Governor Reopens More Businesses

Governor Tate Reeves issued a new executive order at his daily briefing today on the Covid-19 virus shutdown. The press conference and order are posted below.

* Over 150,000 Mississippians have applies for unemployment benefits.

 * A  new"Safer at Home" order goes into effect Monday morning for two weeks.  It urges everyone to stay at home but for essential travel (Where are the Sovereigns? ;-)) .  Most vulnerable should shelter at home. Order bans all gatherings of ten or more people.

* Most closed businesses can reopen under Health Department guidelines.

* Places of amusement are to stay closed.

* State Health Officer Dr. Thomas Dobbs said the number of Covid 19 cases seen in ER's is declining.  Many people who need medical care have been forced to delay it for a month.   There are 74 patients on vents and 148 in ICU's.

*  Retail stores can reopen but  can have no more than 50% capacity.  Really Ross? Ross Adams asked the Governor if he was sending a mixed message by telling people to stay at home while reopening stores.  Sigh.

* Salons still can not open.  Governor says there is close interpersonal contact between people.  He says one barber could infect many people in one day.

* Various scenarios of casinos reopening are being studied.  Governor Reeves said the casinos are large and spacious. Social distancing might work in such places.  However, they will remain closed for now.

* Mayors can still issue more strict orders.  The Governor said he reminded them in a conference call today that the CARES Act does not replace lost state and local tax revenue.

* Reporter  asked if order has an expiration date. Um, what does "two weeks from Monday mean?"

* Here is the executive order.

Today, Governor Tate Reeves signed a new executive order establishing a statewide Safer at Home order for Mississippi to continue protecting public health while beginning the process to safely reopen the state's economy.

In his new executive order, Governor Reeves lays out a measured and strategic plan to reopen Mississippi while continuing to flatten the curve and conserve healthcare resources. Consulting with our state health experts, the Executive Order sets out guidelines for certain business operations and healthcare activities to safely resume.

Governor Reeves announced his new executive order at his daily press briefing today, which you can view live on our Facebook page here.

"This disease has not hit every American fairly. And the economic damage has not hit every American fairly. Wall Street and Hollywood will be fine. Mississippi small businesses and workers are not. That’s who has been asked to shoulder the country’s burden. It’s not fair, and it’s not right. We are starting to re-open our economy. It’s not a light switch that only goes on and off. It’s a dimmer. We can take measured steps to make life better," said Governor Tate Reeves.

In this latest executive order, the Governor lays out the guidelines of the Safer at Home order to continue flattening the curve, including:

  • Mississippians are encouraged to stay at home unless they need to leave for essential activities or essential travel, such as caring for someone in the vulnerable population, getting food or necessary supplies, and going to work.
  • All those in the vulnerable population are instructed to continue sheltering in place to protect their health.
    • This includes all elderly individuals (age 65 or older per CDC guidelines) and individuals with serious underlying health conditions, including high blood pressure, chronic lung disease, diabetes, obesity, asthma, and those whose immune systems are compromised as such by chemotherapy for cancer or any other condition requiring such therapy.
  • When outside of their homes, people must follow social distancing guidelines by maintaining a 6-foot distance from others and avoid groups of 10 or more.
  • Social and other non-essential gatherings in groups of more than 10 people must be cancelled or rescheduled.
  • Evictions are suspended, though people are still required to pay any rent or make any mortgage payments.
  • Certain businesses previously closed under the shelter-in-place are allowed to reopen, while following health and safety mandates recommended by the Mississippi State Department of Health (MSDH).
  • Places of amusement or entertainment, like movie theaters and museums, and businesses that cannot avoid sustained person-to-person contact, like salons or gyms, will remain closed, other than curbside pick-up, drive-thru, or delivery for retails sale of their products but not services.
  • All businesses and non-profit organizations are encouraged to continue allowing their employees to work from home or telework to all extent possible.
  • Restaurants and bars may only remain open for drive-thru, curbside pick-up, and/or delivery service.
  • Retail businesses are to implement reasonable measures to prevent the spread of COVID-19, including limiting the number of customers in their stores at one time to no greater than 50% of their store capacity and making hand sanitizer available to customers upon entry.
  • Healthcare professionals and facilities may resume performing elective medical and dental procedures and surgeries as allowed and approved by MSDH. Such non-emergent procedures and surgeries should limit their use of disposable PPE and not request PPE from any public source.

Our governor is a gutless dweeb, and can't give a speech at all. That was absolutely the worst speech ever. At this rate, we will be closed until 2024 while Tater makes phone calls without decisions

Basing distancing on fire code is about stupid.

Might as well just open up entirely and let ppl die

If I hear of a protest getting organized over the weekend count me in.

