Governor Tate Reeves issued a new executive order at his daily briefing today on the Covid-19 virus shutdown. The press conference and order are posted below.
* Over 150,000 Mississippians have applies for unemployment benefits.
* A new"Safer at Home" order goes into effect Monday morning for two weeks. It urges everyone to stay at home but for essential travel (Where are the Sovereigns? ;-)) . Most vulnerable should shelter at home. Order bans all gatherings of ten or more people.
* Most closed businesses can reopen under Health Department guidelines.
* Places of amusement are to stay closed.
* State Health Officer Dr. Thomas Dobbs said the number of Covid 19 cases seen in ER's is declining. Many people who need medical care have been forced to delay it for a month. There are 74 patients on vents and 148 in ICU's.
* Retail stores can reopen but can have no more than 50% capacity. Really Ross? Ross Adams asked the Governor if he was sending a mixed message by telling people to stay at home while reopening stores. Sigh.
* Salons still can not open. Governor says there is close interpersonal contact between people. He says one barber could infect many people in one day.
* Various scenarios of casinos reopening are being studied. Governor Reeves said the casinos are large and spacious. Social distancing might work in such places. However, they will remain closed for now.
* Mayors can still issue more strict orders. The Governor said he reminded them in a conference call today that the CARES Act does not replace lost state and local tax revenue.
* Reporter asked if order has an expiration date. Um, what does "two weeks from Monday mean?"

Today, Governor Tate Reeves signed a new executive order establishing a statewide Safer at Home order for Mississippi to continue protecting public health while beginning the process to safely reopen the state's economy.
In his new executive order, Governor Reeves lays out a measured and strategic plan to reopen Mississippi while continuing to flatten the curve and conserve healthcare resources. Consulting with our state health experts, the Executive Order sets out guidelines for certain business operations and healthcare activities to safely resume.

"This disease has not hit every American fairly. And the economic damage has not hit every American fairly. Wall Street and Hollywood will be fine. Mississippi small businesses and workers are not. That’s who has been asked to shoulder the country’s burden. It’s not fair, and it’s not right. We are starting to re-open our economy. It’s not a light switch that only goes on and off. It’s a dimmer. We can take measured steps to make life better," said Governor Tate Reeves.
In this latest executive order, the Governor lays out the guidelines of the Safer at Home order to continue flattening the curve, including:
- Mississippians are encouraged to stay at home unless they need to leave for essential activities or essential travel, such as caring for someone in the vulnerable population, getting food or necessary supplies, and going to work.
- All those in the vulnerable population are instructed to continue sheltering in place to protect their health.
- This includes all elderly individuals (age 65 or older per CDC guidelines) and individuals with serious underlying health conditions, including high blood pressure, chronic lung disease, diabetes, obesity, asthma, and those whose immune systems are compromised as such by chemotherapy for cancer or any other condition requiring such therapy.
- When outside of their homes, people must follow social distancing guidelines by maintaining a 6-foot distance from others and avoid groups of 10 or more.
- Social and other non-essential gatherings in groups of more than 10 people must be cancelled or rescheduled.
- Evictions are suspended, though people are still required to pay any rent or make any mortgage payments.
- Certain businesses previously closed under the shelter-in-place are allowed to reopen, while following health and safety mandates recommended by the Mississippi State Department of Health (MSDH).
- Places of amusement or entertainment, like movie theaters and museums, and businesses that cannot avoid sustained person-to-person contact, like salons or gyms, will remain closed, other than curbside pick-up, drive-thru, or delivery for retails sale of their products but not services.
- All businesses and non-profit organizations are encouraged to continue allowing their employees to work from home or telework to all extent possible.
- Restaurants and bars may only remain open for drive-thru, curbside pick-up, and/or delivery service.
- Retail businesses are to implement reasonable measures to prevent the spread of COVID-19, including limiting the number of customers in their stores at one time to no greater than 50% of their store capacity and making hand sanitizer available to customers upon entry.
- Healthcare professionals and facilities may resume performing elective medical and dental procedures and surgeries as allowed and approved by MSDH. Such non-emergent procedures and surgeries should limit their use of disposable PPE and not request PPE from any public source.

