Update (4/2/26): Cancelled.
The Jackson City Council announced it will hold a meeting of the Legislative Committee tomorrow to discuss the recently passed HB# 1677, otherwise known as the Jackson Metro Water authority bill.
Let the tantrums begin.

See y’all in 10 years after multiple trips to the 5th circuit.
Is there any possible reason, other than grift, that COJ is not happy that headache has been taken off their hands?
The way Rep Yates structured this (in her bowing to Mayor Hohrn's 'desires') all the Council has to do is not vote to approve a lease. Hopefully that's the attitude they will take in this meeting, deciding that they don't want to cede responsibility to an independent authority. Might lead to Tater deciding to veto bill, or else sign it but call a special session (as some of the legislative leaders are asking and have provided with their extension of the current session) to change the language in this bill to the city "shall" lease the facility, rather than the authority "can" do so.
This needs to be resolved. The City has no business attempting to operate the water/sewer system - hell, they can't even run the other parts of the city the way it was left for this administration by Lumumba. The smart folks in the city governing folks know that the best thing for the city would be to shed themselves of this albatros; problem is, a few of those smart folks can't afford the political pushback so they won't take that stance publically. They need to grow a set and stand up and speak ------ loudly, and acknowledge that this would be a benefit to the city. But just like the zoo, they don't have, (well, as I said above they need to grow them so obviously they don't presently have them, so I can skip it) the cojones to do what needs to be done. Maybe a trip to Cracker Barrell and getting some Powdermile Biscuits would help them out of this paradox (credit to Prarie Home Companion).
@4:52 the political headache the Sisters of Rukia will cause is one reason
Basically a Committee of One because beyond Foote the other three are functionally useless. Can you imagine either Pudgy or Parkinson making a big decision? LMAO
Hubris, power, ego.
Also known as the Grift Committee.
This is why the bill was needed in the first place. All these local Jackson leaders know how to do it argue, protest, and file lawsuits. Meanwhile, the city continues its decline into blight and decay.
Rep Yates lives in city of Jackson so does Delbert. They’re not going to screw the city. I think black leaders like to reign power rather than letting Yates or anyone else over see it, they don’t understand track record or accountability or consequences and yes I live in Jackson
So the people trust them to run the system. They could not run the system, so the feds get someone else to run it. Now that it is back to operating somewhat better they want to run it again. I guess Jackson's voters must enjoy having the city screwed up.
Cut a check for $700m to the feds and it’s yours back to destroy. Where is the check?
And these from people that can’t keep flamingos alive at the “zoo”.
Hiring insider law firms to pursue appeals is part of the grift.
These morons fail to know what they don't know. It's one big incestuous circle jerk.
Hmmmmmmm that plan sounds eerily familiar…..a failing Jackson
entity to be run by an appointed group with various backgrounds. However, it is 10 years old, approved by the legislature in 2016, and signed into law by then governor Phil Bryant and STILL STALLED - in court/s and NEVER enacted! The entity is, of course the airport… Which has long needed true
leadership that will bring it into the current century. So maybe that’s a nice roadmap for Jackson‘s water situation?
7:17 Why do so many whiners from the suburbs insist that Jackson voters like the present state of affairs? You will note that in most elections Jackson voters regularly change the faces on the council and the supe board. But you can only vote for the people who run and the candidates who run tend to be a very limited bunch of Democrats who can't make a real difference. No difference than in our national election where you must choose between the best of two idiots. Are you satisfied because you voted for one of them?
If they keep up with their FA
There will be much more FO
Exactly! New administration but not much different
Well...giving the State authority over one water system will end up giving them an excuse to run and profit from all of them. Water systems bring revenue to cities when the problems are overcome, and county doesn't try to get a piece of the action.
The State is not taking over the system. The water authority is assuming the City agrees to the lease. With so much information posted about this situation some people still don’t have a clue what is happening.
@8:11 knows absolutely nothing about water systems. Zero.