Disappointed. Two more weeks and I'll be sportin a mullet.

What about gyms, fitness centers, etc.?

Hey, We may end up in a depression & loose everything but at least we will be alive. What a life.

@3:00 PM
Kim Wade has been promoting a protest at he Guv Mansion for Saturday. I haven't yet heard if protestors plan on brandishing their firearms though.

I applaud the governor.

Slow & steady.

I get to see my dentist on Monday!

@3:12, This is all God's plan. All will be revealed when the Seven Nation Army stands in the plains surrounding Tel Megiddo.

The prophecies are being fulfilled right now. Next one will be the receiving of the mark.

''places of amusement to stay closed''? in that case what is the pearl river valley w s d doing having a meeting?

I say we keep this shit closed. I want a Greater Depression.

Good for Gov. Reeves for taking a thoughtful, judicious, and methodical approach to "reopening the state." I hope (though I don't hold out much hope) that residents will do as he urged again today and still stay at home except for ESSENTIAL travel. I fear, though, that the rednecks and hood rats have a different definition of "essential" that will allow them to put their full colors on display. Those people not following guidelines have shown and will continue to show themselves to be uneducated, selfish, and even malicious. At least now we'll know who's who.

Where does ol' Dicky Doo get this stupid titles from? "Safer-at-Home". Come on man. You might as well call it "Lazy Asses-at-Home" or "Unemployment-at-Home".

Anonymous said...

Well 3:49, the majority of rednecks have been following the rules as they understand such.
From what I've seen, the hood rats not so much.

Either way, this situation is rapidly approaching a breaking point.

Both groups will not "stay inside" much longer.

Tater has his money on Homicides. Current score after 40 days in Hinds County is Homicides 8, Virus 6. Tater had put 2 bills on Homicides over at the Ameristar Sports book before they shut it down. Virus going to the bullpen with the weekend coming up, Homicides might score a half dozen in the bottom of the fifth

Don't like it? Move to Georgia.

Serious question, where can we get antibody testing?

@3:51 You hit the nail on the head with your comment. I’m hoping that we have a tiny handful of village idiots posting multiple times but I suspect we actually do have a rather large community of village idiots.

"Tater has his money on Homicides".

Nope, I don't think so.
He is trying to do his best for all Mississippians.

My gawd, the man left Rankin County to move into "downtown" Jackson, Mississippi.

(That in itself takes a pair of cast iron testicles . . . Governor's Mansion or not) !

Nothing matters other than whether there are beds and ventilators. Raise your hand, please, anybody, if Tate Reeves inspires confidence. Girood Gilbart for Gubnor.

Er, "social distancing" at a casino? OK, if a barber can expose 15-20 customers a day, how many can a blackjack or craps dealer expose? Now, if the casinos will just trust their customers and let them deal their own cards, count their own chips, etc., problem solved! Just put an honor box and all the chips right there at entrance and a big pile of cash at the exit by the chip turn-in box, put a bar at each table, and don't even worry about food or entertainment because no one person will be there long enough to eat or hear an entire song by such stars as The New Monkees or the tribute band, Zed Leppelin ("Zed's Not Dead!"). "I bet 100 grand on the first hand and dealt myself Blackjack - what are the odds of THAT?! Well, quit while you're ahead, buh-bye."

I wonder which of Tate's buds shorted all the casino stocks?

Anonymous said...

Tate’s basic response about barbers was not yet. They could infect multiple people. What the hell is going to change between now and 3 months from now? There won’t be a vaccine. There won’t be daily on the spot testing. So WHAT will be different in 3 months? Personally, I’m not worried. I cut my own hair last night, did it overseas, I can do it at home. Wife freaked out. Told her it will look fine in 2 weeks.

For the next presser, I’m gona start a pool on how many times Tater says “um” during adlibs. And good gosh, take a high school speech class and learn to read a script.

Interesting that the age groups and listed vulnerable persons are the ones who should already have the safety net of Social Security and Medicare. Most are either on SS retirement or SS disability due to medical conditions. They should stay home, and be safe. They will still get a monthly check.

The rest of us (including me in late 50's) do not qualify for social security of any kind, and still have to work to live. I would prefer to stay home! But do not see a feasible way to do so. It's America, gotta make that money!

" I cut my own hair last night, Wife freaked out. Told her it will look fine in 2 weeks."

Just looking at obesity and diabetes, we're talking, what? 70%? 80% of the entire population of Mississippi?

Anonymous said...

"The rest of us (including me in late 50's) do not qualify for social security of any kind, and still have to work to live. I would prefer to stay home! But do not see a feasible way to do so."

