not his dad. So once again, one of them is lying.)

So Dad claims he's paying the son's car note and for season tickets to the Shuckers games, but the son says he's paying for them, not the Dad. Is Dad claiming expenses that aren't really his and that he really isn't paying ? Or is the son lying when he says he's paying them, not the Dad ?

With all due respect, if any is due at all, this man is living a very, very good life with lots of luxury items most people can't afford. I agree with the judge that he doesn't seem to be attempting to reduce his bills and pay his debt at all. He seems to be spending it on lots of luxury items.

Here's a simple way to reduce his monthly expense so he'll be able to pay his debt:

-Sell his 450,000-500,000 house and move into a 150,000 house for which a note payment would be about 1200 a month, thus saving him about 2100 a month there.

-Sell the Mercedes and Land Rover and get 2 used cars that will cost him about 500-600 a month, saving him about 1200-1300 a month.

-Cancel the life insurance which is a luxury he simply can't afford. (If he wanted to leave money for his son or grandkids as he claims, he shouldn't have defrauded the state of hundreds of thousands of dollars which he now has to repay.) That would save him 1513 a month.

-Stop having a maid, which would save him another 400 a month.

-Don't buy Shuckers season tickets which would save him another 500 a month.

This was very simple to cut. In 5 minutes I just saved him 5713-5813 a month, which is more than enough to pay the state 5000 a month. He's had over a year and has yet to figure out how to cut his budget which I just cut in 5 minutes. Geees, these guys are still defrauding everyone around them, and I'm glad Judge Starrett easily saw through it.

DMR has been around for decades and decades, It was not created in 1994, it was actually a renaming of the Old Mississippi Seafood Commission. This was done by Senator Tommy Gollott due to the passage of the Saltwater fishing license bill that had been vehemently defeated by the Gollott family for half a century. The Seafood Commission was created by the Seafood Industry to police the industry. all of the Comissioners were Seafood Industry executives as are the DMR Board today. It has always been one of those creations where the term having the Fox guarding the Henhouse got started!!

The Mississippi Energy Institute is a non-profit association, not funded by the state or any other government entity. Why should I, or anybody else on here other than for some reason you, get butt-hurt over the salary (which doesn't really seem to be all that much out of line, but I digress) paid to their Executive Director?

Recognize that it does use the name "Mississippi" in its name, but that doesn't put it in the public square for me to worry about what it does or how it spends money - since it isn't my money.

Get a grip. Sorry you probably got turned down for some gravy train you wanted to ride over at MEI office - but take your bitching somewhere where somebody cares.

@4:37 MS is also the ONLY State that does not REQUIRE "Catch Tickets" for shrimp which detail where the shrimp were caught and how many pounds were delivered to the processor. LA, AL, and TX REQUIRE catch tickets to document shrimp catches. Guess who reports total catch to the FEDS in MS.....the processors! Guess who is a state legislator on the fisheries committee...Tommy Gollott It's good to be the King!

But she chose to never respond to negative remarks.

“You never want to let that hurt your feelings, but when it happens so much, you can’t help but see some of the negativity. More than anything, it’s just sad that people act like that,” she said.

Trinity said some people who had terrible things to say online were people Scott’s family considered close friends. But she and Scott are grateful for the strong support system true friends and family offered.

“He’s such a great guy, such a hard worker,” she said. “I think he gets a lot of flack and people are ugly to him. And they don’t know him.”"

Mississippi’s “coastline” is about 90 miles, not 40, and that’s doesn’t included the conplex system of bays and estuaries that feed the sound, as well as our barrier islands. I’m fine with having a Dept of Marine Resources, just not with it being corrupt and mismanaged. The commenter probably has no problem with the generational welfare that is way too ramapant in this state.

Tommy Gollott is a crook of the highest degree, and the issue of the abuses by processors and commercial fishermen is coming to a head

All of the figures cited by 2:28 were not only in the Sun Herald and WLOX articles, but they are also in the government's pleadings filed with the court. Those figures are factual and are before the court, which you would have known had you bothered to read the article you're posting about, and those figures are the basis for the court holding him in contempt.

I've been called many things. Dumbass usually isn't one. Smartass more likely. The reference to geology in my original post was intentional.

A simple map should be clear to just about anyone there is more than 40 miles of "marine" coastline in Mississippi, which covers geography. Whatever a "marine" coastline is? In the simplest terms, my reference to geology was regarding the physical structure and substances that have created and continue to create Mississippi's marine" coastal environment.

Also, the geology reference was for the original poster and those folks who spend a great deal of time online and don't leave the safety of the Jackson "metro" area regularly. Some folks might not have a true understanding of the geological difference between their own gated community's freshly maintained lawns, and the geological makeup that constitutes the "marine" coastal areas of our great state. Based on your post and others here - your frame of reference and the intellectual well being you exude is a rarity.

Glad Bill is going to have a few months in jail to figure out how he is going to cut his expenses in order to start repaying his restitution. Regardless of the geologic and geographic situation he finds himself in at his new home away from home after his sentencing. Hopefully, for the taxpayers of this state it will be time well spent.

Fish, is there any way you could let us know the sources of the Bill Walkers' $16,623 a month retirement income? This is a large number (especially for civil "servants").MUCH higher than the average hard working American.

Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time.
