But, my real point would be that I cannot disagree with the overall point of the author. I would view all the described situations (gifts) as inappropriate. I know that the company I work for has a code of conduct which prohibits accepting gifts beyond a nominal value. I would encourage all our elected officials to review their own personal code of conduct and what would be unacceptable.

Notice that the author doesn’t deny the mayor took the checks, but then tries to suggest they weren’t cashed, so no real problem. The author says Lumumba knew it was a set up, but took the checks anyway, as if that will get him off the hook. That will not fly in court. And when the author can show some accomplishment of the mayor other than decay and depopulation of the city, maybe he could get some credit. But blaming white folks for his election loss is failing to look in the mirror and seeing something other than a tight haircut and beard.