Nope. I'm also in my late 50's and I'm staying home with income. That's because I planned correctly, worked early (education) and hard (wise assumptions, decision-making, spending, debt control and investment) to implement it. Most anyone could do the same. Don't blame the government for your failure to take care of your own future.

I’ve NEVER been a fan of Tate. However, I’ve been impressed in how he has handled this. (Yes; he needs to learn how to read aloud.) A measured approach. He has taken a step in winning me over. Thank you for leadership.

My interpretation: 1) If you can stay home, by all means, stay home; 2) if you have to go out, use all recommended safety measures; 3) we can’t have situations that, by nature, don’t allow for proper distancing, so we’re keeping them closed.

I believe he is sincere in saying he hates to to take these measures, but is convinced they are the right thing to do for the population as a whole.

Anonymous said...

So, using the current numbers, the tri-County area of Hinds, Rankin, and Madison counties have had 733 total cases of COVID-19. That’s not the current cases, just total. According to the 2016 census, the same counties had a combined population of 496,571. Of course that’s changed in 4 years, but a lot? Probably not on the lower side. That equals approximately 15/10,000ths of the population that has contracted this virus and been tested. Are there more cases? Sure, but they didn’t deem it necessary to be tested. Seriously. Let’s get on with our lives. My parents need to stay home. Not all of us do.

I guess it took Covid 19 to revel the fact that this guy is truly an idiot....and yes, I knew it when I pulled my Waller yard sign and replaced it with his.

Sorry Tate - we opened the production floor on Monday and all of my staff reported to work, except for one who had to look after his daughter; he's an engineer and can do the majority of his work from home. We did apply for, and receive a PPP loan/grant, but we will be returning the majority of it. Arbitrary policies that don't consider individual circumstances are the product of a power-hungry government that does not understand how an economy works.

Serious question for anyone who has been tested and tested positive... did they ask where you’ve been over last two weeks (home, work, etc.)? The large majority of the population has been mostly “home” for over a month, with the exception of stores and essentials. WHERE are all these new cases coming from if incubation period is 10-14 days? Are these essential employees?? It seems some energy should be devoted to understanding where the spreads are occurring. Why does no one discuss the details of the WHERE?

And for the life of me, I don’t understand standing 6’ apart then immediately walking into that 6’ airspace if the cootie lives in the air. (I’m talking about waiting in store lines and some of these graduation plans.) The majority of these social distancing plans are extremely comical if you breakdown the reality of germs surviving in the air. Either we can breathe the same air or we can’t... which is it??

Tate has an oops!

Slips up and tells the truth.

Tate tells Chuck Todd who is in charge of regulating the gaming industry in Mississippi- and it isn't the gubmint writing the regulations.

Tate tells Todd that the gaming industry would be writing the guidelines to get their Mississippi employees back to work.

As of today there are 938,600 report COVID-19 cases in the United States, and 53,600 reported COVID-19 deaths. That works out to a fatality rate of about 5.7% for reported cases.

Anonymous said...

@10:03p- Too many medical professionals have come out saying death numbers are inflated... that they are being “encouraged” (forced!) to declare deaths Covid-19 related. The numbers are severely flawed. The entire situation is severely flawed.

@11:54p- Do yourself a favor and stop relying on the media and government for your “facts.” The accounts are there... look them up yourself. I’ve seen them because I’m not lazy. A few have made mainstream news, others are doctors brave enough to speak against the flow.

@8:39a- Obviously, some people are moving... THAT’S what needs to be questioned and tracked. Are these new cases people moving around as essentials or what? Stop trying to be a smart ass and process the real question I was asking.

I don’t have much of a problem with partial reopening - it is the logic about what is open and what is closed that escapes me. Fishing, boating, and the sand beaches on the coast are or can be opened with social distancing of 6 feet and groups of no more than 10. However, recreational areas in state parks and reservoirs are closed!!! So 2 or more people can get on a boat or layout on a beach but not even one person can stroll through a park. Who is the genius behind that?

Also, the definition of essential travel and social distancing (6 foot separation) if strictly interpreted would mean that only one person can be in a car. It makes no exceptions for family members or people living in the same household.

Can’t they write clearer and more sensible orders than these?

I voted for Waller. Then I voted for Hood.
And I think Tate is doing an excellent job!
The things this man has had to deal with in his short time in office is unbelievable.
His response to this has been very studied and spot on. He knows when to defer to experts, unlike your president.

What would you know it alls do??? I'll answer.
Some of you would open everything with no restrictions, and we'd watch you die. The other extreme would stay locked up in your house and demand that essential workers risk their lives to provide services to you.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.

In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. Just bring the hate. Bring the family, Trollfest '09 is for EVERYONE!!!

This is definitely a Beaver production.