Good for Gov. Reeves for taking a thoughtful, judicious, and methodical approach to "reopening the state." I hope (though I don't hold out much hope) that residents will do as he urged again today and still stay at home except for ESSENTIAL travel. I fear, though, that the rednecks and hood rats have a different definition of "essential" that will allow them to put their full colors on display. Those people not following guidelines have shown and will continue to show themselves to be uneducated, selfish, and even malicious. At least now we'll know who's who.

Er, "social distancing" at a casino? OK, if a barber can expose 15-20 customers a day, how many can a blackjack or craps dealer expose? Tate’s basic response about barbers was not yet. They could infect multiple people. What the hell is going to change between now and 3 months from now? There won’t be a vaccine. Interesting that the age groups and listed vulnerable persons are the ones who should already have the safety net of Social Security and Medicare. Most are either on SS retirement or SS disability due to medical conditions. They should stay home, and be safe. They will still get a monthly check.
The rest of us (including me in late 50's) do not qualify for social security of any kind, and still have to work to live. I would prefer to stay home! But do not see a feasible way to do so. It's America, gotta make that money!

Nope. I'm also in my late 50's and I'm staying home with income. That's because I planned correctly, worked early (education) and hard (wise assumptions, decision-making, spending, debt control and investment) to implement it. Most anyone could do the same. I’ve NEVER been a fan of Tate. However, I’ve been impressed in how he has handled this. (Yes; he needs to learn how to read aloud.) A measured approach. He has taken a step in winning me over. Thank you for leadership.
My interpretation: 1) If you can stay home, by all means, stay home; 2) if you have to go out, use all recommended safety measures; 3) we can’t have situations that, by nature, don’t allow for proper distancing, so we’re keeping them closed.
I believe he is sincere in saying he hates to to take these measures, but is convinced they are the right thing to do for the population as a whole.
So, using the current numbers, the tri-County area of Hinds, Rankin, and Madison counties have had 733 total cases of COVID-19. That’s not the current cases, just total. According to the 2016 census, the same counties had a combined population of 496,571. Of course that’s changed in 4 years, but a lot? Probably not on the lower side. That equals approximately 15/10,000ths of the population that has contracted this virus and been tested. Are there more cases? Sure, but they didn’t deem it necessary to be tested. Seriously. Let’s get on with our lives. My parents need to stay home. Not all of us do.

Sorry Tate - we opened the production floor on Monday and all of my staff reported to work, except for one who had to look after his daughter; he's an engineer and can do the majority of his work from home. We did apply for, and receive a PPP loan/grant, but we will be returning the majority of it. Arbitrary policies that don't consider individual circumstances are the product of a power-hungry government that does not understand how an economy works.

Serious question for anyone who has been tested and tested positive... did they ask where you’ve been over last two weeks (home, work, etc.)? The large majority of the population has been mostly “home” for over a month, with the exception of stores and essentials. WHERE are all these new cases coming from if incubation period is 10-14 days? Are these essential employees?? It seems some energy should be devoted to understanding where the spreads are occurring. Why does no one discuss the details of the WHERE?
And for the life of me, I don’t understand standing 6’ apart then immediately walking into that 6’ airspace if the cootie lives in the air. (I’m talking about waiting in store lines and some of these graduation plans.) The majority of these social distancing plans are extremely comical if you breakdown the reality of germs surviving in the air. Either we can breathe the same air or we can’t... which is it??

I don’t have much of a problem with partial reopening - it is the logic about what is open and what is closed that escapes me. Fishing, boating, and the sand beaches on the coast are or can be opened with social distancing of 6 feet and groups of no more than 10. However, recreational areas in state parks and reservoirs are closed!!! So 2 or more people can get on a boat or layout on a beach but not even one person can stroll through a park. Who is the genius behind that?
Also, the definition of essential travel and social distancing (6 foot separation) if strictly interpreted would mean that only one person can be in a car. It makes no exceptions for family members or people living in the same household.
