Jackson Moves Forward on Officer-Involved Shooting ID Policy

JJ got a copy of a draft of the new officer-involved shooting ID policy for JPD.  The draft has not yet been reviewed by Jackson's legal department nor has Mayor Chokwe Antar Lumumba approved the policy.  The draft is posted below.

They should craft an exception, too, for if/when an officer is injured. Surely we shouldn't be handing out the names of officers who've been shot by "civilians" and are still in the hospital.

Also, I think it's foolish and irresponsible to release these videos of shootings without any context or commentary. Videos of "civilians" being shot are only going to inflame the community if they're not given proper context.

This is a continuation of the war on law enforcement. Wish I could remember that fellow's name who accused the police officer of "speaking stupidly". Got a lot of news coverage.

It seems to me this policy is aimed at assisting individual citizens in determining, on their own, whether a police shooting is justified before an investigation can be conducted, i.e., rushing to judgment of the involved officer. Surely, this will lead to increased pressure to prosecute officers, regardless of evidence that may not be available for release to the public within the first 72 hours. I don't see how an officer could receive a fair trial after video, which may not even be admissible in court, has already been digested by the potential jury.

Personally, I believe that video that MY security cameras record belongs to me, and I ought to get to decide if it gets released publicly, especially if it reveals the location or other details of my home and/or business.

The City of Jackson has no authority to confiscate private video and post wherever necessary to fit their agenda. The City of Jackson should establish a protection budget for officers placed in immediate danger by their own administration. I would hate to work for any law enforcement agency with this type of policy.

This is why the Jackson Police Department is short 100 officers. Which wasn’t news when that information was released btw. They have been short for years. A problem they will continue to have until the city gets behind and elects a qualified leader.

All this policy does is ensure that any officer involved in a shooting (whether justified or not) will be doxed, and her/his family endlessly harassed before all of the facts are known. This places officers in unnecessary danger and will most certainly cloud their judgment on when/how to defend themselves and the public. And when the true facts are revealed, who will restore the officer's reputation...will the Mayor come out and stand behind the decision his officer made when justified?? My guess will be no.

I’ve been a law enforcement officer a decade and a half. If I still worked for JPD despite the atrocious pay, terrible leadership, lack of backing by the city, and dangerous levels of low staffing, this shooting policy would be the straw that broke the camels back. If I am forced into a situation where I have to use deadly force to protect life you are condemning me to the court of public opinion, refusing to allow the Chief or command staff to back me, jepordizing my safety and my families safety by releasing my name and photos to the media and allowing the media to spin this whatever direction they please without any sort of due process or trial. The media loves nothing more than to paint Police as bloodthirsty corrupt thugs. I fully understand the weight of taking a human life, and it’s a terrible thing no one should have to experience. But adding this on top of that weight is reprehensible. Good luck filling the staffing shortage...

I've met this mayor many times... let me assure you that he is a pretty boy that in all seriousness gets manicures and has never been one to get his hands dirty. He reminds me of Obama when he use to address our military... like Obama could never do anything the military guys do little chokwe can never do what jpd does daily. Big talker!!! He's really a weak individual and is a radical minded fool.

Who pays for defense counsel when a JPD officer gets charged either in a criminal case or a civil one?

The draft policy is an insult to all who work in law enforcement. Wanna bet officers start leaving JPD in droves and then watch the City as they try to recruit new officers. What a disaster. Baby Chock is going to be your next Representative when Bennie finally retires. It would be funny if it wasn't so sad. RIP Jackson.

It is a bit premature to release a document that hasn't been even legally reviewed.

I agree that neither an officer or the alleged perp should be judged in the " court of public opinion", I do not want law enforcement ( many of whom do not get the training they deserve, are not properly vetted, or subject to tests of psychological fitness to serve) to have a broad license to kill.


I think both those who make knee jerk assumptions about law enforcement shootings , are outrageously naïve. Law enforcement officers are not always heroes or always villains.


I have met law enforcement officers who are calm, cool,those who are collected and those itching to exert power over others, . I've met those who are so dim witted that I wonder how in the hell they function in any job and those who are so brilliant, I wonder why they haven't sought a better job.

And, I think those of you who are not interested in preventing the shootings of children playing with toy guns, deaths because the officer went to the wrong address, or the fait accompli of one officer exacting the death penalty for verbal insults or misdemeanors are lunatics. Nor has it occurred to you yahoos, that options exist to arrest later for non-felonies without shooting someone in the back.


And, I know damn well if these sorts of shootings were being done by law enforcement to whites with the same racial percentage as the crime numbers, you would hold a totally different view because you or your kids would be more at risk. And, actually, with the drug epidemic the risk is growing as more whites are dying after arrest as officers can't seem to recognize when medical attention is needed...again, poor training and/or those with poor judgement making life and death decisions.

Grow up. Life is complex and your knee jerk either /or reactions and your need for simple solutions to complex problems and your unwillingness to objectivity learn about issues before opening your mouth is dysfunctional.

Without a six figure salary I wouldn't be working for a PD with this policy. Frankly we're at the point where way more is being asked of officers than what they are actually being trained for and what the public's expectation is.
At least so far no one has come into the JPD and unmercifully beat a female dispatcher to a bloody pulp as happened in Clarksdale this past week!!

I am not the original poster of that, but "Doxed"/"Doxxed" comes from "docs'ed" which comes from "drop docs" (documents) on/about a person to ID them. Generally, though, "doxing" as the term arose and is used means to dig up identifying info on someone you are feuding with or otherwise at odds with and then exposing their ID and personal info (address, family, pictures, etc.) to cause them some level or harm and discomfort. It is also illegal in some areas/circumstances.

Using the term in this context isn't really accurate/correct usage, but the results for the officer will be the same, so semantics be damned.

Ultimately the "peoples police force" will have no need for deadly force against the community it was hired to serve. Guns will not be needed to intimidate and oppress the people. So don't worry about this policy. It will become unnecessary.

Bennie represents only a portion of Jackson and flora and delta. NE Jackson is represented by a Republican as is Madison and the Rankin area. It's the same district. It's Gerrymandered to say it nicely. Doesn't wickers daughter and son in law live in NE Jackson? Bennie has all the poor areas... he's a plantation mentality politician that is of the dying breed thankfully. Not saying that bc he's a Democrat either. Many republicans need to go as well.

I see minority voters leaving the plantation Democrat party daily in larger numbers. Truth be told they don't view Trump as a Republican or a Democrat... so just because the NAACP poll and named WSJ polling shows Trump at 31-33% of black vote approval doesn't mean they will vote for a Republican other than Trump. So it's possible they vote Democrat locally. Trump won huge amounts of Democrat strongholds and many are voters that never ever dreamed of voting for a Republican. Like him or not his draw to various demographics is unlike anyone else.

All the police in jackson should just pack up and leave it with these liberal progressive do good nuts. One of two things would happen. They would beg for police protection and agree to a realistic sensible police policy, or they would refuse and the criminal element would clean out the gene pool for the next group of folks.

No need to worry about Christians, patriots or rednecks. The ones that are left in the city will be okay

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail.
