Jackson to Release Names of Police Officers Involved in Shootings

Jackson Mayor Chokwe Antar Lumumba issued the following press release.


Mayor Chokwe Antar Lumumba introduced several recommendations from the Police Officer ID Task Force during a press conference Friday afternoon. The Officer ID Task Force was commissioned by Mayor Lumumba to establish a policy for how the city should respond when citizens are injured or killed by police in Jackson.

Led by Attorney C.J. Lawrence and comprised of Jackson Police Officers, law professionals and regular citizens, the Task Force’s mission has been to develop a policy which provides a restorative framework for addressing violence and increasing public safety. The Task Force examined national policies that address officer involved shootings, the views held by the family members of victims, and suggestions by the public as part of their process for establishing the recommendations which have been adopted by the administration.

The recommendations read as follows:

1) The Jackson Police Department public information officer, or designee, will coordinate the release of information related to officer-involved shootings as approved by the chief of police or designee.

2) After the immediate family of the injured or deceased civilian has been informed, JPD will expeditiously issue a public statement to inform the public of the investigatory timeline and process.

3) JPD will not publicly release any potential criminal history of the involved civilian not relevant to the alleged incident.

4) Within 72 hours of an OIS, JPD will release the names of any officers who discharged a firearm, absent exigent circumstances such as a credible threat to the individual officer.

5) Within 72 hours of an OIS, JPD will release video that provides a general overview of what occurred, if any such video has been identified and authenticated. This shall only happen after the immediate family of the injured or deceased civilian has been informed and allowed to review the video. (exception: video will not be released to the public if such video compromises any ongoing investigation.)

6) All information is presumptively releasable at the conclusion of an investigation.

“While we feel that the City’s police force does not reflect the national trends in terms of police brutality, we see an opportunity to engage and improve relationships with the community,” said Mayor Lumumba.

Towards the conclusion of the press conference, Mayor Lumumba shared a new challenge with the Task Force which is to look at the creation of a Citizens’ Review Board to further improve our community.

“Not only do we want to correct and create better opportunities for the city, we want our police department to be a model for the rest of the world,” he said.

The message that this policy sends to me is that, in The Nation of Jackson, police officers acting in the line of duty who discharge their firearms are now presumed to be unjustified.

The Police Chief thinks whatever the Mayor wants him to think. He is not able to think on his own. Lumumba chose him because he is a puppet. The other 2 men would not blindly follow his him.

The "community" the mayor references will never trust or support a police department no matter what open information policy he enacts. Other radical spokespeople and personal injury attorneys will find these policies useful, and after all, aren't they the voice of the "community". The crime ridden community dominating Jackson does not need a police force they can love and hug. They need a department they respect, and if they are criminals, that they fear. Naked truth.

I don't think those commenting read the release or else didn't understand the words written.

The name the officer won't be released unless the shooting is ABSENT A CREDIBLE THREAT TO THE OFFICER.

And, there will be a review to determine whether the officer was under credible threat.

Seems to me, that JPD is actually better protecting officers involved in shootings and deterring baseless protests by working quickly to get at the facts and gain the trust of the family whose member is shot that the circumstances will be investigated swiftly and in an unbiased manner.

Or maybe, some of you feel anyone who has ever been convicted of anything or has a warrant outstanding should get the death penalty without a trial by jury . Maybe you think a police badge should be a James Bond style "license to kill".

Hope none of you thinking that way has their identity stolen or are mistakenly identified by a witness. Lots of folks have had both happen.

9:58 is EXACTLY on-point!

What could POSSIBLY be the justification for this policy?? It certainly isn't what 12:15 said! Any officer for whom a "credible threat" was not identified BEFORE the release of his/her name will certainly have one AFTER his/her name is released!

I can't even begin to understand this reasoning! Somebody with even PRETTY good sense should know better than this!

Like someone said above: I'm just glad I no longer live in Jackson (and this is just but one more reason why.....)

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox.
