Jackson Mayor Chokwe Antar Lumumba held his regular press briefing. It is posted below.
* The Mayor addressed the new parking meters downtown. He pointed out Jackson is merely doing what is standard practice in most major cities.

* Mayor Lumumba will announce a major event at 3 PM tomorrow at Thalia Mara Hall.
* Parks & Recreation Director Dr. Muhummad addressed the recent USDA inspection of the Jackson Zoo.
* JPD Captain Jacquelyn Thomas addressed drag racing (Nice to see slugs get promoted at JPD). JPD will enforce the rules of the road. "We want the citizens to know they have a resource to call at the Jackson Police Department when they see gatherings," said Captain Thomas. Mayor Lumumba said the drag races are "highly coordinated events" and a "cat and mouse game" with JPD. He said drag races can "receive a felony" when dangerous things take place. How about impounding their vehicles?
* Mayor Lumumba said JPD is "crushing the crime solvability rate right now." He said the clearance rate is above the national average. He blamed many homicides on "interpersonal relationships."
* WAPT's Ross Adams asked about the future of Smith-Wills Stadium. Mr. Adams said the state was trying to "take over the facility." Actually, the state is terminating the lease the city has for the stadium. Mayor Lumumba said the "city of Jackson is the owner of that property." He said the legislation was part of a "barrage of attacks on the city of Jackson." He cited the efforts to transfer the water/sewer system to a utility district and take over the airport as examples.
Mayor Lumumba called the legislation "paternalistic and racist." He said the state can only terminate the lease under the legislation if the city violates the terms of the lease. There was no violation of the terms, claimed the Mayor. He said the businesses in so-called violations of the lease are "state sanctioned" because the state granted them licenses to operate (He presumably means liquor licenses.).
Hizzoner made much out of the fact that the legislation did not state Smith-Wills Stadium by name. However, it is standard practice to refer to sites by geographic descriptions or locations instead of their commonly-held names. In other words, the Mayor was taking the normal and making it seem nefarious.

Well I guess the city of jackson can move the stadium to somewhere else, but the state owns the land.

He can stomp his feet and cry but the State will order the demolishing of Smith-Wills. The rest is just a bunch of hot air.

Such a sad state of affairs. Smith Wills from the late 80s through the 90s was such a cool and family fun experience. But sadly like most things of that era, gone by the wayside. Make Jackson Tolerable Again.

Sorry, Chalkline. Taking over the water/sewer systems was the only way to keep raw sewage from flowing down the city's streets for a year and a half (Paden Street).
If the Churchill Smoke Shop is any indication of the plans the City With Soul has for the area, bulldozing would be a step up.
How can the mayor assert that the city has not violated the terms of the lease? The property was made subject to the condition that the property shall only be used by the City of Jackson for park purposes and purposes incident thereto, and when same shall cease to be used for such purposes, said property shall revert to and become property of the State of Mississippi.
This is clearly stated, so the mayor doesn't have a legal leg to stand on.

Maybe Jackson can be like other major cities like having a police force, billing water customers correctly, ability to provide water and garbage services, and maybe not dump raw sewage into a river.

I find it amusing the Mayor is upset this somehow is detrimental to kids while at the same time there is a gross cigar bar right next door.
I seem to recall some on this blog predicting Lumumba would fight this.

It makes zero sense for the language to claim 'the property will revert to the state' if the state already owns it and leases it conditionally.
When you lease a property to someone, you have not given up your right of ownership of the property.
On the other hand, if Chokwe is pissed to the extreme, he might turn the whole place into another Battlefield Park in order to satisfy the lease.
I wonder if the mayor truly believes what he is saying. I know the answer, but a rational person can't help but wonder.