If I'm counting votes, I'd bet Stokes, Hartley, Clay, Grizzell, and Thomas vote against a lease. Parkinson, who has no backbone, will see how the room is and vote with them. Foote will probably be the only one to vote for a lease. However, does the legislation say if the Council has to approve the lease or can the Mayor alone do it?
You will note that in most elections Jackson voters regularly change the faces on the council and the supe board.
Tell that to Lt. Robert Graham. Regularly? Nope.
Please don't end up allowing COJ officials decide who pays water bills and who does not.
Lease the water system and shift the associated debt, get out of the airport business that barely treads water and for which there is no money to re-invest into the ancient crumbling facility and then close the zoo, completely.
Do that and the city's economics change for the dramatically better quickly.
7:17. I live in Jackson, but perhaps you don't and didn't notice Antar defeated Horhn in two previous elections, so yeah, I think my fellow citizens were quite happy with his "performances."
The good news is, Jackson has no legal route (that I see) to get another shot at destroying what was left of the water system. There are three ways to terminate the Jxn Water agreement, and all need Wingate's approval. And, there's the matter of both the EPA and MDEQ being parties to the agreement, and Jackson is STILL under previous consent decrees regarding putting out shit in the water.
So yeah under the current language of Ms. Yates's bill the city can just not agree to the new entitiy. But that means we continue on with what we got now. And we voters have no imput for that.
I'm hoping for that special session to remove may for must
MDEQ is not a party to water order.
Horhn is the definition of "Third time's the charm".
9:52 you just laid out a reasonable strategy in the 60 seconds it took you to type that, and yet it would take Jackson leaders years to arrive at the same conclusion, if at all. Imagine if they took the same sense of urgency, zeal, and energy they muster to protest a legislative bill and applied that to the betterment of their city. Somehow they just cannot do it.
10:43. The State is a party because MDEQ is a party to the consent decrees signed. And MDEQ is a party to the current agreement establishing Jxn Water.
It's all about the same thing. Putting Jackson shit in the water. And the city is incapable of complying with the settlement agreements. And once Antar collapsed the entire water system, there was no choice.

HB1677 provides the following
(3) State agencies, including, but not limited to, the Mississippi Department of Health and the Mississippi Department of Environmental Quality, shall cooperate with the authority to regulate the authority and assure the effective operation of the authority's systems, with the understanding that such agencies act as a regulator and not operator of such systems, provided that the rates, fees, assessments and other charges imposed by the authority shall not be subject to the jurisdiction of the Mississippi Public Service Commission. All state officers are hereby empowered and required to render such services to the authority within their respective functions as may be requested by the authority.
I think that means that the new entity is bound to the settlement agreements that the city failed to comply with.
Jackson should fight to take it back and figure out how to pay for it without tax dollars from people who live in cities that properly maintain their water systems.
MSdh: water order. Mdeq: sewer order.
Give it back to the city, all of it. Then in about two weeks I can watch on the national news about the capital city of Mississippi having no water. None. Zilch. Dry as a bone.
Any reason why it was cancelled?
They blinked.
This just shows the level of ignorance amongst this group of fools. Ya'll's asses ran the water system into ruins just like everything else in this third world city. If you need money there are other avenues such as supporting the drug dens aka nightclubs and prostitution aka nightclubs. Better yet, I hope the airport is put under receivorship. Between the mayor and council fools, rent tractor trailers and transport illegal contraband to Mexico just don't come through Rankin County. Stop the madness and allow the few of us paying taxes, working, and attempting to keep our property to have some peace. Go grow cannabis at the zoo. Keep the money for your illegal vices and habits. Just go away!
I wonder how Fabian voted. Hmm? And did he pay his past due water bill before voting because you have no business interjecting your opinion when you are the problem.
What is the value of the 'Legislative Committee' of the Jackson City Council and how is it different from all these black-caucki?
What are tits on a boar hog worth?
